<p class="wp-block-paragraph">The Trump administration has resumed sending some weapons to Ukraine, a week after the Pentagon had <a href="https://www.militarytimes.com/pentagon/2025/07/02/ukraine-arms-freeze-part-of-wider-military-aid-review-pentagon-says/" target="_blank" rel="" title="https://www.militarytimes.com/pentagon/2025/07/02/ukraine-arms-freeze-part-of-wider-military-aid-review-pentagon-says/">directed that some deliveries be paused</a>, U.S. officials said Wednesday.</p>



<p class="wp-block-paragraph">The weapons heading into Ukraine include 155mm munitions and precision-guided rockets known as GMLRS, two officials told The Associated Press on the condition of anonymity to provide details that had not been announced publicly. It’s unclear exactly when the weapons started moving.</p>



<p class="wp-block-paragraph">Defense Secretary Pete Hegseth directed the pause on some shipments last week to allow the Pentagon to assess its weapons stockpiles, in a move that <a href="https://www.militarytimes.com/news/pentagon-congress/2025/07/08/trump-caught-off-guard-by-dod-pause-on-ukraine-arms-deliveries-report/" target="_blank" rel="" title="https://www.militarytimes.com/news/pentagon-congress/2025/07/08/trump-caught-off-guard-by-dod-pause-on-ukraine-arms-deliveries-report/">caught the White House by surprise</a>.</p>



<p class="wp-block-paragraph">Affected were Patriot missiles, the precision-guided GMLRS, Hellfire missiles, Howitzer rounds and more, taking not only Ukrainian officials and other allies by surprise but also U.S. lawmakers and other parts of the Trump administration, including the State Department.</p>



<p class="wp-block-paragraph">It was not clear if a pause on Patriot missiles would hold. The $4 million munition is in high demand and was key to <a href="https://www.militarytimes.com/news/your-military/2025/06/23/iran-launches-missile-attacks-on-us-bases-in-qatar-and-iraq/" target="_blank" rel="" title="https://www.militarytimes.com/news/your-military/2025/06/23/iran-launches-missile-attacks-on-us-bases-in-qatar-and-iraq/">defending a major U.S. air base in Qatar last month</a> as Iran launched a ballistic missile attack in response to the U.S. targeting its nuclear facilities.</p>



<p class="wp-block-paragraph">President Donald Trump announced Monday that the U.S. would continue to deliver defensive weapons to Ukraine. He has sidestepped questions about who ordered the pause in exchanges with reporters this week.</p>



<p class="wp-block-paragraph">“I would know if a decision is made. I will know,” Trump said Wednesday. “I will be the first to know. In fact, most likely I’d give the order, but I haven’t done that yet.”</p>



<p class="wp-block-paragraph">Asked a day earlier who ordered the pause, he said, “I don’t know. Why don’t you tell me?”</p>



<p class="wp-block-paragraph">Trump has privately expressed frustration with Pentagon officials for announcing the pause — a move that he felt wasn’t properly coordinated with the White House, according to three people familiar with the matter.</p>



<p class="wp-block-paragraph">The Pentagon has denied that Hegseth acted without consulting the president, saying, “Secretary Hegseth provided a framework for the President to evaluate military aid shipments and assess existing stockpiles. This effort was coordinated across government.”</p>



<p class="wp-block-paragraph">It comes as Russia has fired escalating air attacks on Ukraine, with a barrage that the largest number of drones fired in a single night in the three-year-old war, Ukrainian officials said Wednesday.</p>



<p class="wp-block-paragraph">Trump has become increasingly frustrated with Russian President Vladimir Putin, saying he wasn’t happy with him.</p>



<p class="wp-block-paragraph">“Putin is not, he’s not treating human beings right,” Trump said during a Cabinet meeting Tuesday, explaining the pause’s reversal. “It’s killing too many people. So we’re sending some defensive weapons to Ukraine, and I’ve approved that.”</p>



<p class="wp-block-paragraph">The 155mm artillery rounds have become some of the <a href="https://www.militarytimes.com/flashpoints/ukraine/2023/04/23/why-the-155mm-round-is-so-critical-to-the-war-in-ukraine/" target="_blank" rel="" title="https://www.militarytimes.com/flashpoints/ukraine/2023/04/23/why-the-155mm-round-is-so-critical-to-the-war-in-ukraine/">most-used munitions of the war</a>. Each round is about 2 feet long, weighs about 100 pounds and is 155mm, or 6.1 inches, in diameter. They are used in Howitzer systems, which are towed large guns identified by the range of the angle of fire that their barrels can be set to.</p>



<p class="wp-block-paragraph">Howitzer fires can strike targets up to 15 to 20 miles away, depending on what type of round and firing system is used, which makes them highly valued by ground forces to take out enemy targets from a protected distance.</p>



<p class="wp-block-paragraph">The U.S. has provided more than 3 million 155mm rounds to Ukraine since Russia invaded its neighbor in February 2022. It has sent more than $67 billion in overall weapons and military assistance to Ukraine in that period.</p>

<p class="wp-block-paragraph">The Pentagon, which announced last week that it would <a href="https://www.militarytimes.com/pentagon/2025/07/02/ukraine-arms-freeze-part-of-wider-military-aid-review-pentagon-says/" target="_blank" rel="" title="https://www.militarytimes.com/pentagon/2025/07/02/ukraine-arms-freeze-part-of-wider-military-aid-review-pentagon-says/">hold back some air defense missiles</a>, precision-guided artillery and other weapons pledged to Ukraine because of what U.S. officials said were concerns that American stockpiles were in short supply. Trump said Monday that the U.S. will have to send more weapons to Ukraine, effectively reversing the move.</p>



<p class="wp-block-paragraph">Two of the people, who spoke on the condition of anonymity about the sensitive internal discussions, said there was some internal opposition among Pentagon brass to the pause — coordinated by Pentagon policy chief Elbridge Colby — before it was announced.</p>



