Decisions facing them now could have consequences for their their own security and for Ukraine, in its fight to repel Russia\u2019s nine-month-old invasion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen you are continuing to give away ammunition to Ukraine and you have to evaluate and assess the risk you take for your own readiness, you will have to take into account the threat,\u201d the chairman of NATO\u2019s military committee, Adm. <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2021\/11\/19\/china-is-too-far-away-from-nato-to-be-called-an-adversary-says-top-alliance-general\/\" target=\"_blank\">Rob Bauer<\/a>, said at the Halifax International Security Forum this weekend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strain on stockpiles is \u201cacross the board,\u201d and particularly sharp for ammunition, he said. In the years before some countries donated to Ukraine, they maintained stockpiles at half capacity or less because they saw little risk or couldn\u2019t afford more, and took a \u201cjust-in-time, just-enough,\u201d approach to the defense industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo the urgency now is seen and understood, I think in most of the nations,\u201d Bauer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Russia\u2019s battlefield losses of soldiers, tanks and aircraft have made it less of a threat, Ukraine\u2019s allies have to make complicated calculations about the ability and pace at which Russia can reconstitute its forces, Bauer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Russians have the same problems we have in terms of their stocks,\u201d Bauer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking to the forum via videoconference, President <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/05\/19\/here-are-the-high-end-weapons-zelenskyy-hopes-the-new-ukraine-aid-bill-will-provide\/\" target=\"_blank\">Volodymyr Zelenskyy<\/a> warned against giving Russia a breather right now. Amid splits among Ukraine\u2019s supporters over whether Ukraine should enter peace talks, Zelenksy rejected the idea of a short truce with Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe cessation of war as such doesn\u2019t guarantee peace. Russia is now looking for a short truce, a respite to regain strength. Some may call it the end of war, but such a pause will only make things worse,\u201d Zelenskyy said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2022\/11\/07\/congress-to-back-multiyear-weapons-purchases-laplante-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22126698516747.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Congress poised to back multiyear weapons purchases, LaPlante says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Congress is expected to expand U.S. weapons production to levels unseen since the Cold War.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The chief of Canada\u2019s defense staff, Gen. <a href=\"https:\/\/www.defensenews.com\/smr\/frozen-pathways\/2021\/04\/12\/canada-calls-out-china-climate-change-as-growing-concerns-in-arctic\/\" target=\"_blank\">Wayne Eyre<\/a>, said that balancing Ukraine\u2019s needs for lethal and non-lethal aid and what Canada\u2019s military needs \u201cis something that keeps me awake at night.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a constant calculation as to where we can give and what we need to keep for our force generation, what we need to keep for future contingencies, and what industry can produce,\u201d Eyre said at the Halifax forum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mindful of Canada\u2019s ammunition levels after Ottawa donated M777 Howitzers and more than 25,000 artillery rounds earlier this year, Eyre said he visited General Dynamics Ordnance and Tactical Systems earlier this month to see what\u2019s possible to boost production for 155mm ammunition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not easy when you\u2019re dealing with production lines that need significant retooling to get the various [equipment] that we need,\u201d Eyre said. \u201cIt\u2019s not easy when you have very complicated supply chains, especially for the component parts of the munitions that are required.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For countries whose militaries have seen repeated cutbacks since the end of the Cold War, a sharp U-turn is underway. Seismic changes are afoot in Sweden, whose NATO application this year sparked fears of Russian retaliation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn my armed forces, we have for 30 years worked in a situation with reductions and downsizing, and plenty of time but no money,\u201d the Swedish military\u2019s supreme commander, Gen. <a href=\"https:\/\/www.defensenews.com\/interviews\/2021\/12\/27\/swedens-top-general-on-watching-russia-and-responding-to-an-invasion-of-ukraine\/\" target=\"_blank\">Micael Byd\u00e9n<\/a>, said in an interview. \u201cNow ambitions are there, the budget is racing. Ambitions and requirements are high; time is limited.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One challenge, Byd\u00e9n said, is that nearly every Western country is looking to the defense industry to ramp up to meet their defense needs simultaneously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you end up too far down in the row, you will not get what you need, you will not get deliveries,\u201d Byd\u00e9n said. \u201cWe\u2019re in a close dialogue with the defense industry, where the needs are greater than the capacity to step up \u2015 if we continue the way we have done.