{"id":15281,"date":"2022-02-01T20:22:31","date_gmt":"2022-02-01T20:22:31","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/02\/01\/us-army-to-present-strategy-for-modernizing-organic-industrial-base\/"},"modified":"2026-08-07T21:28:14","modified_gmt":"2026-08-07T21:28:14","slug":"us-army-to-present-strategy-for-modernizing-organic-industrial-base","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2022\/02\/01\/us-army-to-present-strategy-for-modernizing-organic-industrial-base\/","title":{"rendered":"US Army to present strategy for modernizing organic industrial base"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Army\u2019s strategy to modernize the organic <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/05\/22\/americas-industrial-base-is-at-risk-and-the-military-may-feel-the-consequences\/\" target=\"_blank\">industrial base<\/a> is complete, and now the service\u2019s materiel commander will brief it to Army leadership over the next month, followed by a trip to Capitol Hill to lay out the plans with lawmakers in detail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gen. Edward Daly, who leads Army Materiel Command, has been working on the organic <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/10\/04\/white-house-warns-of-domestic-extinction-of-suppliers-in-industrial-base-report-and-dod-is-ready-to-help-with-cash\/\" target=\"_blank\">industrial base <\/a>strategy since he took over from Gen. Gus Perna in 2020. The strategy has been in the works for several years and will lay out a modernization plan to be executed over the next 15 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe organic industrial base was designed and really implemented in World War II, and so what we have is really a 20th century capability to support a 21st century Army and joint force,\u201d Daly said at a Feb. 1 virtual Defense Writers Group event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy aims to bring the base into the 21st century \u201cand make sure we understand its purpose and its relevance and then attack in terms of an investment strategy along similar lines of effort,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose of the organic industrial base is to support the U.S. \u201cin times of conflict and crisis,\u201d Daly said, with the ability to \u201csurge to support wartime capabilities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means during peacetime \u201cit has to maintain this core capability and foundational skill set juxtaposed with, you know, robotics, investments in infrastructure, investments in computer program logic, really looking at our processes and making sure that it\u2019s a 21st century capability to support not only the current equipment within the Army and the joint force, but everything we\u2019re moving toward <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/09\/22\/after-munition-worker-deaths-army-floats-16-billion-plan-to-modernize-production\/\" target=\"_blank\">in terms of modernization<\/a>,\u201d Daly said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This also means retraining and realigning the workforce, he noted, \u201cso that they can remain relevant and essentially critical to the process.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is <a href=\"https:\/\/www.defensenews.com\/land\/2022\/01\/10\/the-us-army-put-experimentation-and-prototyping-at-the-core-of-its-modernization-initiative-is-it-working\/\" target=\"_blank\">undergoing a transformation not seen in 40 years<\/a> and is pushing to provide soldiers with modernized equipment and processes to operate across multiple domains against advanced adversaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This transformation is \u201cunlike anything we\u2019ve seen, and commensurate to that has to be the organic industrial base,\u201d Daly said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His command is made up of 175,000 people \u2014 a combination of military and civilian personnel as well as contractors \u2014 providing sustainment for military operations from the continental U.S. and throughout the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The organic industrial base is comprised of 23 depots, arsenals and <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/09\/21\/after-deaths-at-ammo-plants-lawmakers-to-quiz-us-army-leaders-on-modernizing-production\/\" target=\"_blank\">ammunition plants<\/a> in the U.S. with about a 30,000-strong workforce, Daly said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Daly prepares to present the strategy to Army leadership within the next 30 days and to brief lawmakers on the Hill, impacts of an <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/10\/01\/heres-how-the-new-continuing-resolution-will-frustrate-the-pentagon\/\" target=\"_blank\">ongoing continuing resolution<\/a> and a possible extension of that looms large. Should a <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/11\/18\/what-is-a-continuing-resolution\/\" target=\"_blank\">CR last throughout the entire fiscal year<\/a>, \u201cI will tell you that it would have very significant consequences as it applies to the organic industrial base,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cObviously we wouldn\u2019t be able to
