{"id":15902,"date":"2015-10-01T19:20:39","date_gmt":"2015-10-01T19:20:39","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2015\/10\/01\/defense-policy-bill-passes-house-awaits-veto\/"},"modified":"2026-08-07T21:35:14","modified_gmt":"2026-08-07T21:35:14","slug":"defense-policy-bill-passes-house-awaits-veto","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2015\/10\/01\/defense-policy-bill-passes-house-awaits-veto\/","title":{"rendered":"Defense Policy Bill Passes House, Awaits Veto"},"content":{"rendered":"\n<p>WASHINGTON \u2014 The House voted Thursday to approve the 2016 defense policy bill<span class=\"rte rte-comment\">,<\/span> and signed off on a $496 billion base budget and an $89 billion war account, all under the shadow of a White House veto threat.<\/p>\n\n\n\n<p>The legislation proposes a $100 million\u00a0cut for F-35 joint strike fighter procurement and bans the A-10 close-air support aircraft\u2019s retirement, adds funding for F\/A-18 E\/F Super Hornet and F-35B strike fighters for the Navy and Marine Corps, and <span class=\"rte rte-comment\">it<\/span> adds $411 million for Army Stryker combat vehicle upgrades.<\/p>\n\n\n\n<p>The final vote passed 270-156, with most Democrats voting against. That\u2019s because House Armed Services Committee Ranking Member Adam Smith<span class=\"rte rte-comment\">,<\/span> of\u00a0Washington<span class=\"rte rte-comment\">,<\/span> and House Minority Whip Steny Hoyer<span class=\"rte rte-comment\">,<\/span> of Maryland<span class=\"rte rte-comment\">,<\/span> came out against the measure, <span class=\"rte rte-comment\">because it<\/span> which included nearly $38 billion in additional funding for the Pentagon via the overseas contingency operations (OCO) wartime\u00a0account.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill does not appropriate funding\u00a0but sets policy, creating authorization to spend money on a wide range of acquisition\u00a0programs across the services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\u00a0bill also contains measures meant to provide lethal aid to Ukraine,\u00a0ban\u00a0torture, keep open the Guantanamo Bay detention facility in Cuba, reform\u00a0troop pay and benefits,\u00a0overhaul acquisition\u00a0rules and phase out the use of\u00a0Russian rocket engines for US space launches.<\/p>\n\n\n\n<p>Smith, Hoyer\u00a0and President Barack Obama, who has issued a <span class=\"rte rte-comment\">veto<\/span> threat <span class=\"rte rte-comment\">of<\/span>\u00a0to veto the bill, are opposed because GOP leaders decided to inflate OCO funding \u2014\u00a0which is exempt from budget caps\u00a0\u2014\u00a0but refused to also increase domestic spending. One day after the\u00a0White House reaffirmed\u00a0Obama&#8217;s plans to veto the bill, Hoyer called it, &#8220;the Republican sneak-around strategy.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thirty-seven Democrats joined Republicans voting to pass the bill. Smith and Hoyer got 10 Republican &#8220;no&#8221; votes.<\/p>\n\n\n\n<p>On the House floor Thursday, Smith <span class=\"rte rte-comment\">on the House floor Thursday<\/span> sparred with HASC Chairman Mac Thornberry, R-Texas., who decried the Democratic opposition and the veto threat as\u00a0&#8220;political games&#8221; and ill-advised as the nation faces pressing national security challenges from Russia and\u00a0the Middle East.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Unfortunately, we have the White House playing politics with national security, and that&#8217;s what makes finding a [budget] agreement harder,&#8221; Thornberry said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith, however, said Republicans controlling the House and Senate have maintained budget caps, which he said was the greater danger to national security. He, as Democrats have argued, said the war account is not intended for base budget requirements and does not provide Pentagon planners with a stable funding source.<\/p>\n\n\n\n<p>Despite his opposition, Smith said, &#8220;I agree with 95 percent of the bill.<span class=\"rte rte-comment\">&#8220;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Take OCO out and put it in the base budget \u2026 and you will see Democrats vote for this,&#8221; he said.<\/p>\n\n\n\n<p>Thornberry conceded that the funding measure <span class=\"rte rte-comment\">that<\/span> was<span class=\"rte rte-comment\">,<\/span> &#8220;not ideal, but it\u2019s better to have the money than not.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Email:\u00a0<a
