{"id":14532,"date":"2020-10-07T20:13:22","date_gmt":"2020-10-07T20:13:22","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/10\/07\/the-air-force-pushes-off-the-start-of-its-e-4b-doomsday-plane-replacement-program\/"},"modified":"2026-08-07T21:24:51","modified_gmt":"2026-08-07T21:24:51","slug":"the-air-force-pushes-off-the-start-of-its-e-4b-doomsday-plane-replacement-program","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2020\/10\/07\/the-air-force-pushes-off-the-start-of-its-e-4b-doomsday-plane-replacement-program\/","title":{"rendered":"The Air Force pushes off the start of its E-4B \u2018Doomsday Plane\u2019 replacement program"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Air Force has paused its effort <a href=\"https:\/\/www.defensenews.com\/air\/2019\/10\/31\/maintainers-under-pressure-to-keep-doomsday-plane-flying-after-flood-wreaks-havoc-do-not-post\/\" target=_blank>to replace the E-4B \u201cDoomsday Plane,\u201d<\/a> as it considers a new acquisition approach, the service said Oct. 2<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service originally intended to issue a request for proposals for the Survivable Airborne Operations Center program in December, which would formally kick off <a href=\"https:\/\/www.defensenews.com\/newsletters\/daily-news-roundup\/2018\/08\/01\/us-air-force-may-replace-3-types-of-aircraft-with-a-single-platform\/\" target=_blank>a search for a replacement <\/a>for the four aging E-4B Nightwatch airborne command posts currently based at Offutt Air Force Base, Neb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the program was recently given the Acquisition Category 1D designation, the label for major weapons programs that require the oversight of the defense acquisition executive \u2014 in this case, Under Secretary of Defense for Acquisition and Sustainment Ellen Lord.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because of the new designation, \u201cThe acquisition strategy is being updated and coordinated with stakeholders,\u201d the Air Force stated in a solicitation posted to <a href=\"http:\/\/sam.gov\/\" target=_blank>SAM.gov<\/a> on Oct. 2. \u201cAdditional details regarding the path forward\/updated schedule will be released in the near future.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nicknamed the \u201cDoomsday plane\u201d due to its ability to withstand a nuclear blast, the iconic blue and white E-4B serves two purposes: to provide a secure and survivable command center in the event of a nuclear war and to transport defense secretaries around the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The E-4B was derived from the Boeing 747-200 and introduced by the Air Force in 1974. But after almost 50 years in service, the aircraft is nearing the end of its service life and it getting more difficult for maintainers to keep up with the repairs necessary to keep the small fleet up and running \u2014 especially given the requirement that at least one plane be kept on alert status at all times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the SAOC program, the Air Force had planned to buy new commercial-derivative planes, harden them enough to survive a nuclear blast, and add modern communications and command and control
