{"id":14542,"date":"2017-08-04T23:15:26","date_gmt":"2017-08-04T23:15:26","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2017\/08\/04\/air-force-buys-boeing-747s-for-next-air-force-one-but-cost-savings-unknown\/"},"modified":"2026-08-07T21:24:55","modified_gmt":"2026-08-07T21:24:55","slug":"air-force-buys-boeing-747s-for-next-air-force-one-but-cost-savings-unknown","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2017\/08\/04\/air-force-buys-boeing-747s-for-next-air-force-one-but-cost-savings-unknown\/","title":{"rendered":"Air Force buys Boeing 747s for next Air Force One, but cost savings unknown"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. commander in chief is one step closer to stomping in his Air Force Ones after the Air Force on Friday awarded Boeing a contract for the two 747s that will be converted into presidential airlifters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, the service opted not to reveal the value of the award, which came as a modification to a 2016 contract for risk reduction efforts with Boeing, because \u201cprice and other related details are commercial-competition sensitive\u201d \u2014&nbsp;meaning it could affect the company\u2019s future deals with commercial airliners and other presumptive customers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the Air Force was reportedly able to save a substantial amount on the future Air Force One planes because it purchased aircraft that had already been manufactured, but never delivered, to the original buyer \u2014 in this case, the bankrupt Russian airline Transaero.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2017\/08\/01\/boeing-to-turn-undelivered-747s-meant-for-russian-customer-into-new-air-force-ones\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"202\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635985657630216332-air-force-one-rushmorejpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Boeing to turn undelivered 747s meant for Russian customer into new Air Force Ones<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Sources with knowledge of the deal confirmed to Defense News that the Air Force and Boeing are finalizing a contract for two 747-8s that were originally produced for Russian airline firm Transaero but never delivered to the company.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Boeing spokeswoman Caroline Hutcheson confirmed that the Air Force had purchased the Transaero jets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re glad to have reached an agreement to sell to the U.S. Air Force two new 747-8 commercial airplanes at a substantial discount from the company\u2019s existing inventory to serve as the future Air Force One fleet,\u201d she said in a statement. \u201cThe Air Force has taken advantage of a unique opportunity to get a great airplane at a great price for the American taxpayer.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this week, Defense One broke the news that the Air Force and Boeing were ready to sign a deal for the Transaero planes, which Defense News independently confirmed. Sources knowledgable about the negotiations said then that Boeing had maintained ownership over the aircraft for the entirety of their lifespans, and therefore they could not have been tampered with by Russia or other entities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The list price of a 747-8 is about $390 million. The service has promised to release the overall program cost baseline, which will incorporate the value of the two aircraft and other expenses related to the program. However, because the Air Force is not disclosing the value of the deal, it is impossible to know exactly how much money was saved by buying undelivered planes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPurchasing these aircraft is a huge step toward replacing the aging VC-25As,\u201d said Maj. Gen. Duke Richardson, the program executive officer for the Presidential Airlift Recapitalization, an alternative name for the program. \u201cThis award keeps us on track to modify and test the aircraft to become Presidential mission-ready by 2024.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program office plans to award another contract modification to Boeing by the end of the fiscal year for the preliminary design review, after which an engineering, manufacturing and development period will begin.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a U.S. Air Force are finalizing the requirements for the Presidential Aircraft Recapitalization program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cIn March, following a series of requirements reviews, the White House reaffirmed the minimum set of requirements necessary to meet Presidential mission needs,\u201d the Air Force said in its statement. \u201cThe resultant modifications to the aircraft will include incorporating a mission communications system, electrical power upgrades, a medical facility, an executive interior, a self-defense system and autonomous ground operations capabilities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aircraft modifications are expected to begin in 2019, with initial operational capability following in 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis award is a significant step towards ensuring an overall affordable program,\u201d said Darlene Costello, the principal deputy assistant secretary of the Air Force for acquisition. \u201cAs we move forward, we will continue to seek and implement cost savings
