{"id":15941,"date":"2019-06-26T20:57:38","date_gmt":"2019-06-26T20:57:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/06\/26\/deal-to-move-defense-bill-lets-2020-candidates-vote-on-iran\/"},"modified":"2026-08-07T21:33:40","modified_gmt":"2026-08-07T21:33:40","slug":"deal-to-move-defense-bill-lets-2020-candidates-vote-on-iran","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/06\/26\/deal-to-move-defense-bill-lets-2020-candidates-vote-on-iran\/","title":{"rendered":"Deal to move defense bill lets 2020 candidates vote on Iran"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 The Senate reached a bipartisan compromise Wednesday to let Democrats participating in the party\u2019s first presidential primary debates in Miami this week <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/06\/25\/mcconnell-open-to-iran-war-authorization-vote\/\" target=_blank>vote on Iran<\/a>, a Republican concession to clear the way for the massive 2020 National Defense Authorization Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Majority Leader Mitch McConnell, R-Ky., announced the framework for the deal Wednesday, ending a partisan standoff with Democrats who had threatened to deny McConnell the votes to close debate on the NDAA before the weeklong July 4 recess.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McConnell did not immediately announce a time for the NDAA vote but said he plans to wrap up the bill this week. Lawmakers have arranged the cloture and final passage votes for Thursday\u2015before a rare daylong vote Friday on whether the president needs congressional approval before starting a war with Iran.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/06\/24\/trump-levels-sanctions-against-iran-with-a-warning\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"185\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1151220581.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump levels sanctions against Iran, with a warning<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Trump and his top foreign policy aides hope to pressure Iran\u2019s leaders to limit their nuclear program and to ramp down both military activity and support for militants in the Mideast.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The amendment \u2015 co-sponsored by Democratic Sens. Tom Udall of New Mexico and Tim Kaine of Virginia and backed by Republican Sens. Rand Paul of Kentucky and Mike Lee of Utah \u2015 would require the approval of Congress for the use of military force against Iran. The president would be allowed to use force without Congress\u2019s express approval in the event of an attack on the U.S., its territories or possessions, or its armed forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress ducking this debate, and this vote, should never be an option \u2015 not when a war with Iran would fall on the shoulders of our men and women in uniform and their families,\u201d Udall and Kaine said in a joint statement after McConnell\u2019s announcement. \u201cAll members of Congress should be on the record about war. When we vote on this measure, we hope our colleagues will stand up to prevent an unnecessary, unauthorized war that the American people do not support.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McConnell reached the agreement, he said, after \u201cextensive discussions\u201d with Senate Minority Leader Chuck Schumer, D-N.Y. Schumer and other Democrats were urging the vote be moved after the debates, to be held at 9 p.m. on Wednesday and Thursday, to accommodate the schedules of the Senate\u2019s seven candidates for the Democratic primary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The vote would be rare both because it will be held open all day and because it breaks with recent precedent of sidelining potentially controversial issues. McConnell himself has opposed the Iran amendment because he thinks it would undermine the president in the midst of a crisis with Tehran and that it limits the administration\u2019s options.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo be clear, obviously I believe the Udall amendment can and should be defeated,\u201d McConnell said. \u201cI hope with the resounding vote in the Senate, we should put this issue to rest before we break for the Fourth of July recess.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House is expected to include similar language when it debates its version of the bill next month. But the Senate is not expected to adopt the amendment, which would make it an issue for conference negotiators.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.defensenews.com\/news\/2019\/06\/24\/iran-threatens-more-attacks-on-us-drones-as-pompeo-visits-region\/\" class=\"smg-interstitial-link__fallback-link\">Iran threatens more attacks on US drones as Pompeo visits region<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">In the run up to the compromise, Democrats said it\u2019s important to show bipartisan opposition to what they see as a scattershot approach from the Trump administration that risks a disastrous war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOf course the president can act to defend American troops if attacked, but I think it\u2019s important that we get every senator on record on whether or not they\u2019re satisfied that President Trump has a clear strategy, has a compelling national interest and has an exit strategy for a potential conflict with Iran,\u201d Sen. Chris Coons, D-Del., said in a CNN interview Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McConnell and other Republicans wanted to move the NDAA quickly and accused Democrats for putting politics ahead of national security or the Senate\u2019s business.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t see any reason to sit around and wait on them,\u201d Sen. John Cornyn, R-Texas, said Wednesday of Senate Democrats. \u201cSo we can get our work done, [McConnell\u2019s] offered a vote on the Iran amendment. I don\u2019t believe it will pass.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Armed Services Committee Chairman Jim Inhofe, R-Okla., was keen to move on with the bill. Before the compromise was announced, he told reporters he would favor a quick vote on the NDAA and a separate vote on Iran later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI just want to
