{"id":37641,"date":"2025-02-21T19:18:24","date_gmt":"2025-02-21T19:18:24","guid":{"rendered":"https:\/\/one.sightlinemg.com\/c4isrnet\/uncategorized\/2025\/02\/21\/space-force-bumps-astrion-from-resilient-gps-program\/"},"modified":"2026-08-08T01:16:32","modified_gmt":"2026-08-08T01:16:32","slug":"space-force-bumps-astrion-from-resilient-gps-program","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/c4isrnet\/space\/2025\/02\/21\/space-force-bumps-astrion-from-resilient-gps-program\/","title":{"rendered":"Space Force bumps Astrion from Resilient GPS program"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Space Force has canceled its contract with one of the four companies developing designs for its Resilient GPS program following an initial design review, Defense News has learned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last September, the service\u2019s acquisition arm, Space Systems Command, awarded L3Harris, Sierra Space, Astranis and Axient \u2014 which has since been acquired by Astrion \u2014 <a href=\"https:\/\/www.defensenews.com\/space\/2024\/09\/25\/space-force-picks-four-firms-to-design-resilient-gps-satellites\/\" target=\"_blank\">each $10 million contracts<\/a> to draft early concepts for a constellation of small, low-cost, resilient GPS satellites. In December and January, after early design reviews with each firm, SSC opted to \u201cdiscontinue\u201d Astrion\u2019s contract, according to Cordell DeLaPena, program executive officer for military communications and positioning, navigation and timing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere was one vendor that wasn\u2019t quite at the level of maturity, so we discontinued that vendor and we\u2019re going to harvest the remaining dollars and invest those in the three remaining vendors,\u201d DeLaPena told Defense News in an interview Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Astrion declined to comment on the Space Force\u2019s decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SSC is still negotiating the terms of the contract cancellation, so it\u2019s not clear how much funding will be redistributed among the remaining vendors, DeLaPena said. With four companies, the service was able to fund the first six months of the effort, known as R-GPS. The hope is that the additional money will be enough to get the remaining three firms through the program\u2019s first phase, he said, which will culminate this spring with a final design review and demonstration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the demonstration, the service plans to choose at least two companies to finalize their designs and build prototypes over the program\u2019s next phase. It will then pick one or more firms to build the first eight satellites, which it wants ready for launch by 2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">R-GPS is expected to cost $1 billion over the next five years. At around $50 to $80 million each, the satellites are projected to cost a fraction of the $250 million the service is spending for just one Lockheed Martin-built GPS IIIF satellite.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/space\/2024\/11\/15\/space-force-targeting-more-affordable-gps-satellites\/\" target=\"_blank\">The lower unit cost and smaller size<\/a> means the individual spacecraft have less capability than the legacy alternative. But when flying together as a constellation of dozens of satellites, they\u2019ll augment those more exquisite spacecraft with a backup capability that, in theory, is harder for enemies to target.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">R-GPS satellites will have a range of civil signals as well as M-code, a more secure military signal with anti-jam capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program was funded with a new <a href=\"https:\/\/www.defensenews.com\/air\/2023\/12\/11\/congress-poised-to-let-pentagon-start-programs-before-budget-passes\/\" target=\"_blank\">Pentagon budget authority called quick start<\/a>, provided in the fiscal 2024 National Defense Authorization Act and championed by former Air Force Secretary Frank Kendall. The authority \u2014 created out of a recognition that it can take more than two years for a new program to get funded through the Defense Department\u2019s budget process \u2014 allows the DOD to shift a total of $100 million annually from the services\u2019 budgets to begin development on new programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">R-GPS received <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2024\/04\/16\/air-force-to-get-a-head-start-on-gps-target-tracking-efforts\/\" target=\"_blank\">$40 million through quick start<\/a> and requested Congress realign another $77 million in fiscal 2025 for the program. <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2024\/06\/12\/space-forces-resilient-gps-program-draws-skepticism-from-lawmakers\/\" target=\"_blank\">Lawmakers pushed back on the request<\/a>, citing concerns about whether the effort would have a real impact on GPS resiliency and questioning the Space Force\u2019s plans for fielding ground terminals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DeLaPena said SSC has made some progress in those discussions, and he\u2019s hopeful Congress will approve its fiscal 2025 request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom my perspective, we\u2019ve answered all the questions, all the requests for information, that have come down on the space side,\u201d he said. \u201cAs of right
