WASHINGTON \u2014 Early work by a congressionally mandated budget reform commission has highlighted an \u201cincredible lack of trust and communication\u201d between the U.S. Department of Defense and Congress, according to former Pentagon acquisition chief Ellen Lord.<\/p>\n\n\n\n

Lord is a member of the 14-person Commission on Planning, Program, Budgeting and Execution Reform<\/a>, created by Congress in the fiscal 2022 National Defense Authorization Act. The panel is made up of former lawmakers, DoD officials and industry executives who are tasked with recommending improvements to the department\u2019s budget process.<\/p>\n\n\n\n

The commission has held a dozen meetings with stakeholders, she said during a Nov. 4 conference hosted by George Mason University and Defense Acquisition University. Those discussions have shed light on concerns around how the department engages with Congress and how it communicates details on the programs it wants to fund.<\/p>\n\n\n\n

\u201cThere is very little communication,\u201d Lord said. \u201cI think everybody thinks there could be more.\u201d<\/p>\n\n\n\t