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon is discussing with industry how to both surge new weapons production and coordinate among allies. In the meantime, U.S. Defense Secretary <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/05\/03\/austin-pledges-to-restock-us-ammo-sent-to-ukraine\/\" target=\"_blank\">Lloyd Austin<\/a> pressed allies at a NATO meeting in Brussels last month to \u201cdig deep and provide additional capability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s an acute challenge for some of NATO\u2019s smallest members, like the Netherlands, which even before its donation of more than $800 million\u2019s worth of aid to Ukraine, was straining to meet its NATO obligations. Gen. Onno Eichelsheim, chief of defense of the Netherlands, said Dutch stocks were \u201cnot that high\u201d when the Netherlands opted to send Ukraine 155mm howitzer ammunition and air defense missiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe started with stocks that were not completely filled, that were not completely ready, did not have all the materiel to support what we needed for NATO,\u201d Eichelsheim said. \u201cIt means that I immediately have to get stocks filled up by getting contracts with industry, which we started, luckily, a year ago.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Dutch government and other European allies have been having discussions with industry about their long-term procurement plans to incentivize production increases \u2015 and how to prioritize deliveries based on which country needs a weapon most. One aim is to build Europe\u2019s defense industry and not depend too much on the U.S.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to coordinate \u2015 specifically within the European continent \u2015 better, because we have to fulfill a certain strategic autonomy in Europe,\u201d Eichelsheim said. \u201cYou cannot only rely on the U.S. or on other partners if the need is that high. Because the U.S. will not be able to ramp up completely for us, which is what we thought in the past. That\u2019s not the truth.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2022\/11\/04\/us-netherlands-go-dutch-to-refurbish-czech-tanks-for-ukraine\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22201606200166.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US, Netherlands go Dutch to refurbish Czech tanks for Ukraine<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. and Netherlands are splitting the cost of refurbishing 90 more Czech T-72B tanks for Ukraine in Kyiv\u2019s fight to repel Russia.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The gray zone between defense firms being forward-leaning and governments actually spending money has increasingly become part of the post-invasion conversation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At Halifax, Bauer criticized defense firms, saying that after NATO members increased military budgets in response to Russia\u2019s 2014 invasion of Ukraine, industry didn\u2019t expand their production lines to match and charged more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs a result of demand going up and production capacity lagging behind the demand, the prices went up. As a result, we started to pay more for the same, which was not the reason why we were raising these defense budgets,\u201d Bauer said. \u201cThis had nothing to do with Russia and Ukraine. This had to do with our own system, our own societies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond increasing orders, Bauer said, Western allies ought to find ways to finance the defense industry, strengthen supply chains and also engage military suppliers in a \u201cvalues\u201d discussion about their role in safeguarding the rules-based international order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/congress\/2022\/05\/26\/defense-firms-push-congress-for-pentagon-budget-increase-over-inflation\/\" target=\"_blank\">Eric Fanning<\/a>, the chief executive for the U.S.-based Aerospace Industries Association, said that while the European and American defense industrial bases can differ, companies usually bear risks in response to \u201cclear signals\u201d from their military customers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese companies have shareholders. They can\u2019t build excess capacity or stocks of things in anticipation of something,\u201d Fanning said. \u201cThe department has to send a clear signal about what it wants it, and industry will respond.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fanning said that industry\u2019s ability to surge munitions production hinges on companies getting contracts, which he said the Pentagon been slow to let.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis isn\u2019t pencils,\u201d Fanning said. \u201cEven legacy munitions like Javelins and Stingers are complex and have very elaborate supply chains that feed into them. All of that takes time to line up and get moving again, and it\u2019s very expensive to do if the customers aren\u2019t buying.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Arms
