David Berger\u2019s <a href=\"https:\/\/www.marines.mil\/Portals\/1\/Docs\/Force_Design_2030_Annual_Update_May_2022.pdf?ver=7ul-eyF6RcSq_gHU2aKYNQ%3d%3d\" target=\"_blank\">plans<\/a>, criticized by some for being out of touch, to optimize the Corps and counter contemporary threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe believe that in a conflict with a peer adversary, first moves may be in space and cyber, so we must enable our stand-in forces,\u201d expeditionary units and expeditionary forces \u201cto integrate with, and have access to, those capabilities now,\u201d the document states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Force Design 2030 was first published in March 2020 and was amended a little more than a year ago. The <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2022\/02\/18\/the-marine-corps-is-not-moving-fast-enough-to-face-china-general-says\/\" target=\"_blank\">latest update<\/a>, arriving this month, placed particular emphasis on reconnaissance, data collection and maintaining a low profile. The information command could streamline collaboration and reduce burdens \u201cat the headquarters level,\u201d it said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document directs officials to develop options for the creation of the MCIC, among other instructions. No specific timeline was provided.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlthough we began three years ago heavily focused on lethality, which remains important, now coming to the fore is the importance of the hider-finder, reconnaissance-counter-reconnaissance, screening-counter-screening, whatever term you\u2019d like to use \u2014 the importance of winning that upfront and always,\u201d Berger said earlier this month, <a href=\"https:\/\/www.defensenews.com\/naval\/2022\/05\/09\/marines-force-design-2030-update-refocuses-on-reconnaissance\/\" target=\"_blank\">according to Defense News<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt doesn\u2019t diminish the importance of lethality, but you can\u2019t use the lethality if you can\u2019t find them,\u201d he said. \u201cOr, said another way, if you\u2019re so big and fat and immobile and vulnerable to their sensors, all the lethality in the world ain\u2019t going to help you.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The MCIC concept comes as complex competitors, including China and Russia, invest in cyber and other digital capabilities that may put U.S. military forces and critical infrastructure at risk. The Marine Corps expects to come up against forces with <a href=\"https:\/\/www.c4isrnet.com\/smr\/geoint\/2022\/05\/11\/us-and-allies-blame-russia-for-viasat-hack-ahead-of-ukraine-invasion\/\" target=\"_blank\">substantial computer, cyber, networking and surveillance<\/a> skills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recent war games and demonstrations, including Enigma and Expeditionary Warrior, tested concepts for operations in what were deemed the information environment and the gray zone, competition below the level of traditional armed conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVirtually every exercise that we\u2019re doing now, that we\u2019re involved in, we insert some component of force design,\u201d Lt. Gen. Karsten Heckl, the deputy commandant for combat development and integration, said May 4 at a <a href=\"https:\/\/www.youtube.com\/watch?v=D2XGUfR3YM0\" target=\"_blank\">Center for Strategic and International Studies<\/a> event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Force Design 2030 has driven a wedge into some military communities, with retired generals, analysts and other leaders criticizing its divestitures and pivots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the end the Corps will have more space experts, cyber warriors, influence specialists, missileers and others with unique skills \u2014 many of which already are provided by other elements of the joint force,\u201d Paul K. Van Riper, a retired lieutenant general, <a href=\"https:\/\/www.marinecorpstimes.com\/opinion\/commentary\/2022\/03\/21\/jeopardizing-national-security-what-is-happening-to-our-marine-corps\/\" target=\"_blank\">wrote in an opinion piece<\/a> published by the Marine Corps Times in March. \u201cBut it will only have them because it gave up Marines prepared to close with and destroy the enemy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Arguments have appeared in the Wall Street Journal, National Review and additional
