{"id":36556,"date":"2023-04-24T19:19:20","date_gmt":"2023-04-24T19:19:20","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2023\/04\/24\/us-army-preps-mission-tech-for-future-helicopter-despite-engine-delay\/"},"modified":"2026-08-08T00:54:53","modified_gmt":"2026-08-08T00:54:53","slug":"us-army-preps-mission-tech-for-future-helicopter-despite-engine-delay","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2023\/04\/24\/us-army-preps-mission-tech-for-future-helicopter-despite-engine-delay\/","title":{"rendered":"US Army preps mission tech for future helicopter, despite engine delay"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Despite a delay in new engine technology, the U.S. Army is continuing to develop systems for its <a href=\"https:\/\/www.defensenews.com\/land\/2021\/08\/26\/us-army-has-flexibility-in-its-path-to-a-future-attack-recon-aircraft-program-leaders-say\/\" target=\"_blank\">Future Attack Reconnaissance Aircraft <\/a>that go beyond the airframe, according to the two-star general in charge of the service\u2019s vertical lift modernization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of the Improved Turbine Engine Program, a <a href=\"https:\/\/www.defensenews.com\/air\/2019\/02\/02\/general-electric-wins-517-million-contract-to-build-engines-for-armys-next-generation-helicopters\/\" target=\"_blank\">General Electric Aerospace-developed engine<\/a> will replace those in the UH-60 Black Hawk and AH-64 Apache helicopters, and power the Future Attack Reconnaissance Aircraft. But the FARA effort is delayed since prototype flights reliant on the new engine won\u2019t take place until the fourth quarter of fiscal 2024, according to the latest Army budget documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan was to execute <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2022\/04\/07\/industry-teams-aim-to-fly-prototypes-of-future-attack-recon-aircraft-by-end-of-2023\/\" target=\"_blank\">a first flight for each aircraft in late 2023<\/a>. That flight schedule <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2022\/05\/04\/how-much-did-engine-delays-set-back-the-future-attack-recon-aircraft-program\/\" target=\"_blank\">had already been postponed by roughly a year<\/a>, according to a comparison of FY22 and FY23 budget documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/smr\/army-modernization\/2020\/03\/25\/lockheed-and-bell-will-compete-head-to-head-to-build-us-armys-future-attack-recon-aircraft\/\" target=\"_blank\">Both competitors<\/a> \u2014 <a href=\"https:\/\/www.defensenews.com\/land\/2021\/08\/05\/bell-changes-design-for-the-us-armys-future-attack-recon-aircraft\/\" target=\"_blank\">Textron\u2019s Bell<\/a> and <a href=\"https:\/\/www.defensenews.com\/land\/2020\/02\/20\/lockheeds-raider-x-already-under-construction\/\" target=\"_blank\">Lockheed Martin\u2019s Sikorsky<\/a> \u2014 have said their FARA prototypes are built and just awaiting the new engine.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"4684\" height=\"3046\" src=\"\/wp-content\/uploads\/2026\/08\/RaiderXArmy02_sm.jpg.jpg\" alt=\"\" class=\"wp-image-28846\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/RaiderXArmy02_sm.jpg.jpg 4684w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/RaiderXArmy02_sm.jpg.jpg?resize=300,195 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/RaiderXArmy02_sm.jpg.jpg?resize=768,499 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/RaiderXArmy02_sm.jpg.jpg?resize=1024,666 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/RaiderXArmy02_sm.jpg.jpg?resize=1536,999 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/RaiderXArmy02_sm.jpg.jpg?resize=2048,1332 2048w\" sizes=\"auto, (max-width: 4684px) 100vw, 4684px\" \/><figcaption class=\"wp-element-caption\">An artist&#8217;s rendering shows Lockheed Martin&#8217;s Raider X, which the company pitched for the U.S. Army&#8217;s Future Attack Reconnaissance Aircraft. Wally Rugen, the service\u2019s Future Vertical Lift Cross-Functional Team director, told Defense News in an interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI know everyone\u2019s wanted to fire off the engines and fly, and I do too,\u201d he said ahead of the Army Aviation Association of America\u2019s annual conference, taking place April 26-28 in Nashville, Tennessee. \u201cBut [the Army] is tying a developmental engine to a developmental aircraft. We didn\u2019t do that with [the Future Long Range Assault Aircraft].\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army <a href=\"https:\/\/www.defensenews.com\/industry\/2022\/12\/05\/us-army-makes-largest-helicopter-award-in-40-years\/\" target=\"_blank\">selected Bell to build FLRAA in December<\/a> after building competitive technology demonstrators and flying them for several years. A Sikorsky and Boeing team lost that competition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">FARA is a \u201cmuch higher bar,\u201d Rugen said. \u201cI would argue that a scout aircraft is probably technically a bit more advanced than maybe an assault aircraft.