{"id":15041,"date":"2020-09-23T21:15:47","date_gmt":"2020-09-23T21:15:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/09\/23\/hyten-to-issue-new-joint-requirements-on-handling-data\/"},"modified":"2026-08-07T21:28:34","modified_gmt":"2026-08-07T21:28:34","slug":"hyten-to-issue-new-joint-requirements-on-handling-data","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2020\/09\/23\/hyten-to-issue-new-joint-requirements-on-handling-data\/","title":{"rendered":"Hyten to issue new joint requirements on handling data"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 While the phrase \u201c<a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/04\/06\/pentagon-tech-advisers-target-how-the-military-digests-data\/\" target=_blank>tsunami of data<\/a>\u201d seems to have exited everyday use by Defense Department officials, the problem remains the same: The Pentagon simply cannot exploit the <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2018\/08\/31\/the-rising-importance-of-data-as-a-weapon-of-war\/\" target=_blank>sheer amount of <\/a>information that comes in every day to its fullest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s a challenge that will only get worse as more sources of information come online, with each branch having its own data sets, which often don\u2019t talk to each other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the lack of ability to properly sort, catalog and <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2020\/08\/21\/us-army-buys-two-new-supercomputers-to-meet-data-analytics-demand\/\" target=_blank>exploit the data<\/a> means the department cannot fully achieve its goals of using artificial intelligence to its fullest.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/it-networks-battlefield-tech\/2020\/01\/15\/where-to-store-all-this-intelligence-data-how-about-dna\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-613552492.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Where to store all this intelligence data? How about DNA?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Could synthetic DNA hold the key to storing massive amounts of data at scale?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">After almost a decade of talking about the problem, military leaders appear to have a target date for when the department will get its arms around the problem, according to Gen. John Hyten, the vice chairman of the Joint Chiefs of Staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By 2030, the Pentagon expects handling data will no longer be an overwhelming challenge, Hyten said Monday during an event organized by the Defense Innovation Unit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But, he added, the department is looking at any way to move that date closer, including by reworking how requirements are developed in the Joint Requirements Oversight Council, or JROC, a group chaired by Hyten, which serves as an oversight body on the development of new capabilities and acquisition efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, \u201ca service develops the capability, it comes up through the various coordination boards in the JROC, eventually getting to the JROC where we validate a service concept and make sure it meets the joint interoperability requirement,\u201d Hyten explained. \u201cBut what was intended is the JROC would develop joint requirements and push those out to the services and tell the services \u2018you have to meet those joint requirements.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To get back to that top-down model, Hyten plans to push out a list of joint requirements for two major department priorities in all domain command and control and logistics for joint fires, which will have specific requirements for data and software.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/commentary\/2020\/09\/22\/a-consensus-driven-joint-concept-for-all-domain-warfare-will-fall-short\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"206\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3570844.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">A consensus-driven joint concept for all-domain warfare will fall short<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">If everything is a priority, then nothing is a priority.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re not going to be the traditional requirements that you\u2019ve looked at for years, capability description documents and capability production documents. They\u2019re going to capabilities and attributes that programs have to have,\u201d he said. \u201cAnd if you don\u2019t meet these, you don\u2019t meet the joint requirements and therefore you don\u2019t get through the gate, you don\u2019t get money. That\u2019s how we\u2019re going to hold it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hyten added that the goal is to have those data requirements out to the services around the end of the year, shortly after the expected publication of the new joint warfighting concept. That concept \u2014 which Hyten <a href=\"https:\/\/www.defensenews.com\/pentagon\/2020\/08\/14\/no-lines-on-the-battlefield-the-pentagons-new-warfighting-concept-takes-shape\/\" target=_blank>has previously described<\/a> as essentially eliminating lines between units and services on the battlefield \u2014 inherently relies on the ability to combine data to be successful, he noted.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gen.
