{"id":37490,"date":"2024-08-22T18:30:00","date_gmt":"2024-08-22T18:30:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2024\/08\/22\/army-not-sold-on-new-approach-to-radio-acquisition\/"},"modified":"2026-08-08T01:08:54","modified_gmt":"2026-08-08T01:08:54","slug":"army-not-sold-on-new-approach-to-radio-acquisition","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/smr\/technet-augusta-smr\/2024\/08\/22\/army-not-sold-on-new-approach-to-radio-acquisition\/","title":{"rendered":"Army not sold on new approach to radio acquisition"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">An Army pilot program testing a new acquisition strategy to purchase radios as a service has seen \u201cmixed results,\u201d according to one official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army kicked off the effort late last year and this spring issued a <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/c2-comms\/2023\/05\/25\/us-army-receives-mixed-signals-from-industry-on-radio-as-a-service\/\" target=\"_blank\">request for information from industry<\/a> about the project, which would be a departure from the service\u2019s traditional approach to buying and sustaining radios.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mark Kitz, the Army\u2019s program executive officer for tactical command, control and communications, said Wednesday the service<a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/c2-comms\/2024\/03\/07\/us-army-needs-more-industry-input-before-pivot-to-radio-as-a-service\/\" target=\"_blank\"> hasn\u2019t determined how to proceed with the effort<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think we\u2019re still struggling with, what are the upfront investments the Army needs to make, and then what\u2019s the return on investment for you, industry, with radio as a service,\u201d he said during a presentation at AFCEA\u2019s TechNet conference in Augusta, Georgia. \u201cI think lukewarm would be my assessment right now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/c2-comms\/2022\/12\/12\/us-army-ponders-radio-as-a-service-to-keep-communications-up-to-date\/\" target=\"_blank\">initiated the pilot as a cost-effective option<\/a> for modernizing its hundreds of thousands of radios \u2014 an inventory too large to quickly upgrade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The model would operate like a subscription service in which the Army leases capability when it needs it rather than buying and maintaining radios outright as the service does today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vendors would provide a limited number of radios as needed for training and operations and then would upgrade their software to match modernization requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials have varying views on the prospects of the program, meanwhile. Army Undersecretary Gabe Camarillo, for example, has said he finds the idea compelling, while Kits said he remains committed to the effort and \u201cbelieves we\u2019re going to get a strong return on investment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t necessarily see that from the pilot, and so I think that\u2019s going to be a continued conversation with industry,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kitz was optimistic, however, about two other \u201cas-a-service\u201d pilots for satellite communications and IT. He said the Army is committed to making the pilot work for SATCOM and expects the service to begin a pilot for IT at the edge over the next 18
