And during that time, he has come to a few conclusions about what he calls the \u201cfundamental\u201d nature of combat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s equipment, technology, courage, competence, integration of capabilities, fear, cowardice \u2014 all these things mixed together into a very fundamentally unpredictable fundamental nature of war,\u201d Mattis explained Feb. 17. \u201cThe fundamental nature of war is almost like H20, ok? You\u2019ve got to question that now. I just don\u2019t have the answers yet,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s both a big-picture, heady question, and one that the department needs to get its head around in the coming years as it looks to offload more and more requirements onto AI. And it\u2019s a different question than the undeniable changes that will be coming to what Mattis differentiated as the character, not nature, of war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe character of war changes all the time. An old dead German [Carl von Clausewitz] called it a \u2018chameleon.\u2019 He said it changes to adapt to its time, to the technology, to the terrain, all these things,\u201d Mattis said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also noted that the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/10\/26\/the-pentagons-tech-advisers-want-special-career-track-innovation-elevator-for-big-thinkers\/\" title=\"\" class=\"\" target=\"_blank\">Defense Innovation Board<\/a>, a group of <a href=\"https:\/\/www.defensenews.com\/pentagon\/2016\/10\/05\/defense-innovation-board-lays-out-first-concepts\/\" title=\"\" class=\"\" target=\"_blank\">Silicon Valley experts<\/a> who were formed by previous defense secretary Ash Carter, has been advising him specifically on AI issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For now, the Pentagon is focused on man-machine teaming, emphasizing how AI can <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2018\/01\/30\/selva-fy19-budget-sees-increasing-investments-in-ai-machine-teaming\/\" title=\"\" class=\"\" target=\"_blank\">help pilots and operators make better decisions<\/a>. But should the technology develop the way it is expected to, removing a man from the loop could allow machine warfare to be fully unleashed. Mattis and his successors will have to grapple with the question of whether AI so radically changes everything, that war itself may not resemble what it has been for the entirety of human history.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Or as Mattis put it, \u201cIf we ever get to the point where it\u2019s completely on automatic pilot and we\u2019re all spectators, then it\u2019s no longer serving a political purpose.
