{"id":35966,"date":"2023-02-08T19:18:11","date_gmt":"2023-02-08T19:18:11","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2023\/02\/08\/new-futures-command-chief-shifts-main-effort-to-designing-army-of-2040\/"},"modified":"2026-08-08T00:50:10","modified_gmt":"2026-08-08T00:50:10","slug":"new-futures-command-chief-shifts-main-effort-to-designing-army-of-2040","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2023\/02\/08\/new-futures-command-chief-shifts-main-effort-to-designing-army-of-2040\/","title":{"rendered":"New Futures Command chief shifts main effort to designing Army of 2040"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The new head of <a href=\"https:\/\/www.defensenews.com\/land\/2022\/09\/06\/futures-command-faces-identity-crisis-as-army-shifts-mission\/\" target=\"_blank\">Army Futures Command <\/a>has shifted the organization\u2019s focus from delivering a modernized force by 2030 to designing the Army of 2040, he said Feb. 8 at an Association of the U.S. Army breakfast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.defensenews.com\/land\/2019\/07\/17\/army-futures-command-is-ready-for-prime-time\/\" target=\"_blank\">four-star command \u2014 based in Austin, Texas<\/a>, developed in 2017 and stood up in 2018 \u2014 was tasked to modernize the force by 2030. Army leadership <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/global-force-symposium\/2018\/03\/24\/army-futures-command-taking-charge-of-conjuring-up-new-capability\/\" target=\"_blank\">developed priorities and lists of weapons systems <\/a>that would be developed within each priority area to fully flesh out a force <a href=\"https:\/\/www.defensenews.com\/land\/2022\/01\/10\/the-us-army-put-experimentation-and-prototyping-at-the-core-of-its-modernization-initiative-is-it-working\/\" target=\"_blank\">capable of successfully fighting near-peer adversaries Russia and China<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gen. James Rainey became the <a href=\"https:\/\/www.defensenews.com\/land\/2022\/10\/05\/army-futures-command-has-a-new-commander\/\" target=\"_blank\">second Army Futures Command chief<\/a> in the fall of 2022, almost a year after the first commander, Gen. Mike Murray, retired.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, in Rainey\u2019s view, the command\u2019s part in the servicewide modernization effort is \u201ctransformation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cModernization is part of transformation, but modernizing and not transforming is going to end up with a bunch of kit without the right leaders, without trained units, without formational lethality,\u201d Rainey said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to outthink the Chinese, boldly maneuver ahead of them,\u201d Rainey said of the U.S. military\u2019s pacing threat as laid out in the National Defense Strategy. The Army needs to \u201cgrab some ground and anchor it, so they wake up trying to figure out how they\u2019re going to keep up with us. I think that\u2019s well within our capabilities as an institution.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now that the Army is <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2022\/10\/09\/us-army-on-track-to-field-24-systems-in-fy23-in-bid-for-a-modern-force\/\" target=\"_blank\">locked in and not much will change between now and 2030,<\/a> Rainey said focusing beyond that is what he is \u201creally excited about\u201d and where big opportunities lie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The command is already working on a concept for 2040, Rainey said, which is taking place at its Futures and Concepts Center. But, he added, \u201cI think we have a little bit of time to slow down \u2026 and make sure that we\u2019ve got the assumptions right.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The key to preparing for a future fight, according to Rainey, is assessing what might and might not change between now and 2040, and the implications of that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That understanding will \u201ctranslate into new concept-required capabilities,\u201d he added, \u201cwhere we can then go out to our teammates inside the Army, in the joint force, to industry, to Congress, [those] that we\u2019re accountable to, and say: \u2018Hey, here are the things we\u2019re going to need to be able to do in 2040.\u2019 \u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service will go after rapidly fielding some capabilities \u201caggressively,\u201d but some others will not be possible yet and pursued through research and experimentation, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rainey stressed the need to move now to pursue a force design for 2040, even though a big focus is turned to meeting the goals set out for 2030. To deliver capability by 2040 means fielding must begin in 2035, Rainey added, which means bending metal in 2030 and developing funding plans even earlier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI know I said to slow down, but I meant a little bit,\u201d Rainey said. \u201cWe\u2019ve got a sense of urgency, and it\u2019s a huge opportunity.