<p class="wp-block-paragraph">One of the people described Trump as being caught “flat footed” by the announcement. The White House did not respond to queries about whether Trump was surprised by the Pentagon pause.</p>



<p class="wp-block-paragraph">The pause in critical weapons deliveries had come at a <a href="https://www.militarytimes.com/flashpoints/ukraine/" target="_blank" rel="" title="https://www.militarytimes.com/flashpoints/ukraine/">difficult moment for Ukraine</a>, which has faced increasing — and more complex — air barrages from Russia during the more than three-year-old war. Trump acknowledged that in announcing the reversal on Monday night, saying, “They have to be able to defend themselves. They’re getting hit very hard now.”</p>



<p class="wp-block-paragraph">Asked by a reporter Tuesday who approved the pause, Trump bristled at the question while he was gathered with his Cabinet. “I don’t know. Why don’t you tell me?”</p>



<h2 class="wp-block-heading">Trump’s change in tone on Putin</h2>



<p class="wp-block-paragraph">The president also laid into Russian President Vladimir Putin, suggesting he was unnecessarily prolonging the war that Trump has said he’s determined to quickly conclude. Trump has struggled to find a resolution, with talks between the sides stalled.</p>



<p class="wp-block-paragraph">The Republican leader has sounded increasingly exasperated with Putin in recent days. The two spoke by phone last week.</p>



<p class="wp-block-paragraph">“We get a lot of bull&#8212;- thrown at us by Putin, if you want to know the truth,” Trump said during Tuesday’s Cabinet meeting. “He’s very nice all the time, but it turns out to be meaningless.”</p>



<p class="wp-block-paragraph">He has threatened, but held off on, imposing new sanctions against Russia’s oil industry to try to prod Putin into peace talks.</p>



<p class="wp-block-paragraph">Sen. Lindsey Graham, R-S.C., said last week that Trump has given him the go-ahead to push forward with a bill he’s co-sponsoring that calls, in part, for a 500% tariff on goods imported from countries that continue to buy Russian oil. The move would have huge ramifications for China and India, two economic behemoths that buy Russian oil.</p>



<p class="wp-block-paragraph">Trump said Tuesday that he’s “looking at it very strongly.”</p>



<h2 class="wp-block-heading">Pentagon says it’s going to resume shipments to Ukraine</h2>



<p class="wp-block-paragraph">The weapons pause announced last week impacted shipments of Patriot missiles, precision-guided GMLRS, Hellfire missiles and Howitzer rounds and more, taking not only Ukrainian officials and other allies by surprise but also U.S. lawmakers and other parts of the Trump administration, including the State Department.</p>



<p class="wp-block-paragraph">The Pentagon said late Monday that at Trump’s direction, it would resume weapons shipments to Ukraine “to ensure the Ukrainians can defend themselves while we work to secure a lasting peace and ensure the killing stops.” Still, spokesman Sean Parnell added that its review for Trump to evaluate military shipments worldwide continues as part of “America First” defense priorities.</p>



<p class="wp-block-paragraph">The Pentagon did not immediately respond to a request for comment on whether Defense Secretary <a href="https://www.militarytimes.com/pentagon/2025/06/26/hegseth-defends-iran-strike-after-initial-report-doubted-its-effect/" target="_blank" rel="" title="https://www.militarytimes.com/pentagon/2025/06/26/hegseth-defends-iran-strike-after-initial-report-doubted-its-effect/">Pete Hegseth</a> consulted with the White House prior to pausing weapons shipments and whether or not those shipments have now resumed.</p>



<p class="wp-block-paragraph">It’s also unclear which weaponry would now be sent, though Trump said that the U.S. will primarily be assisting Ukraine with defensive weapons.</p>



<h2 class="wp-block-heading">Counting the weapons</h2>



<p class="wp-block-paragraph">On Tuesday, each of the services and the combatant commands — the multiservice organizations that spearhead U.S. military operations around the world — were still sending up information on their stockpiles of specific munitions to Pentagon leadership, a U.S. official said.</p>



<p class="wp-block-paragraph">“They are literally still doing the math,” the official said.</p>



<p class="wp-block-paragraph">The information was being presented on a stoplight chart — where munitions were either in a red, yellow or green status, similar to slides that had been created the week before, the official said. That earlier study had concluded that some munitions were OK to keep sending to Ukraine — but others were reaching concerning levels.</p>



<p class="wp-block-paragraph">Getting a full visibility on the numbers of actual munitions on hand takes time, the official said, because while Patriot missiles, for example, initially belong to the Army, once they are requested and sent to a combatant command, such as U.S. Central Command, the service loses visibility on those numbers in inventory.</p>



<p class="wp-block-paragraph">The vast majority of the munitions and weapons the U.S. has shipped to Ukraine have been pulled from the Army, which has monitored levels closely in recent years, particularly for high-demand items like 155mm artillery shells and Patriot missiles for air defenses.</p>



<p class="wp-block-paragraph">It’s been harder for the Army to ramp up production on those items than had been planned: It was trying to hit a goal of producing 100,000 155mm shells a month by the end of 2025 but won’t meet that goal now until 2026, Army spokesman Steve Warren said.</p>



<p class="wp-block-paragraph">Ramping up Patriot missile production also has been challenging, Warren said.</p>



<p class="wp-block-paragraph">Sen. Mitch McConnell, R-Ky., said in a statement Tuesday that he was glad Trump was resuming deliveries to Ukraine.</p>



<p class="wp-block-paragraph">“This time, the President will need to reject calls from the isolationists and restrainers within his Administration to limit these deliveries to defensive weapons,” McConnell said. “And he should disregard those at DoD who invoke munitions shortages to block aid while refusing to invest seriously in expanding munitions production.”</p>

<p class="wp-block-paragraph">The top military commander in charge of troops deployed to Los Angeles to respond to protests against immigration raids has asked Defense Secretary Pete Hegseth if 200 of those forces could be returned to wildfire fighting duty, two U.S. officials told The Associated Press on Monday.</p>



