What\u2019s behind the request?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Army has sent to Congress a request to shift around roughly $378 million in fiscal 2018 funding to pay for <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2017\/10\/09\/the-army-is-creating-a-new-modernization-command-to-keep-projects-on-track\/\" target=\"_blank\">major modernization efforts<\/a> teed up for rapid development now and in the coming years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a June 2018 Defense Department reprogramming request, the Army is taking its FY18 funding and aligning it with efforts to increase soldier lethality, revamp its tactical network and develop prototypes for future combat vehicles and long-range precision fires capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army has established a new four-star command \u2014 Army Futures Command \u2014 that will tackle its most pressing modernization priorities. The service has declared six top priorities: Long-Range Precision Fires, Next-Generation Combat Vehicle, Future Vertical Lift, the network, air and missile defense, and soldier lethality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The AFC will <a href=\"https:\/\/www.defensenews.com\/land\/2018\/07\/13\/why-the-army-picked-austin-for-futures-command\/\" target=\"_blank\">be based in Austin, Texas,<\/a> but has already <a href=\"https:\/\/www.defensenews.com\/land\/2017\/11\/06\/armys-modernization-command-taking-shape-under-freshly-picked-leaders\/\" target=\"_blank\">established cross-functional teams<\/a> placed strategically at various forts and bases around the country that will each tackle a priority on the list.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, each CFT unveiled ambitious plans to rapidly prototype and develop capabilities within their respective portfolios, but those plans will require money, and soon.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/global-force-symposium\/2018\/03\/26\/us-armys-futures-command-sets-groundwork-for-battlefield-transformation\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/35024227434_57212863b6_o.jpg_87fdea.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Army\u2019s Futures Command sets groundwork for battlefield transformation<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">It\u2019s the beginning of a new era in Army acquisition in which soldiers might not have to wait 10 years or longer to see a new weapon or capability in the field.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The reprogramming makes sense, as the Army did not have a clear picture of many of the development and prototyping efforts needed to rapidly address modernization priorities at the time the FY18 budget was formulated. And while the FY19 budget has some efforts funded, it\u2019s likely the Army will need to reprogram additional money to meet goals set by the command\u2019s CFTs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service would like to shift around a total of $136.2 million in FY18 budget funding to projects that would <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2017\/10\/10\/next-gen-combat-vehicle-prototyping-kicks-off\/\" target=\"_blank\">accelerate prototyping<\/a> and development of <a href=\"https:\/\/www.defensenews.com\/land\/2018\/03\/16\/first-next-gen-combat-vehicle-and-robotic-wingman-prototypes-to-emerge-in-2020\/\" target=\"_blank\">a Next-Generation Combat Vehicle<\/a>, according to the document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within that, the Army needs $98.6 million to produce three sets of experimental prototypes of an NGCV Optionally Manned Fighting Vehicle (OMFV) that will take part in operational experiments for manned-unmanned teaming evaluations and \u201cthe applicability of two man crew (2MC) to achieve overmatch in the future fight,\u201d the reprogramming document states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The money will be used to accelerate the building of the vehicles as well as ensure these vehicles have full mission equipment packages, additional sensors and an optionally manned capability, according to the document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Funding also covers the development and integration of Artificial Intelligence Terrain Recognition architecture, Hostile Fire Detection Localization camera and sensor and the acquisition and integration of the 3rd generation FLIR prototype sensors as well as an evolving a pre-shot detection sensor from single-band to multi-band.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An additional $37.6 million would cover funding associated with soliciting proposals and competitive source selection for NGCV to include sample testing of \u201cvendor- proposed articles\u201d in preparation for the program to enter an engineering and manufacturing development phase.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/eurosatory\/2018\/06\/12\/rheinmetall-lifts-curtain-on-new-next-gen-combat-vehicle-with-hopes-to-spark-us-army-interest\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Lynx-KF-41-17.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will this new Rheinmetall combat vehicle spark US Army interest?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Rheinmetall lifted a curtain, literally, complete with smoke and \u201880s rock, on its new Lynx KF41 infantry fighting vehicle at Eurosatory.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Army plans to spend an additional $10 million on the effort in FY19, $333.6 million in FY20, $320 million in FY21, $218.7 million in FY22 and 65.7 million in FY23.