{"id":37176,"date":"2024-06-19T15:23:47","date_gmt":"2024-06-19T15:23:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2024\/06\/19\/us-army-moves-out-on-digital-engineering-strategy\/"},"modified":"2026-08-08T01:09:22","modified_gmt":"2026-08-08T01:09:22","slug":"us-army-moves-out-on-digital-engineering-strategy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2024\/06\/19\/us-army-moves-out-on-digital-engineering-strategy\/","title":{"rendered":"US Army moves out on digital engineering strategy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Army is embarking on <a href=\"https:\/\/armypubs.army.mil\/epubs\/DR_pubs\/DR_a\/ARN40932-ARMY_DIR_2024-03-000-WEB-1.pdf\" target=\"_blank\">a strategy to implement a digital engineering environment<\/a> meant to speed the pace, lower the cost and reduce risk in weapons systems development, according to Jennifer Swanson, the service\u2019s deputy assistant secretary for data, engineering and software within its acquisition branch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gabe Camarillo, the Army under secretary, who previewed the effort last fall, signed the directive in May, Swanson said, which enables the Army to <a href=\"https:\/\/www.defensenews.com\/land\/2023\/10\/10\/army-previews-strategy-for-digital-engineering\/\" target=\"_blank\">grow its digital engineering capability<\/a> across the force<a href=\"https:\/\/www.defensenews.com\/video\/2022\/10\/11\/how-digital-engineering-is-shaping-army-modernization\/\" target=\"_blank\"> using current development programs to pave the way <\/a>while promoting increased interoperability and developing a capable and experienced workforce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Already, the defense industry is <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2021\/10\/13\/army-embraces-digital-engineering-for-bradley-replacement\/\" target=\"_blank\">using digital engineering<\/a>, including digital twins, to develop future vertical lift aircraft, combat vehicles and even hypersonic weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe view digital engineering as the linchpin of all <a href=\"https:\/\/www.defensenews.com\/land\/2022\/10\/10\/new-strategy-to-quicken-tech-development-amid-digital-transformation\/\" target=\"_blank\">the digital transformation efforts<\/a> that we have ongoing today,\u201d Swanson said in a June 18 press briefing at the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cData, the way that software communicates, the output of that software, and how we inform our soldiers and commanders to make real time decisions, [artificial intelligence] [are] pivotal, critical,\u201d she said. \u201cLeveraging that data, leveraging those software capabilities; digital engineering is really how it all comes together,\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The directive policy has four tenets. The first is to establish digital engineering focus areas, the second is to promote interoperability and implementation across the force, the third is to establish and monitor programs identified as \u201cpathfinders\u201d and the fourth is to develop talent and expertise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army has identified three focus areas for the strategy: Ground vehicles; aviation; and sensors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The aviation focus area takes <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/aaaa\/2024\/04\/30\/after-army-canceled-helo-program-industry-had-to-pivot\/\" target=\"_blank\">many lessons learned from industry <\/a>which has been using digital engineering for aircraft design heavily. The <a href=\"https:\/\/www.defensenews.com\/industry\/2022\/12\/05\/us-army-makes-largest-helicopter-award-in-40-years\/\" target=\"_blank\">Future Long-Range Assault Aircraft<\/a>, one of the DE pathfinder programs, was designed from the beginning in a digital environment and has served as a prime example for how the service plans to develop major weapon systems digitally going forward. FLRAA was built and flown in record time because it was designed digitally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ground vehicle focus area will draw from the automotive industry, according to the directive, which, \u201cleverages DE heavily in designing cars and trucks today and has gained tremendous efficiencies and increased quality as a result.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is already using digital engineering in its <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2023\/06\/26\/heres-who-will-move-forward-in-the-bradley-replacement-competition\/\" target=\"_blank\">XM30 Mechanized Infantry Combat Vehicle competitive design effort<\/a> from the very beginning and is therefore one of the service\u2019s pathfinder programs to \u201cillustrate DE\u2019s potential contributions, highlight existing policies and processes that may hinder a program\u2019s ability to implement DE and identify how to advance DE adoption in various contexts,\u201d the directive states.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">XM30 program challenges<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The challenges programs face as they begin to implement digital engineering as part of the design and development process were recently highlighted in the XM30 program. In the <a href=\"https:\/\/www.gao.gov\/products\/gao-24-106831\" target=\"_blank\">Government Accountability Office\u2019s weapon systems annual assessment<\/a>, officials found \u201cit took longer to release the request for proposals due to a lack of experience with digital engineering while directing contractors to use specific software design approaches.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the Army \u201clacked precedent for scoping a digital open architecture project, which delayed the Source Selection and Evaluation Board process,\u201d the GAO found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">XM30 was \u201creally first in terms of putting [DE] out in an RFP that way,\u201d Swanson said. \u201cThere was learning to be done and so I think that\u2019s why it took a little bit longer, but I think sometimes you do have to go a little slow to go fast because I think they will absolutely benefit and the return on investment is there.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the challenges that still exists, and that the XM30 program is working through, is related \u201cto the fact that we don\u2019t have interoperable digital engineering tools in industry,\u201d Swanson said. \u201cIt\u2019s a big problem.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army \u201cis not going to direct everybody to use a certain tool,\u201d she said. \u201cThe lack of ability to cleanly and easily share data between all those tools causes challenges and that\u2019s not just inherent to what we\u2019re doing. That\u2019s across the industry.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The industry is planning to adopt new standards for digital engineering tools to increase interoperability to solve that challenge, Swanson said. The goal to establish those standards is targeted for the end of the summer, she added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other pathfinder programs the Army is using to guide its digital engineering transformation are the Integrated Fires Mission Command, the Joint Targeting Integrated Command and Control Suite, the M113 Armored Personnel Carrier and the Program Executive Office Aviation Logistics Data Analysis Lab for UH-60 Black Hawk, CH-47 Chinook and AH-64 Apache helicopters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selecting some older programs as pathfinders, like the M113, may come as a surprise, but according to Swanson, the M113 has a digital twin<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> \u201cThere is a lot of reuse of parts between the M113 and our newer vehicles and so being able to take that digital twin, leverage it and evolve, it is great,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the bigger challenges as the Army seeks to execute the directive will be to extend digital engineering capabilities beyond the development realm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to build those digital threads from requirements all the way to sustainment,\u201d Swanson said. \u201cThat requires all of our partners within the Army that help us acquire these technologies and these programs and so that\u2019s really what this directive is about is being able to set the stage to enable everybody else to do it.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The service is transforming how it
