The three states have observed the use of sophisticated electronic warfare in the Ukrainian conflict by the Russian military, and this is <\/span>pushing <span class=\"rte rte-comment\">them <\/span>to further develop their communication and radar capabilities.<br\/> \u00a0<br\/> &#8220;Russia\u2019s armed forces actions and its support to the separatists in Eastern Ukraine highlighted [that] the use of radio electronic warfare highly restricts the actions of the forces of Russia\u2019s opponent,&#8221; Lithuania\u2019s Defense Ministry said in its Assessment of Threats to National Security, a strategic document released this year. <span class=\"rte rte-comment\">in 2015.<\/span><br\/> \u00a0<br\/><span class=\"rte rte-comment\">In <\/span>Lithuania<span class=\"rte rte-comment\">, a procurement is underway to acquire<\/span>\u00a0is procuring three new radars\u00a0to be deployed at its\u00a0<span class=\"rte rte-comment\">to the country&#8217;s <\/span>border with Belarus. The equipment will replace the <span class=\"rte rte-comment\">Lithuanian <\/span>Army\u2019s P-18 and P-37 radars, which are Russian-built, and are intended to enhance <span class=\"rte rte-comment\">enhancing <\/span>the military\u2019s air surveillance capacity.<\/p>\n\n\n\n<p>Neighboring Latvia has also been developing its radar capabilities. <span class=\"rte rte-comment\">On Sept. 24, <\/span>Thales<span class=\"rte rte-comment\">&#8211;<\/span>RaytheonSystems recently was handed a US $22.7 million Foreign Military Sales deal to supply Sentinel AN\/MPQ-64F1 radars and related equipment to Latvia<span class=\"rte rte-comment\">, with the procurement to be completed<\/span> by the end of October 2016.<\/p>\n\n\n\n<p>Moreover, the Baltic states have been mulling establishment of\u00a0a joint air defense system to <span class=\"rte rte-comment\">which would<\/span> shield their respective air spaces.<br\/> \u00a0<br\/><strong>Russian Jamming Capability<\/strong><\/p>\n\n\n\n<p>While the three countries have <span class=\"rte rte-comment\">been carrying out<\/span>\u00a0made numerous acquisitions to strengthen <span class=\"rte rte-comment\">their armed forces&#8217;<\/span>\u00a0their interoperability with other NATO forces and secure their military communications, <span class=\"rte rte-comment\">this has been accompanied by efforts by <\/span>Russia has been improving\u00a0its jamming technology to\u00a0hamper military communications by the Baltics.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">The roots of <\/span>Russian\u00a0efforts to boost its cyberwarfare capabilities <span class=\"rte rte-comment\">could be seen<\/span>\u00a0first were seen following its August 2008\u00a0invasion of neighboring Georgia<span class=\"rte rte-comment\"> in August 2008<\/span>. Poland has selected the Patriot to bolster its air defenses.<\/p>\n\n\n\n<p>Moreover, Russia\u2019s Defense Ministry also has unveiled plans to deploy the Nebo-M anti-missile radar systems in Eastern Europe.<br\/> \u00a0<br\/> However, local analysts say that these efforts should not be considered separately from Moscow\u2019s military strategy in other parts of the world.<br\/> \u00a0<br\/> &#8220;Regarding the Nebo-M \u2026 Russia will [reportedly] deploy these four mobile radars in the regions of Transbaikal [in south central Russia], Khabarovsk Krai and Primorsky Krai [both in far eastern Russia],&#8221; said Petr Topychkanov, an associate at the Carnegie Moscow Center&#8217;s Nonproliferation Program. &#8220;All these regions are very far from Europe. The deployment of new-generation air defense radars in this part of Russia means that Moscow wants to upgrade its airspace against probable threats from the East<span class=\"rte rte-comment\">,&#8221; said Petr Topychkanov, an associate at the Carnegie Moscow Center&#8217;s Nonproliferation Program<\/span>. <span class=\"rte rte-comment\">&#8220;<\/span>However, I don\u2019t argue that Russia isn\u2019t upgrading its capabilities also to deter threats from the West.