{"id":15545,"date":"2018-06-28T20:53:17","date_gmt":"2018-06-28T20:53:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/06\/28\/senate-spending-bill-could-slow-sub-launched-nuke\/"},"modified":"2026-08-07T21:30:08","modified_gmt":"2026-08-07T21:30:08","slug":"senate-spending-bill-could-slow-sub-launched-nuke","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nuclear-triad\/2018\/06\/28\/senate-spending-bill-could-slow-sub-launched-nuke\/","title":{"rendered":"Senate spending bill could slow sub-launched nuke"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Senate Appropriations Committee approved a <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/06\/26\/pentagon-money-bill-with-heavy-rampd-accent-passes-senate-subpanel\/\" title=\"\" class=\"\" target=\"_blank\">Pentagon spending bill<\/a> Thursday that would order more study before the Trump administration can get a new <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/05\/10\/dems-target-low-yield-nukes-but-hasc-approves-trump-plans-on-party-lines\/\" title=\"\" class=\"\" target=\"_blank\">low-yield, tactical nuclear weapon<\/a> that it wants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the measure would have to survive floor consideration and then negotiations to merge the bill with a House version that supports the weapon. The amendment received a bipartisan voice vote of approval from the appropriations panel on Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m sure that will be looked at on the floor and then in conference, like a lot of things we (the committee) adopt,\u201d panel chairman Richard Shelby, R-Ala., told Defense News afterward. \u201cIt might be improved (by an amendment). You never know.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s the latest move in a <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/06\/14\/us-senators-grapple-with-new-sub-launched-nuke\/\" title=\"\" class=\"\" target=\"_blank\">mostly partisan battle<\/a> over the deployment of submarine-launched Trident II D5 with a W76-2 warhead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congressional Republicans \u2014 who have fended off similar legislation in recent weeks \u2014 and the Pentagon are <a href=\"https:\/\/www.defensenews.com\/smr\/nuclear-arsenal\/2018\/03\/20\/stratcom-head-to-deter-russia-us-needs-new-low-yield-nukes\/\" title=\"\" class=\"\" target=\"_blank\">advocating<\/a> for the systems to deter Russia from using its own arsenal of low-yield nuclear weapons. Still, many Democrats and nonproliferation advocates see it as lowering the threshold for a nuclear war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The amendment, from Sen. Jeff Merkley, D-Ore., prohibits the warhead\u2019s deployment, pending a report from the Defense Department on how to avoid a miscalculation if enemies are unable to distinguish between a low-yield and high-yield missile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The amendment would also require information on the rationale and planned manning and training changes associated with the weapon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy amendment requires a report to be completed to analyze the impacts on strategic stability and deterrence of the low-yield warhead for a submarine-launched ballistic missile,\u201d Merkley said before his amendment was OKed. \u201cIt simply requires a report before deployments. It does not obstruct procurement funds.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Illinois\u2019 Sen. Dick Durbin, the No. 2 Democrat in the Senate and lead Democrat on the defense appropriations sub-panel, told Defense News, \u201cI think when it comes to using and deploying low-yield nuclear devices