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service also notes that additional FY19 funding will be submitted in future reprogramming requests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To meet the needs of the Army\u2019s top modernization priority \u2014 <a href=\"https:\/\/www.defensenews.com\/land\/2018\/03\/20\/army-to-demonstrate-precision-strike-hypersonics-and-ramjet-capabilities-in-just-a-few-years\/\" target=\"_blank\">Long-Range Precision Fires <\/a>\u2014 the service needs an additional $46 million for its Deep Strike Cannon Artillery effort that is part of LRPF modernization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe accelerated project objective aims to develop long range armament technologies for weapons to support potential deep strike capabilities from future cannon artillery systems,\u201d the document reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The funding will enable technology development and a series of engineering demonstrations through completion in FY22.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army also plans to spend $105 million in FY19 on the new start effort, $106 million in FY20, $73 million in FY21 and $62 million in FY22 for a total of $392 million. And like for NGCV, additional dollars for FY19 will be asked for through future reprogramming requests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Falling in the air-and-missile defense modernization priority bucket is an effort to fill an urgent capability gap identified in the European theater &#8212; Short-Range Air Defense or SHORAD.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is asking to reprogram $50 million in FY18 to cover the procurement, hardware and pay for integration efforts for an additional 12 prototypes for the <a href=\"https:\/\/www.defensenews.com\/land\/2018\/06\/28\/us-armys-interim-short-range-air-defense-solution-crystallizes\/\" target=_blank>Interim Manuever-SHORAD (IM-SHORAD) system. <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis additional funding will enable the Army to meet its objective of fielding a battery-sized unit of IM-SHORAD in the 4th quarter of FY 2020,\u201d according to the reprogramming request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army has also made drastic moves in the past year to create a technologically superior and functional tactical network, <a href=\"https:\/\/www.defensenews.com\/it-networks\/2017\/09\/27\/battlefield-network-backbone-takes-hit-in-armys-effort-to-reboot-strategy\/\" target=_blank>canceling or shelving aspects of the network <\/a>that failed to address the real possibility of operating against near-peer adversaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now the service is asking for $12.2 million to procure Nett Warrior, the network range extension and interoperability gateway system components for an Infantry Brigade Combat Team \u201cin order to assess the scalability of an<a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2018\/06\/29\/the-army-is-working-on-better-tactical-connectivity\/\" target=\"_blank\"> integrated tactical network (ITN)<\/a>,\u201d the document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the request, the equipment will support the April 2019 assessment at the Joint Readiness Training Center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While not an individual modernization priority, the Army is focused on developing a Synthetic Training Environment that spans across the modernization efforts. The Army has even formed a special CFT to move the effort along.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/global-force-symposium\/2018\/03\/26\/army-creating-virtual-world-for-multidomain-battle-training\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/McCarthyLundySTE.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army creating virtual world for multidomain battle training<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Pacing itself with industry, the Army is now looking at bringing a Synthetic Training Environement online much earlier than it originally believed possible, Maj. Gen. Maria Gervais, who is in charge of the STE, told Defense News.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A total of $17.9 million is needed to develop the STE. \u201cThis capability is critical to improve squad combat readiness, the fundamental building blocks of dismounted combat power,\u201d the request reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service also wants $10.6 million for prototyping efforts to develop \u201ccritical requirements and concepts\u201d for the STE architecture, training management tools and training simulation services, according to the request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prototyping and test efforts will be completed in FY18 and will \u201cshape key system specific requirements in order to support the transition into a program of record in FY 2020,\u201d the document states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is requesting to reprogram $104.6 million to procure 3,609 <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2018\/02\/08\/new-carbine-night-vision-goggles-on-the-fast-track-under-armys-new-modernization-command\/\" target=_blank>Enhanced Night Vision Goggle &#8211; Binocular (ENVG-B) systems<\/a> to support an operational needs statement from Army Forces Command. New night vision goggles is one the earliest efforts within the Soldier Lethality CFT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To pay for those new systems, the Army is cutting the funding \u2014 in the same amount \u2014 from the acquisition of a monocular night vision system, the request notes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While not a part of the Army\u2019s six modernization priorities, the service is also reprogramming roughly $190.3 million in FY18 funding to support a Defense Secretary Jim Mattis-directed task force designed to overhaul the infantry officially dubbed the Close Combat Lethality Task Force.
