{"id":36640,"date":"2023-07-31T20:04:27","date_gmt":"2023-07-31T20:04:27","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2023\/07\/31\/army-futures-command-drafting-next-operating-concept\/"},"modified":"2026-08-08T00:56:20","modified_gmt":"2026-08-08T00:56:20","slug":"army-futures-command-drafting-next-operating-concept","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/unmanned\/2023\/07\/31\/army-futures-command-drafting-next-operating-concept\/","title":{"rendered":"Army Futures Command drafting next operating concept"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">FORT LIBERTY, North Carolina \u2014 The <a href=\"https:\/\/www.defensenews.com\/land\/2022\/09\/06\/futures-command-faces-identity-crisis-as-army-shifts-mission\/\" target=\"_blank\">U.S. Army four-star command<\/a> tasked with modernizing the force is preparing to release this fall a warfighting concept for operations in 2040, according to the<a href=\"https:\/\/www.defensenews.com\/land\/2022\/10\/05\/army-futures-command-has-a-new-commander\/\" target=\"_blank\"> AFC commander<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The concept would closely follow last year\u2019s release of the Army\u2019s <a href=\"https:\/\/www.defensenews.com\/land\/2022\/10\/10\/us-army-adopts-new-multidomain-operations-doctrine\/\" target=\"_blank\">Multidomain Operations doctrine<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are working really hard on the next Army operating concept based on the big evolutions, unprecedented disruption in terms of technology,\u201d Gen. James Rainey told Defense News during a July 27 interview on his way to the Association of the U.S. Army\u2019s Warfighter Summit at Fort Liberty, North Carolina.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This fall, the Army will roll out its \u201c1.0 version of the concept,\u201d Rainey said, \u201con how the Army is going to fight as part of a joint force in the [20]30 to \u201840 timeframe.\u201d In time, this concept will become doctrine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The AFC commander previously helped shape the MDO concept as the commander of U.S. Army Training and Doctrine Command\u2019s Combined Arms Center from 2019 to 2021. That doctrine, the Army\u2019s first new one in 40 years, laid out how the Army operates not just on land but also across air, sea, space and cyberspace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With MDO complete and a host of new weapons systems expected to come online from now into the early 2030s, Rainey is <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/global-force-symposium\/2023\/04\/04\/the-us-army-moves-to-tweak-its-formations-for-future-conflicts\/\" target=\"_blank\">now thinking about what kinds of formations<\/a> and capability the Army will need in the 2040 timeframe as well as the associated doctrine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI personally believe there\u2019s some big changes to warfare and figuring out that starts with what\u2019s the future operating environment, not just our enemies, but demographics, climate, the economy, urbanization. What\u2019s the future battlefield going to look like,\u201d Rainey said. \u201cHow do we need to operate in that to stay the best army in the world, to be able to dominate the land domain as part of the joint force?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new concept \u201ccould be an evolution of multidomain operations,\u201d Rainey said, or it \u201ccould be something new. I won\u2019t tell you the answers yet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The concept will cover the competencies the Army will need to operate, he said. \u201cIt\u2019ll include a theory of victory. It\u2019ll introduce new imperatives, things we need to be able to do that we can\u2019t do now. \u2026 It\u2019ll introduce fundamental changes in the way we organize, train and flight, and really how we man.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The concept will then drive experimentation in science and technology and research and development, which the Army will need to incorporate into its budget in just a few years to shape the force of 2040, Rainey said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said he wants this concept to be \u201ca little broader\u201d than those of the past. At this phase, Rainey said, \u201cI\u2019m not looking for a 40-page glossy with all the answers. I\u2019m looking for a working document that could part of a professional dialogue.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the concept work, Rainey said AFC is still focused <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2022\/10\/09\/us-army-on-track-to-field-24-systems-in-fy23-in-bid-for-a-modern-force\/\" target=\"_blank\">on delivering the Army\u2019s priority weapons systems<\/a> to soldiers by 2030 while <a href=\"https:\/\/www.defensenews.com\/land\/2023\/02\/08\/new-futures-command-chief-shifts-main-effort-to-designing-army-of-2040\/\" target=\"_blank\">also looking at how formations should be designed <\/a>to take on the new capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And he is also prioritizing what the Army can deliver more rapidly, in some cases within two years. \u201cThe amount of disruption and the character of warfare right now is unprecedented,\u201d Rainey said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to do a better job of seeing something that\u2019s happening on the battlefield, in technology, out in the Pacific, and turn that into no-kidding capability in a formation,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of the types of capability the Army would like to move more quickly to buy would be loitering munitions, smaller more agile, attritable unmanned aircraft with configurable payloads, ground-based rockets, ground-based missiles and counter-drone systems.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>What&#8217;s after Multidomain Operations?