<p class="wp-block-paragraph">President Donald Trump ordered the deployment of about <a href="https://www.militarytimes.com/news/your-military/2025/06/08/trump-orders-national-guard-troops-to-la-to-quell-immigration-protests/" target="_blank" rel="noreferrer" title="https://www.militarytimes.com/news/your-military/2025/06/08/trump-orders-national-guard-troops-to-la-to-quell-immigration-protests/">4,000 California National Guard troops</a> and <a href="https://www.militarytimes.com/news/your-military/2025/06/09/700-marines-deployed-to-la-to-respond-to-immigration-protests/" target="_blank" rel="noreferrer" title="https://www.militarytimes.com/news/your-military/2025/06/09/700-marines-deployed-to-la-to-respond-to-immigration-protests/">800 active duty Marines</a> against the wishes of Gov. Gavin Newsom in early June to respond to a series of protests against Immigration and Customs Enforcement raids in Los Angeles.</p>



<p class="wp-block-paragraph">The federal troops’ domestic deployment <a href="https://www.militarytimes.com/news/pentagon-congress/2025/06/10/trumps-military-deployments-to-la-raise-legal-political-concerns/" target="_blank" rel="noreferrer" title="https://www.militarytimes.com/news/pentagon-congress/2025/06/10/trumps-military-deployments-to-la-raise-legal-political-concerns/">raised multiple legal questions</a>, including whether the administration would seek to employ emergency powers under the Insurrection Act to empower those forces to conduct law enforcement on U.S. soil, which they are not permitted to do except in rare circumstances. The Marines, however, are primarily assigned to protecting federal buildings.</p>



<p class="wp-block-paragraph">The Insurrection Act has not been used. But in at least one circumstance, Marines have temporarily detained civilians in Los Angeles.</p>

<p class="wp-block-paragraph">California has just entered peak wildfire season, and Newsom has warned that the Guard is now understaffed due to the Los Angeles protest deployment.</p>



<p class="wp-block-paragraph">The top military commander of those troops, U.S. Northern Command head Gen. Gregory Guillot, recently submitted a request to Hegseth to return 200 of the National Guard troops back to Joint Task Force Rattlesnake, which is the California National Guard’s wildfire unit, the officials said.</p>



<p class="wp-block-paragraph">The officials spoke on the condition of anonymity to provide details not yet announced publicly.</p>



<p class="wp-block-paragraph">Trump has contended that “there has been an invasion” of migrants entering the country without legal permission. <p class="wp-block-paragraph">Defense Secretary Pete Hegseth on Monday directed the active duty military to shed 20% of its four-star general officers as the Trump administration keeps pushing the services to streamline their top leadership positions.</p>



<p class="wp-block-paragraph">Hegseth also told the National Guard to shed 20% of its top positions.</p>



<p class="wp-block-paragraph">In a memo dated Monday, Hegseth said the cuts will remove “redundant force structure to optimize and streamline leadership.”</p>



<p class="wp-block-paragraph">On top of the cuts to the top-tier four-star generals, Hegseth has also directed the military to shed an additional 10% of its general and flag officers across the force, which could include any one-star or above or officer of equivalent Navy rank.</p>

<p class="wp-block-paragraph">There are about 800 general officers in the military, but only 44 of those are four-star generals or flag officers. Hegseth has already directed the firings of more than a half-dozen three- and four-star generals since taking office, <a href="https://www.militarytimes.com/pentagon/2025/02/22/trump-fires-joint-chiefs-chairman-navy-head-in-dod-leadership-purge/" target="_blank" rel="" title="https://www.militarytimes.com/pentagon/2025/02/22/trump-fires-joint-chiefs-chairman-navy-head-in-dod-leadership-purge/">including the chairman</a> of the Joint Chiefs of Staff, Gen. CQ Brown, saying those eliminations were “a reflection of the president wanting the right people around him to execute the national security approach we want to take.”</p>



<p class="wp-block-paragraph">Hegseth said the cuts aimed to free the military from “unnecessary bureaucratic layers.”</p>



<p class="wp-block-paragraph">The Pentagon is under pressure to slash spending and personnel as part of the broader federal government cuts pushed by President Donald Trump’s administration and ally Elon Musk’s Department of Government Efficiency. </p>



<p class="wp-block-paragraph">Hegseth last week <a href="https://www.defensenews.com/land/2025/05/01/secdef-wields-axe-to-brass-hqs-formations-to-fashion-leaner-army/" target="_blank" rel="" title="https://www.defensenews.com/land/2025/05/01/secdef-wields-axe-to-brass-hqs-formations-to-fashion-leaner-army/">ordered a sweeping transformation</a> to the Army to “build a leaner, more lethal force,” including merging or closing headquarters, dumping outdated vehicles and aircraft, slashing as many as 1,000 headquarters staff in the Pentagon and shifting personnel to units in the field.</p>



<p class="wp-block-paragraph">Also last week the Army confirmed that there will be a <a href="https://www.armytimes.com/news/your-army/2025/05/02/army-plans-for-trump-birthday-parade-include-6600-troops-report/" target="_blank" rel="" title="https://www.armytimes.com/news/your-army/2025/05/02/army-plans-for-trump-birthday-parade-include-6600-troops-report/">military parade on Trump’s birthday</a> in June, as part of the celebration around the service’s 250th birthday. Officials say it will cost tens of millions of dollars.</p>

<p class="wp-block-paragraph">Defense Secretary Pete Hegseth had an internet connection that bypassed the Pentagon’s security protocols set up in his office to <a href="https://www.militarytimes.com/news/your-military/2025/04/21/hegseth-had-second-signal-chat-with-details-of-yemen-strike-report/" target="_blank" rel="" title="https://www.militarytimes.com/news/your-military/2025/04/21/hegseth-had-second-signal-chat-with-details-of-yemen-strike-report/">use the Signal messaging app</a> on a personal computer, two people familiar with the line told The Associated Press.</p>