&#8221;<br\/> \u00a0<br\/> To shift their military communications from Soviet-designed tech to NATO-compliant solutions, over the past years, the Baltic states have acquired <span class=\"rte rte-comment\">Harris Corp.<\/span> radios for their armed forces from US company Harris. Prior to the country\u2019s accession to NATO<span class=\"rte rte-comment\">,<\/span> in 2002, Vilnius awarded a <span class=\"rte rte-comment\">US<\/span> $13.2 million deal to <span class=\"rte rte-comment\">the US manufacturer under which<\/span> Harris <span class=\"rte rte-comment\">Corp. supplied<\/span>\u00a0for high frequency <span class=\"rte rte-comment\">(HF) <\/span>and very high frequency <span class=\"rte rte-comment\">(VHF) <\/span>radios from its Falcon II <span class=\"rte rte-comment\">product <\/span>range of tactical radios for the Lithuanian Armed Forces.<br\/> \u00a0<br\/> In 2004, the year <span class=\"rte rte-comment\">when <\/span>neighboring Latvia joined NATO, the <span class=\"rte rte-comment\">country\u2019s <\/span>Defense Ministry purchased the command-and-control personal computer and combat networl radios (C2PC-CNR) system from Harris\u00a0<span class=\"rte rte-comment\">Corp.<\/span> to use <span class=\"rte rte-comment\">it <\/span>with its Falcon II radios. From 1998 to 2004, when the country <span class=\"rte rte-comment\">carried out an <\/span>overhauled its military communications and shifted from Soviet-designed technology to NATO-compliant gear, Latvia purchased $20 million worth of communications equipment from Harris. <span class=\"rte rte-comment\">Corp.<\/span><br\/> \u00a0<br\/> In December 2013, the US producer was awarded a contract to provide transportable, precision ground control approach capabilities to the Estonian Armed Forces. The deal, estimated to be worth more than $8 million, saw Harris supply the GCA-2020 radar system to Estonia, enabling the country\u2019s Amari air base to meet NATO flight safety standards. <span class=\"rte rte-comment\">The solution provided Estonia &#8220;with a transportable, solid-state, electronically scanning radar providing three functions: primary surveillance, secondary surveillance and precision approach, in a single integrated unit,&#8221; Harris Corp. said in a statement.<\/span><br\/> \u00a0<br\/><strong>Estonian Cyber Defense<\/strong><\/p>\n\n\n\n<p>Local analysts said\u00a0that\u00a0while <span class=\"rte rte-comment\">a conventional attack remains a major source of fear by <\/span>the three Baltic states remain vigilant against a possible conventional attack, non-conventional measures such as cyber attacks are perceived as increasingly threatening <span class=\"rte rte-comment\">a potential threat <\/span>by Vilnius, Riga and Tallinn.<br\/> \u00a0<br\/> Estonia has been developing its cyber warfare capacities since 2007 when a string of cyber attacks managed to shut down the websites of numerous Estonian public institutions, media outlets and financial institutions, including the country\u2019s parliament and central bank. Tallinn has accused Moscow of launching the attacks.<br\/> \u00a0<br\/> &#8220;The Ministry of Defense \u2026 will continue prioritizing cyber defense both internationally and domestically, using for this purpose, among other things, the synergy created by cooperation between Defense League cyber defense units and the NATO Cyber Defense Cent<span class=\"rte rte-comment\">r<\/span>er,&#8221; the Estonian Defense Ministry said in its National Defense Development Plan for the years 2013-2022.<br\/> \u00a0<br\/> To\u00a0enhance their cyber defense, the Baltics are more closely cooperating <span class=\"rte rte-comment\">developing their cooperation<\/span> with Western <span class=\"rte rte-comment\">defense <\/span>companies. Earlier this year, the Estonian Defense Ministry inked an agreement with Raytheon to advance defense industry partnerships and pursue collaborative initiatives <span class=\"rte rte-comment\">with
