{"id":35401,"date":"2022-02-09T20:43:52","date_gmt":"2022-02-09T20:43:52","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2022\/02\/09\/us-armys-delayed-battle-command-system-begins-operational-testing\/"},"modified":"2026-08-08T00:31:19","modified_gmt":"2026-08-08T00:31:19","slug":"us-armys-delayed-battle-command-system-begins-operational-testing","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/c2-comms-battlefield-tech\/2022\/02\/09\/us-armys-delayed-battle-command-system-begins-operational-testing\/","title":{"rendered":"US Army\u2019s delayed battle command system begins operational testing"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Software deficiencies prevented the U.S. Army from beginning its critical initial operational test of its <a href=\"https:\/\/www.defensenews.com\/land\/2021\/01\/13\/us-armys-future-battle-command-system-is-cleared-for-production\/\" target=\"_blank\">Integrated Battle Command System<\/a> last fall, but it is now underway ahead of a full-rate production decision due at year\u2019s end, the service\u2019s program office told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Northrop Grumman-developed IBCS, which has cost the Army roughly $2.7 billion in development funding, is intended to link sensors and shooters across the battlefield.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A report on the program from the Pentagon\u2019s chief weapons tester released last month indicated the IBCS\u2019 initial operational test and evaluation, or IOT&amp;E, was pushed from September 2021 to January 2022 due to \u201cdeficiencies in some critical capabilities identified during software testing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the IOT&amp;E pilot testing last fall, \u201cthere were issues observed in both tactical and simulation software that, if unresolved, would have made it difficult to accurately assess tactical system performance,\u201d Program Executive Office Missiles and Space said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe project office determined the root cause and implemented fixes in October, and the Army tested this configuration throughout November,\u201d the program office said. \u201cData analysis completed in December and confirmed readiness for IOT&amp;E.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program, working with the Pentagon\u2019s weapons testers and the Army\u2019s Test and Evaluation Command, was able to improve modeling and simulation efforts over the last four months \u201cand will continue to do so over the life of the program,\u201d the office added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IOT&amp;E officially kicked off Jan. 31.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The delay ultimately will not \u201cadversely\u201d affect the schedule for the test, according to the program office, and \u201cwe anticipate completion of IOT&amp;E, declaration of Initial Operational Capability (IOC), and Full Rate Production well within the established Acquisition Program Baseline dates.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IOT&amp;E does not need to be truncated to stay on schedule, the office added, and it is slated to wrap up in October with an expected full-rate production decision in mid-December.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The small delay in the testing is a minor blip compared to the program\u2019s previous struggles. IBCS experienced an <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2017\/05\/25\/us-army-anti-missile-command-systems-initial-capability-delayed-four-years\/\" target=\"_blank\">almost a four-year delay<\/a> and struggled in a <a href=\"https:\/\/www.defensenews.com\/land\/2017\/02\/06\/army-falls-behind-with-new-anti-missile-command-system\/\" target=\"_blank\">2016 limited-user test,<\/a> but following several <a href=\"https:\/\/www.defensenews.com\/land\/2017\/12\/12\/us-army-anti-missile-command-system-successful-in-more-complex-soldier-test\/\" target=\"_blank\">soldier checkouts<\/a> and other <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/smd\/2018\/08\/15\/us-armys-future-missile-defense-battle-manager-put-to-test-in-multidomain-operations\/\" target=\"_blank\">test events<\/a> over the past few years as well as a successful limited-user test in the summer of 2020, it has made progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army originally intended for IBCS to serve as the brains of its air and missile defense system, but <a href=\"https:\/\/www.defensenews.com\/land\/2018\/03\/02\/growing-mission-for-future-army-battle-command-system-accounts-for-delays\/\" target=\"_blank\">exponentially expanded its mission<\/a> set, which <a href=\"https:\/\/www.defensenews.com\/land\/2020\/11\/24\/production-decision-for-armys-critical-battle-command-system-delayed\/\" target=\"_blank\">accounts for one of the reasons<\/a> for the programmatic delays. IBCS was able to demonstrate expanded capabilities as recently as <a href=\"https:\/\/www.defensenews.com\/land\/2022\/01\/19\/at-project-convergence-armys-new-battle-command-system-demonstrated-expanded-capability\/\" target=\"_blank\">Project Convergence in the fall of 2021<\/a> at Yuma Proving Ground, Arizona.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army <a href=\"https:\/\/www.defensenews.com\/land\/2021\/12\/23\/us-army-awards-northrop-14-billion-contract-for-future-battle-command-system\/\" target=\"_blank\">awarded Northrop a $1.4 billion