<p class="wp-block-paragraph">The existence of the unsecured internet connection is the latest revelation about <a href="https://www.militarytimes.com/news/pentagon-congress/2025/03/26/obviously-classified-experts-say-hegseth-chat-leaks-invited-danger/" target="_blank" rel="" title="https://www.militarytimes.com/news/pentagon-congress/2025/03/26/obviously-classified-experts-say-hegseth-chat-leaks-invited-danger/">Hegseth’s use of the unclassified app</a> and raises the possibility that sensitive defense information could have been put at risk of potential hacking or surveillance.</p>



<p class="wp-block-paragraph">Known as a “dirty” internet line by the IT industry, it connects directly to the public internet where the user’s information and the websites accessed do not have the same security filters or protocols that the Pentagon’s secured connections maintain. </p>



<p class="wp-block-paragraph">Other Pentagon offices have used them, particularly if there’s a need to monitor information or websites that would otherwise be blocked.</p>



<p class="wp-block-paragraph">But the biggest advantage of using such a line is that the user would not show up as one of the many IP addresses assigned to the Defense Department — essentially the user is masked, according to a senior U.S. official familiar with military network security. </p>



<p class="wp-block-paragraph">But it also can expose users to hacking and surveillance. A “dirty” line — just like any public internet connection — also may lack the recordkeeping compliance required by federal law, the official said. </p>



<p class="wp-block-paragraph">All three spoke on condition of anonymity to discuss a sensitive matter.</p>



<h2 class="wp-block-heading">A ‘dirty’ internet line to use Signal</h2>



<p class="wp-block-paragraph">The two people familiar with the line said Hegseth had it set up in his office to <a href="https://www.militarytimes.com/news/pentagon-congress/2025/04/21/white-house-defends-hegseth-amid-new-signal-accusation-staff-overhaul/" target="_blank" rel="" title="https://www.militarytimes.com/news/pentagon-congress/2025/04/21/white-house-defends-hegseth-amid-new-signal-accusation-staff-overhaul/">use the Signal app</a>, which has become a flashpoint following revelations that he posted sensitive details about <a href="https://www.militarytimes.com/news/your-military/2025/04/21/hegseth-had-second-signal-chat-with-details-of-yemen-strike-report/" target="_blank" rel="" title="https://www.militarytimes.com/news/your-military/2025/04/21/hegseth-had-second-signal-chat-with-details-of-yemen-strike-report/">a military airstrike in two chats</a> that each had more than a dozen people. One of the chats included his wife and brother, while the other included President Donald Trump’s top national security officials.</p>



<p class="wp-block-paragraph">Asked about Hegseth’s use of Signal in his office, which was first reported by The Washington Post, chief Pentagon spokesman Sean Parnell said the defense secretary’s “use of communications systems and channels is classified.”</p>



<p class="wp-block-paragraph">“However, we can confirm that the Secretary has never used and does not currently use Signal on his government computer,” Parnell said in a statement. </p>



<p class="wp-block-paragraph">It’s the latest revelation to shake the Pentagon. Besides facing questions from both Democrats and Republicans about his handling of sensitive information, Hegseth has <a href="https://www.militarytimes.com/news/pentagon-congress/2025/04/15/pentagon-senior-adviser-dan-caldwell-ousted-in-probe-into-leaks/" target="_blank" rel="" title="https://www.militarytimes.com/news/pentagon-congress/2025/04/15/pentagon-senior-adviser-dan-caldwell-ousted-in-probe-into-leaks/">dismissed or transferred multiple close advisers</a>, tightly narrowing his inner circle and adding to the turmoil following the <a href="https://www.militarytimes.com/pentagon/2025/02/22/trump-fires-joint-chiefs-chairman-navy-head-in-dod-leadership-purge/" target="_blank" rel="" title="https://www.militarytimes.com/pentagon/2025/02/22/trump-fires-joint-chiefs-chairman-navy-head-in-dod-leadership-purge/">firings of several senior military officers</a> in recent months.</p>



<p class="wp-block-paragraph">Trump and other administration officials have given Hegseth their full support. They have blamed employees they say were disgruntled for leaking information to journalists, with Trump saying this week: “It’s just fake news. They just bring up stories.”</p>



<p class="wp-block-paragraph">“I have 100% confidence in the secretary,” Vice President JD Vance told reporters Wednesday about Hegseth. ”I know the president does and, really, the entire team does.”</p>



<h2 class="wp-block-heading">Secure ways to communicate at the Pentagon</h2>



<p class="wp-block-paragraph">The Pentagon has a variety of secure ways that enable Hegseth and other military leaders to communicate: </p>



<ul class="wp-block-list"><li>The Non-classified Internet Protocol Router Network can handle the lowest levels of sensitive information. It allows some access to the internet but is firewalled and has levels of cybersecurity that a “dirty” line does not. It cannot handle information labeled as secret.</li><li>The Secure Internet Protocol Router Network is used for secret-level classified information. </li><li>The Joint Worldwide Intelligence Communications System is for top-secret and secret compartmentalized information, which is some of the highest levels of secrecy, also known as TS/SCI. </li></ul>



<p class="wp-block-paragraph">Hegseth initially was going to the back area of his office where he could access Wi-Fi to use his devices, one of the people familiar said, and then he requested a line at his desk where he could use his own computer. </p>



<p class="wp-block-paragraph">That meant at times there were three computers around his desk — a personal computer; another for classified information; and a third for sensitive defense information, both people said.</p>



<p class="wp-block-paragraph">Because electronic devices are vulnerable to spying, no one is supposed to have them inside the defense secretary’s office. Important offices at the Pentagon have a cabinet or drawer where staff or visitors are required to leave devices. </p>



<h2 class="wp-block-heading">Fallout over Signal</h2>



<p class="wp-block-paragraph"><a href="https://www.militarytimes.com/news/pentagon-congress/2025/03/26/obviously-classified-experts-say-hegseth-chat-leaks-invited-danger/" target="_blank" rel="" title="https://www.militarytimes.com/news/pentagon-congress/2025/03/26/obviously-classified-experts-say-hegseth-chat-leaks-invited-danger/">Signal is a commercially available app</a> that is not authorized to be used for sensitive or classified information. It’s encrypted, but can be hacked.</p>



