{"id":35470,"date":"2020-02-10T18:30:33","date_gmt":"2020-02-10T18:30:33","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2020\/02\/10\/pentagon-budget-request-increases-rd-funding-cuts-legacy-planes\/"},"modified":"2026-08-08T00:28:11","modified_gmt":"2026-08-08T00:28:11","slug":"pentagon-budget-request-increases-rd-funding-cuts-legacy-planes","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/home\/2020\/02\/10\/pentagon-budget-request-increases-rd-funding-cuts-legacy-planes\/","title":{"rendered":"Pentagon budget request increases R&#038;D funding, cuts legacy planes"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 U.S. President Donald Trump\u2019s <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/\" target=_blank>defense budget request<\/a> for fiscal 2021 includes major investments in research and development portfolios as well as \u201ccrucial\u201d technologies as part of what the Pentagon is branding an \u201cirreversible implementation\u201d of the National Defense Strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the budget also features overall cuts to the Army and Navy top lines, as well as the divestment of legacy platforms from the Air Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The president is requesting $705 billion for the Defense Department, including $69 billion in overseas contingency operations, or OCO, wartime funds. Total national security spending, including for the <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/01\/23\/in-nuclear-spending-fight-its-trump-allies-vs-white-house-budget-office\/\" target=\"_blank\">National Nuclear Security Administration<\/a> and other outside agencies, is $740 billion, as set by a congressional budget agreement last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/\" target=_blank><b>Click here for more FY21 budget coverage.<\/b><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although not included in the budget documents, total top-line projections over the Future Years Defense Program, or FYDP, are $722 billion in FY22, $737 billion in FY23, $753 billion in FY24 and $768 billion in FY25, according to a senior defense official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Service budget top lines are $178 billion for the Army, a drop by $462 million from FY20 enacted levels; $207 billion for the Navy, down $1.9 billion from FY20; and $207 billion for the Air Force, up $1.7 billion from FY20. The budget also requests $113 billion for defensewide efforts, which includes the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/09\/11\/gao-to-dod-fix-fourth-estate-inefficiencies\/\" target=_blank>so-called fourth estate agencies<\/a>, down $6.5 billion from FY20. Overall procurement funding sits at $136.9 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OCO request of $69 billion is down dramatically from last year\u2019s $164 billion, and it comes in three flavors:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>$20.5 billion in \u201cdirect war requirements,\u201d or funding for combat operations that will end at some point in locations like Iraq and Syria.<\/li><li>$32.5 billion in \u201cenduring requirements,\u201d which covers funding for the sustainment of bases, as well as pots of money like the European Deterrence Initiative.<\/li><li>$16 billion in \u201cOCO for base,\u201d a funding mechanism for money that could be in the base budget but is classified as OCO for the purpose of skirting budget caps imposed by Congress.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Projection for OCO funding falls $20 billion in FY22 and FY23, and then to $10 billion for FY24 and FY25, as \u201ccertain OCO costs\u201d are absorbed by the base budget, according to the White House\u2019s summary tables. There\u2019s no nondefense discretionary OCO proposed for FY21 or the out years.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/federal-budget\/2020\/02\/10\/mark-esper-on-the-big-pivot-point-that-will-define-the-2022-budget\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5962601.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Mark Esper on the \u2018big pivot point\u2019 that will define the 2022 budget<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">In an exclusive interview with Defense News, the Secretary of Defense gives hints about what the FY22 budget may look like.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a budget that makes difficult choices but they are actually choices that support the National Defense Strategy,\u201d a senior defense official said on condition of anonymity ahead the budget rollout.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe can\u2019t have the best of everything in all areas,\u201d the official added. \u201cThe low-hanging fruit is gone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the tough choices: retiring 17 B-1 bombers, 44 A-10 planes, 24 Global Hawk drones, as well as 16 KC-10 and 13 KC-135 tankers from the Air Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen you look at these aircraft, they disproportionately take too much of the readiness account. That\u2019s where we\u2019ve got to go,\u201d the official said. \u201cThose are really the tough choices we had to make. Because we can now take the additional manpower, the [spare parts], all those things we need to make those other aircraft more operationally available and have more flight hours available in the mission we need them to do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress usually revises presidential budget submissions substantially before passing them into law. A prime target for lawmakers this year will be the Trump administration\u2019s favoritism for defense spending over nondefense, which contradicts the rough parity between two that\u2019s characterized bipartisan budget deals in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress will also likely upend the administration\u2019s FY21 proposal to cut the nondefense base budget by 5.1 percent while adding 0.08 percent to the base defense budget. There are slim odds for Trump\u2019s proposal extending budget caps \u2014 set to expire next year \u2014 through 2025, wherein defense would increase by roughly 2 percent each year as nondefense discretionary decreases 2 percent each year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>\u2018Irreversible\u2019<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Budget documents were branded with the phrase \u201cirreversible implementation of the National Defense Strategy,\u201d a notable signal in an election year that, should Trump not be reelected, could result in major changes to the national budget and American strategy come January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The branding in support of the NDS can be found throughout the document, even at lower levels. For instance, the Pentagon\u2019s security cooperation account has been rebranded the \u201cNDS Implementation (NDS-I) account.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Missing from the budget request are funds for Trump\u2019s border wall with Mexico. Congress plussed that funding to $16.1 billion in FY20 enacted levels, meaning the request here is $2 billion less than what the Pentagon received this current year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cyber activates total $9.8 billion, including $5.4 billion for cybersecurity-focused projects. The rest of the funding goes toward supporting defensive cyber operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Joe Gould in Washington contributed to this