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo the engine is slowing us down,\u201d he added, \u201cbut we\u2019re willing to take that to get the transformational capabilities that ITEP is going to bring, which is the specific fuel consumption and higher shaft horsepower.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rugen said an engine was in the test cell two weeks ago, demonstrating 3,100 shaft horsepower.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">\u2018Double whammy\u2019<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">General Electric\u2019s problems with the ITEP engine began as a result of the coronavirus pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe got our butt kicked in COVID,\u201d Rugen said. GE not only ran into problems with sub-suppliers, but also \u201chad a brain drain\u201d with the exit of experienced quality-control managers, engineers and other technical employees during that time, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s a double whammy of a talent deficit and a supply chain problem,\u201d Rugen explained. \u201cI think they\u2019re done with any excuses on that and they\u2019re moving out. Am I thrilled? No. But it just becomes triage and a very clinical process of how do we keep our momentum \u2026 and we\u2019re committed to it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a hearing last week before the House Tactical Air and Land Forces Subcommittee, Army acquisition chief Doug Bush said recent ITEP delays are specifically related to quality control of subtier vendors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GE \u201chad trouble making some new components including some new methods like 3D printing to the level of quality required for engines that we can actually put in test aircraft,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The company, he added, believes the program is \u201cunder control. My team of experts believes their current estimates are reasonable, but it is a delay.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army has also begun an analysis of alternatives for the FARA program, which is also slowing down the effort, Bush said, adding that the Army won\u2019t reach the technology maturation phase of the program until the first quarter of FY26.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army plans to complete engineering and manufacturing development for ITEP in the third quarter of FY26, according to FY24 budget documents, and won\u2019t reach initial operational capability until the third quarter of FY29, an almost two-year delay from the timeline based on FY23 budget documents.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">In the meantime<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">While the Army waits for the engine, it is developing the weapons systems and a critical modular open-system architecture for the aircraft, Rugen said. \u201cThis is our effort to claw back schedule and claw back scope.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army continues to release draft design requirements to industry for <a href=\"https:\/\/www.defensenews.com\/land\/2021\/04\/13\/us-army-approves-plan-to-acquire-a-future-attack-reconnaissance-aircraft\/\" target=\"_blank\">the FARA weapon system<\/a>, and the service continues to take steps to mitigate risk to the development effort, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The eventual modular open-system architecture is meant to host mission systems such as survivability equipment and the Army\u2019s internally developed Modular Effects Launcher. The open system allows the Army to bring in new technology when it is ready and relevant, Rugen said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Modular Effects Launcher is already gaining traction with other services; in particular U.S. Special Operations Command and the Marine Corps are adopting the technology, Rugen noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Building the weapons systems architecture includes efforts to focus on FARA as a \u201cdeep sensing\u201d capability, something that can see farther and use missiles, rockets or nonlethal effects like electronic warfare to attack threats at greater distances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the mission systems architecture is meant to connect soldiers and sensors on the battlefield through a robust aerial tier network. The Army Requirements Oversight Council will decide whether to continue to advance the aerial tier network before the end of this calendar year, Rugen said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service previously evaluated technologies within the architecture through experimentation exercises like <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2020\/10\/12\/transforming-battlefield-geometry-whats-to-come-in-project-convergence-2021\/\" target=\"_blank\">Project Convergence <\/a>and the aerial tier-focused event <a href=\"https:\/\/www.defensenews.com\/smr\/project-convergence\/2021\/05\/17\/us-army-aviation-exercise-unveils-unprecedented-progress-as-service-preps-for-future-war\/#:~:text=Defense%20News%20was%20first%20to%20report%20the%20Army%E2%80%99s,of%20its%20capabilities%20in%20the%20area%20of%20operation.\"