<p class="wp-block-paragraph">While Signal offers more protections than standard text messaging, it’s no guarantee of security. Officials also must ensure their hardware and connections are secure, said Theresa Payton, White House chief information officer under President George W. Bush and now CEO of Fortalice Solutions, a cybersecurity firm.</p>



<p class="wp-block-paragraph">The communications of senior government officials are of keen interest to adversaries like Russia or China, Payton said.</p>



<p class="wp-block-paragraph">The National Security Agency issued a warning earlier this year about concerns that foreign hackers could try to target government officials using Signal. Google also advised caution about Russia-aligned hackers targeting Signal users. </p>



<p class="wp-block-paragraph">Hegseth’s Signal use is <a href="https://www.militarytimes.com/pentagon/2025/04/03/watchdog-to-investigate-hegseths-sharing-of-airstrike-info-on-signal/" target="_blank" rel="" title="https://www.militarytimes.com/pentagon/2025/04/03/watchdog-to-investigate-hegseths-sharing-of-airstrike-info-on-signal/">under investigation</a> by the Defense Department’s acting inspector general at the request of the bipartisan leadership of the Senate Armed Services Committee. </p>



<p class="wp-block-paragraph">Hegseth pulled the information about the strike on Yemen’s Houthi militants last month from a secure communications channel used by U.S. Central Command. He has vehemently denied he posted “war plans” or classified information. </p>



<p class="wp-block-paragraph">But the information Hegseth did post in chats — exact launch times and bomb drop times — would have been classified and could have put service members at risk, multiple current and former military and defense officials have said. The airstrike information was sent before the pilots had launched or safely returned from their mission.</p>

<p class="wp-block-paragraph">NBC News first reported that the launch times and bomb drop times of U.S. warplanes that were about to strike Houthi targets in Yemen — details that multiple officials have said are highly classified — were taken from secure U.S. Central Command communications. A person familiar with the second chat confirmed that to The Associated Press.</p>

<p class="wp-block-paragraph">The information posted in the second chat was identical to the sensitive operations details shared in the first chat, which included members of President Donald Trump&#8217;s National Security Council, the person said.</p>



<p class="wp-block-paragraph">The person spoke on condition of anonymity out of fear of reprisal for speaking to the press.</p>



<h2 class="wp-block-heading">It&#8217;s the second chat involving Hegseth to be called into question</h2>



<p class="wp-block-paragraph">This is the second chat group where Hegseth posted the Yemen airstrike information. The <a href="https://www.militarytimes.com/news/pentagon-congress/2025/03/24/top-trump-officials-accidentally-shared-war-plans-with-media/" target="_blank">first leaked Signal chat</a> accidentally included the editor of The Atlantic and has caused an inspector general investigation in the Defense Department.</p>



<p class="wp-block-paragraph">Hegseth has not directly acknowledged that he set up the second chat, which had more than a dozen people on it, including his wife, his lawyer and <a href="https://www.militarytimes.com/pentagon/2025/03/28/hegseths-younger-brother-is-serving-in-a-key-role-inside-the-pentagon/" target="_blank">his brother Phil Hegseth</a>, who was hired as a senior liaison to the Pentagon for the Department of Homeland Security. Instead, the secretary blamed the disclosure of the second Signal chat on leaks from disgruntled former staff.</p>



<p class="wp-block-paragraph">Hegseth has aggressively denied that the information he posted was classified. Regardless of that, Signal is a commercially available app that is encrypted but is not a government network and not authorized to carry classified information.</p>



<p class="wp-block-paragraph">“I said repeatedly, nobody is texting war plans,” Hegseth told Fox News on Tuesday. “I look at war plans every day. What was shared over Signal then and now, however you characterize it, was informal, unclassified coordinations, for media coordinations and other things. That’s what I’ve said from the beginning.”</p>



<h2 class="wp-block-heading">Former defense secretary calls it a ‘serious’ breach</h2>



<p class="wp-block-paragraph">Based on the specificity of the launch times, that information would have been classified, former Defense Secretary Leon Panetta told the AP in a phone interview.</p>



<p class="wp-block-paragraph">“It is unheard of to have a Secretary of Defense committing these kind of serious security breaches,” said Panetta, who served during the Obama administration, and who also was director of the Central Intelligence Agency during Obama’s term. ”Developing attack plans for defensive reasons is without question the most classified information you can have.”</p>



<p class="wp-block-paragraph">The news comes as Hegseth has shaken up much of his inner circle. He is said to have become increasingly isolated and suspicious about whom he can trust, and is relying on an increasingly smaller and smaller circle of people.</p>



<p class="wp-block-paragraph">In the last week he has fired or transferred six of his inner support circle, including Hegseth aide <a href="https://www.militarytimes.com/news/pentagon-congress/2025/04/15/pentagon-senior-adviser-dan-caldwell-ousted-in-probe-into-leaks/" target="_blank">Dan Caldwell</a>; the chief of staff to Deputy Defense Secretary Stephen Feinberg, Colin Carroll; and Hegseth’s deputy chief of staff, Darin Selnick.</p>



<p class="wp-block-paragraph">Those three <a href="https://www.militarytimes.com/news/pentagon-congress/2025/04/15/pentagon-senior-adviser-dan-caldwell-ousted-in-probe-into-leaks/" target="_blank">were escorted out of the Pentagon</a> as the department hunts down leaks of inside information, and in his “Fox and Friends” interview Tuesday, an agitated Hegseth accused those staff — whom he had worked with and known for years — of “attempting to leak and sabotage” the administration.</p>



<p class="wp-block-paragraph">Hegseth confirmed Tuesday that chief of staff Joe Kasper would be transitioning to a new position. Former Pentagon chief spokesman Sean Parnell is also temporarily shifting to a more direct support role for Hegseth, and former Pentagon spokesman <a href="https://www.militarytimes.com/news/pentagon-congress/2025/04/17/former-pentagon-spokesman-tied-to-dei-purge-asked-to-resign-official/" target="_blank">John Ullyot</a> announced he was resigning last week, unrelated to the leaks. <p class="wp-block-paragraph">WASHINGTON (AP) — Defense Secretary Pete Hegseth created another Signal messaging chat that included his wife and brother where he shared similar details of a March military airstrike against Yemen’s Houthi militants that were&nbsp;<a href="https://www.militarytimes.com/news/pentagon-congress/2025/03/26/obviously-classified-experts-say-hegseth-chat-leaks-invited-danger/" target="_blank">sent in another chain</a>&nbsp;with top Trump administration leaders, The New York Times reported.</p>



<p class="wp-block-paragraph">A person familiar with the contents and those who received the messages, who spoke on condition of anonymity to discuss sensitive matters, confirmed the second chat to The Associated Press.</p>



<p class="wp-block-paragraph">The second chat on Signal — which is a&nbsp;<a href="https://www.militarytimes.com/news/pentagon-congress/2025/03/24/top-trump-officials-accidentally-shared-war-plans-with-media/" target="_blank">commercially available app</a>&nbsp;not authorized to be used to communicate sensitive or classified national defense information — included 13 people, the person said. The person also confirmed the chat was dubbed “Defense &#8216; Team Huddle.”</p>



<p class="wp-block-paragraph">The New York Times reported that the group included Hegseth’s wife, Jennifer, who is a former Fox News producer, and his brother&nbsp;<a href="https://www.militarytimes.com/pentagon/2025/03/28/hegseths-younger-brother-is-serving-in-a-key-role-inside-the-pentagon/" target="_blank">Phil Hegseth, who was hired at the Pentagon</a>&nbsp;as a Department of Homeland Security liaison and senior adviser. Both have traveled with the defense secretary and attended high-level meetings.</p>



<p class="wp-block-paragraph">The White House and Pentagon said late Sunday that disgruntled former employees were spreading false claims.</p>



<p class="wp-block-paragraph">“No matter how many times the legacy media tries to resurrect the same non-story, they can’t change the fact that no classified information was shared,” said Anna Kelly, White House deputy press secretary. “Recently-fired ‘leakers’ are continuing to misrepresent the truth to soothe their shattered egos and undermine the President’s agenda, but the administration will continue to hold them accountable.”</p>

<p class="wp-block-paragraph">Pentagon spokesman Sean Parnell added in&nbsp;<a href="https://x.com/SeanParnellATSD/status/1914135704101175583" target="_blank">a post on X</a>&nbsp;late Sunday that the report “relied only on the words of people who were fired this week and appear to have a motive to sabotage the Secretary and the President’s agenda. There was no classified information in any Signal chat, no matter how many ways they try to write the story.”</p>



<p class="wp-block-paragraph">The revelation of the additional chat group brought new calls for Hegseth to be ousted as President Donald Trump’s administration has faced criticism for&nbsp;<a href="https://apnews.com/article/trump-hegseth-signal-yemen-atlantic-group-chat-4b09973f4df3711d5d5ff88e8f9f96e0" target="_blank">failing to take action</a>&nbsp;so far against the top national security officials who discussed plans for the military strike in Signal.</p>



<p class="wp-block-paragraph">“The details keep coming out. We keep learning how Pete Hegseth put lives at risk. But Trump is still too weak to fire him,” Senate Democratic Leader Chuck Schumer&nbsp;<a href="https://x.com/SenSchumer/status/1914084912010870816" target="_blank">posted on X</a>. “Pete Hegseth must be fired.”</p>



<p class="wp-block-paragraph">The first chat, set up by national security adviser Mike Waltz, included a number of Cabinet members and&nbsp;<a href="https://www.militarytimes.com/news/pentagon-congress/2025/03/26/obviously-classified-experts-say-hegseth-chat-leaks-invited-danger/" target="_blank">came to light</a>&nbsp;because Jeffrey Goldberg, editor-in-chief of The Atlantic, was added to the group.</p>



<p class="wp-block-paragraph">The contents of that chat, which The Atlantic published, shows that Hegseth listed weapons systems and a timeline for the attack on Iran-backed&nbsp;<a href="https://www.militarytimes.com/news/your-military/2025/03/17/us-strikes-dozens-of-houthi-sites-in-yemen-as-broader-campaign-begins/" target="_blank">Houthis in Yemen</a>&nbsp;last month.</p>



<p class="wp-block-paragraph">Hegseth has previously contended that no classified information or war plans were shared in the chat with the journalist.</p>



<p class="wp-block-paragraph">The Times reported Sunday that the second chat had the same warplane launch times that the first chat included. Multiple former and current officials have said sharing those operational details before a strike would have certainly been classified and their release could have put pilots in danger.</p>



<p class="wp-block-paragraph">Hegseth’s use of Signal and the sharing of such plans are under&nbsp;<a href="https://apnews.com/article/hegseth-signal-messaging-app-attack-plans-f8581bcb447b91d2e7f9cb7809ae0f06" target="_blank">investigation by the Defense Department’s acting inspector general</a>. It came at the request of the leadership of the Senate Armed Services Committee — Republican Chairman Roger Wicker of Mississippi and ranking Democratic member Jack Reed of Rhode Island.</p>



<p class="wp-block-paragraph">Reed urged the Pentagon watchdog late Sunday to probe the reported second Signal chat as well, saying that Hegseth “must immediately explain why he reportedly texted classified information that could endanger American servicemembers’ lives.”</p>



<p class="wp-block-paragraph">“I have grave concerns about Secretary Hegseth’s ability to maintain the trust and confidence of U.S. servicemembers and the Commander-in-Chief,” he added.</p>



<p class="wp-block-paragraph">The new revelations come during further turmoil at the Pentagon. Four officials in Hegseth’s inner circle departed last week as the Pentagon conducts a widespread investigation for information leaks.</p>



<p class="wp-block-paragraph"><a href="https://www.militarytimes.com/news/pentagon-congress/2025/04/15/pentagon-senior-adviser-dan-caldwell-ousted-in-probe-into-leaks/" target="_blank">Dan Caldwell</a>, a Hegseth aide; Colin Carroll, chief of staff to Deputy Defense Secretary Stephen Feinberg; and Darin Selnick, Hegseth’s deputy chief of staff,&nbsp;<a href="https://apnews.com/article/ullyot-leaks-pentagon-hegseth-trump-dei-d5306e0441dacae1a0d03c871be265bb" target="_blank">were escorted out of the Pentagon</a>.</p>



<p class="wp-block-paragraph">While the three initially had been placed on leave pending the investigation, a&nbsp;<a href="https://x.com/dandcaldwell/status/1913701312929149363?s=46" target="_blank">joint statement shared by Caldwell</a>&nbsp;on X on Saturday said the three “still have not been told what exactly we were investigated for, if there is still an active investigation, or if there was even a real investigation of ‘leaks’ to begin with.”</p>



<p class="wp-block-paragraph">Caldwell was the staff member designated as Hegseth’s point person in the&nbsp;<a href="https://apnews.com/article/hegseth-atlantic-war-plans-signal-yemen-houthis-c0addd08c627ab01a37ea63621cb695e" target="_blank">Signal chat</a>&nbsp;with Trump Cabinet members.</p>



<p class="wp-block-paragraph">Former Pentagon spokesman John Ullyot also announced he was resigning last week, unrelated to the leaks. The Pentagon said, however, that Ullyot was asked to resign.</p>

<p class="wp-block-paragraph">Former Pentagon spokesman John Ullyot was asked to resign this week following a contentious start for Defense Secretary Pete Hegseth’s communications office, a senior defense official told The Associated Press on Thursday.</p>



<p class="wp-block-paragraph">Ullyot was one of Hegseth’s initial communications office hires and oversaw some of its most highly visible but controversial moves, including a broad edict to the military services to <a href="https://www.militarytimes.com/news/your-military/2025/03/07/war-heroes-military-firsts-among-26000-images-flagged-in-dei-purge/" target="_blank">strip away online images</a> that were considered a promotion of diversity, equity or inclusion.</p>



<p class="wp-block-paragraph">That directive led to public outcry when images of <a href="https://apnews.com/article/jackie-robinson-defense-department-webpage-beed0c8883e7a31af0d9a71615cc643d" target="_blank">national heroes like Jackie Robinson</a> and others were removed. Ullyot told Politico on Wednesday he had come to the decision to resign. A senior defense official familiar with the decision said that wasn’t the case and that Hegseth’s office had requested that Ullyot resign.</p>



<p class="wp-block-paragraph">Ullyot did not immediately respond to a request for comment.</p>



<p class="wp-block-paragraph">Ullyot’s departure Wednesday was not tied to the Defense Department&#8217;s ongoing investigation into unauthorized disclosures of information, which so far has led to three other senior Pentagon aides being escorted out of the building.</p>



<p class="wp-block-paragraph">Colin Carroll, chief of staff to Deputy Defense Secretary Stephen Feinberg; Darin Selnick, deputy chief of staff for Hegseth; and <a href="https://www.militarytimes.com/news/pentagon-congress/2025/04/15/pentagon-senior-adviser-dan-caldwell-ousted-in-probe-into-leaks/" target="_blank">Dan Caldwell, an aide to Hegseth</a>, were placed on leave amid the leak investigation, two other U.S. officials said.</p>



<p class="wp-block-paragraph">It was not immediately clear what leaks led to the departures.</p>



<p class="wp-block-paragraph">All three officials spoke on the condition of anonymity to discuss details that have not been made public.</p>

<p class="wp-block-paragraph">BRUSSELS — U.S. Defense Secretary Pete Hegseth said Wednesday that NATO membership for Ukraine was unrealistic and in sweeping remarks suggested that the country should abandon hopes of returning to its pre-2014 borders and prepare for a negotiated settlement with Russia that would be backed up by international troops.</p>



<p class="wp-block-paragraph">Hegseth made the comments during the first trip to NATO by a member of the new Trump administration. Allies have been waiting to hear how much continued military and financial support Washington intends to provide to the&nbsp;<a href="https://www.militarytimes.com/flashpoints/ukraine/" target="_blank">Ukrainian government</a>.</p>

<p class="wp-block-paragraph">What they heard was that President Donald Trump is intent on getting Europe to assume most of the financial and military responsibilities for the defense of Ukraine, including a possible peacekeeping force that would not include U.S. troops. Hegseth said the force should not have Article Five protections, which could require the U.S. or the 31 other nations of the NATO alliance to come to the aid of those forces if they end up in contact with Russian forces.</p>



<p class="wp-block-paragraph">“There will not be U.S. troops deployed to Ukraine,” Hegseth said.</p>



<p class="wp-block-paragraph">Addressing the Ukraine Defense Contact Group, Hegseth said Ukraine’s Western backers must abandon the “illusionary goal” of returning the country to its pre-2014 borders, before Russia annexed the Crimean Peninsula and seized parts of eastern Ukraine.</p>



<p class="wp-block-paragraph">“Members of this contact group must meet the moment,” Hegseth said to the group of approximately 50 member countries that have provided support to Ukraine since Russia’s full-scale invasion in 2022.</p>



<p class="wp-block-paragraph">“We hear you,” U.K. Secretary of State for Defence John Healey said in response to Hegseth’s opening remarks. Both Hegseth and Healey spoke in front of the press at the top of what would be a closed-door session in Brussels to discuss future aid to Ukraine.</p>



<p class="wp-block-paragraph">Over nearly three years, those 50 countries have collectively provided Ukraine more than $126 billion in weapons and military assistance, including more than $66.5 billion from the U.S., which has served as the chair of the group since its creation.</p>



<p class="wp-block-paragraph">But the meeting this week was convened by the United Kingdom, and no decision has been made on who might chair the next meeting, if one is called.</p>



<p class="wp-block-paragraph">Hegseth wasn’t expected to make any announcement on new weapons for Ukraine.</p>



<p class="wp-block-paragraph">His trip comes less than two weeks before the third anniversary of&nbsp;<a href="https://www.militarytimes.com/flashpoints/ukraine/" target="_blank">Russia’s invasion</a>&nbsp;on Feb. 24, 2022. Most U.S. allies fear that Russian President Vladimir Putin won’t stop at Ukraine’s borders if he wins, and that Europe’s biggest land war in decades poses an existential threat to their security.</p>



<p class="wp-block-paragraph">U.S. President Donald Trump has promised to end the war quickly. He’s complained that it’s&nbsp;<a href="https://apnews.com/article/ukraine-economy-russia-war-us-europe-aid-babd14714e19218e0ca7dbc200c67fc8">costing American taxpayers too much money</a>. He has also suggested that Ukraine should pay for U.S. support with access to its&nbsp;<a href="https://apnews.com/article/trump-ukraine-europe-rare-earth-russia-war-9af06a9f17dbaa49a05dcba3a3363977">rare earth minerals</a>, energy and other resources.</p>



<p class="wp-block-paragraph">Hegseth in his remarks said that NATO member nations also need to significantly increase defense spending to 5% of their budgets — a high mark that the U.S. does not presently meet either.</p>



<p class="wp-block-paragraph">“The United States will no longer tolerate an imbalanced relationship which encourages dependence. Rather, our relationship will prioritize empowering Europe to own responsibility for its own security,” Hegseth said.</p>



<p class="wp-block-paragraph">Some U.S. allies worry that a hasty deal might be clinched on terms that aren’t favorable to Ukraine.</p>



<p class="wp-block-paragraph">Before Hegseth spoke, NATO Secretary General Mark Rutte told The Associated Press that Putin will only negotiate a peace deal with Ukraine if its backers continue to provide enough weapons and ammunition.</p>



<p class="wp-block-paragraph">“We have to make sure that he has no other option, and that means to force him to the table,” Rutte said. “He needs to understand that we will not give up on Ukraine. We have to make sure that we have maximum economic impact on Russia.”</p>



<p class="wp-block-paragraph">NATO is founded on&nbsp;<a href="https://apnews.com/article/ukraine-russia-nato-article-5-88883436438dae49ba9cacb6d4cfad0a" target="_blank">the principle</a>&nbsp;that an attack on any ally must be considered an attack on them all and met with a collective response. Membership is considered to be the ultimate security guarantee, and it’s one that Ukraine has been trying to secure for years.</p>



<p class="wp-block-paragraph">European allies have hiked their military budgets since Putin ordered his troops into Ukraine, and 23 are estimated to have reached or exceeded last year the target of spending 2% of gross domestic product.</p>



<p class="wp-block-paragraph">However, a third of members still haven’t reached that threshold, and Trump is almost certain to&nbsp;<a href="https://apnews.com/united-states-government-852cbdad0d884191842941812bd2635d" target="_blank">target them again</a>. No NATO members have&nbsp;<a href="https://apnews.com/article/poland-britain-france-italy-germany-defense-809faa044ff6d4f913fc2647cfa7d454" target="_blank">increased defense spending to 5%</a>&nbsp;of GDP, not even Poland, which is the closest, spending more than 4% and expected to approach 5% this year.</p>



<p class="wp-block-paragraph">Speaking to reporters Tuesday in Germany, Hegseth wouldn’t commit to having the U.S. increase its defense spending to 5% of GDP. He said he believes that the U.S. should spend more than it did under the Biden administration and “should not go lower than 3%.”</p>



<p class="wp-block-paragraph">He said any final decision would be up to Trump, but added that “we live in fiscally constrained times” and need to be responsible with taxpayer money. The U.S. spends about 3.3% of GDP on defense.</p>



<p class="wp-block-paragraph">NATO leaders are expected to agree on new spending targets at their next planned summit in The Hague, Netherlands, on June 24 to 26.</p>

<p class="wp-block-paragraph">The U.S. military has conducted coordinated airstrikes against <a href="https://www.militarytimes.com/news/your-military/2024/12/09/us-strikes-75-isis-targets-in-syria-after-assad-regime-collapses/" target="_blank">Islamic State</a> operatives in Somalia, the first attacks in the African nation during President Donald Trump’s second term.</p>



<p class="wp-block-paragraph">Defense Secretary Pete Hegseth said Saturday that the strikes by <a href="https://www.militarytimes.com/news/your-military/2024/12/11/how-the-us-is-countering-isis-during-syrias-upheaval/" target="_blank">U.S. Africa Command</a> were directed by Trump and coordinated with Somalia’s government.</p>



<p class="wp-block-paragraph">An initial assessment by the Pentagon indicated that “multiple” operatives were killed. The <a href="https://www.militarytimes.com/news/pentagon-congress/2025/01/09/us-troops-need-to-stay-in-syria-to-counter-isis-pentagon-chief-says/" target="_blank">Pentagon</a> said is assesses no civilians were harmed in the strikes.</p>



<p class="wp-block-paragraph">Trump, in a post on social media, said a senior IS planner and recruits were targeted in the operation.</p>



<p class="wp-block-paragraph">“The strikes destroyed the caves they live in, and killed many terrorists without, in any way, harming civilians. Our Military has targeted this ISIS Attack Planner for years, but Biden and his cronies wouldn’t act quickly enough to get the job done. I did!” Trump said. “The message to ISIS and all others who would attack Americans is that ‘WE WILL FIND YOU, AND WE WILL KILL YOU!’”</p>



<p class="wp-block-paragraph">Trump did not identify the IS planner or say whether that person was killed in the strike. White House officials did not immediately respond to requests for comment.</p>



<p class="wp-block-paragraph">U.S. military officials have warned that IS cells have received increasing direction from the group’s leadership that relocated to northern Somalia.
