{"id":16033,"date":"2019-10-11T17:21:46","date_gmt":"2019-10-11T17:21:46","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/10\/11\/norways-f-35s-have-a-problem-with-a-unique-piece-of-gear\/"},"modified":"2026-08-07T21:34:30","modified_gmt":"2026-08-07T21:34:30","slug":"norways-f-35s-have-a-problem-with-a-unique-piece-of-gear","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2019\/10\/11\/norways-f-35s-have-a-problem-with-a-unique-piece-of-gear\/","title":{"rendered":"Norway\u2019s F-35s have a problem with a unique piece of gear"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 <a href=\"https:\/\/www.defensenews.com\/air\/2015\/09\/23\/norway-stands-by-f-35-commitment-despite-us-budget-woes\/\" target=_blank>Norway\u2019s F-35s have a unique feature<\/a> that distinguishes them from other countries\u2019 version of the joint strike fighter: a drag chute that is used to slow the landing of the jet in icy conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the <a href=\"https:\/\/www.defensenews.com\/air\/2019\/06\/12\/the-pentagon-is-battling-the-clock-to-fix-serious-unreported-f-35-problems\/\" target=\"_blank\">the drag chute is failing more than expected<\/a> and the Royal Norwegian Air Force is <a href=\"https:\/\/www.defensenews.com\/smr\/hidden-troubles-f35\/2019\/06\/12\/two-f-35-partners-threatened-to-quit-the-program-heres-why-they-didnt\/\" target=\"_blank\">working with the Pentagon to fix the issue<\/a> before next winter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not working the way we expected, and they are working on reconfiguring this capability,\u201d Norwegian air chief Brig. Gen. Tonje Skinnarland said in an exclusive interview with Defense News on Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat said, our experience operating the F-35 on slippery airfields is that it\u2019s more safe and easier than with the F-16s,\u201d she added. \u201cWith the stability of the [F-35] aircraft, it\u2019s easier to take off and land on slippery airfields. \u2026 It\u2019s performing extremely well.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2019\/10\/08\/the-netherlands-to-buy-nine-more-f-35s-for-11-billion\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/636036529573636250-f35ajpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Netherlands to buy nine more F-35s for $1.1 billion<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The envisioned \u20ac1 billion acquisition will \u201clay the foundation\u201d for a third F-35 squadron in the Dutch air force, a plan that government officials first floated in late 2018.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The F-35\u2019s drag chute is mounted as a removable pod between the aircraft\u2019s vertical stabilizers, according to Lockheed Martin. Activating a switch will open the pod doors and release the drag chute \u2014 a Kevlar parachute that creates drag on the aircraft, helping it to slow down more quickly in icy, high-wind conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norway has a reliability requirement of no more than one failed drag chute opening per 10,000 uses, the F-35 Joint Program Office said in a statement to Defense News. Flight testing in 2018, as well as subsequent uses of the drag chute by Norway, have made clear that the current drag chute is not meeting that standard, necessitating a number of design modifications to the pilot chute and parachute deployment bag.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA prototype incorporating many of these changes was validated by the Norwegian Air Force at \u00d8rland [Main Air Station, in Norway] earlier this year, and that design is now being formalized,\u201d F-35 JPO spokesperson Brandi Schiff stated. \u201cThese technical changes will be tested and confirmed through a combination of ground and flight testing through February 2020. &#8230;The JPO anticipates delivering the first compliant parachutes in early Summer 2020.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lockheed Martin spokesman Mike Friedman said the new drag chute prototype is going through the engineering processes needed to ensure it will meet requirements, and that the company is on schedule. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Skinnarland said that it \u201cis important for us to fix this\u201d before the 2020-2021 winter season. However, she noted that the problem was \u201cnot a continuous challenge\u201d and made clear that it would not prevent Norway from declaring initial operational capability for the F-35 this year and from operating the jet as planned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a new program in development and facing new challenges is expected,\u201d she said. \u201cWe are very satisfied with the way we are working to solve the challenges we face together with the joint program office, together with industry and partners.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norway is currently the only country that operates the F-35 with the drag chute. Although the Netherlands has contributed about $11 million to the development of the capability, <a href=\"https:\/\/www.flightglobal.com\/news\/articles\/dutch-join-norwegians-on-f-35-brake-chute-developmen-432109\/\" target=_blank>according to FlightGlobal<\/a>, it has not committed funding to buy the drag chute pods for its F-35s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the drag chute problem, the Norwegian military is bullish on the F-35.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With Russia building up its anti-aircraft capabilities on the Kola Peninsula, a strip of land on its northwestern flank that borders Norway and Finland, Norway sees an opportunity to use the information gathering capabilities of its <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/03\/26\/f-35-submarine-programs-on-track-for-norway\/\" target=_blank>new F-35s and P-8 Poseidon submarine-hunting aircraft<\/a> to be the eyes and ears of NATO in the Far North.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2019\/08\/05\/nordic-countries-see-russia-flex-its-missile-muscles\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/11032017inm0052.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Nordic countries see Russia flex its missile muscles<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Russian ships have started testing missile launches while docked in port on the Kola Peninsula, which borders Norway and Finland.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cFor Norway, the F-35 is not an air force capability in itself. It\u2019s a more strategic, important, new capability for the joint force of Norway, for the defense of Norway and [for] our possibility to be the NATO in the north, providing our part of the deterrence threshold,\u201d Skinnarland said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe performance of the aircraft \u2014 in general and in Norwegian conditions specifically \u2014 is more than expected. It\u2019s an incredible capability. It performs extremely well in cold weather and the sensor capability and fusion is remarkable also when it comes to our challenging environment with the geography, topography and distance,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the next two years, the Royal Norwegian Air Force plans to check off a series of major milestones with the F-35. It will declare its F-35s operational at the end of the year after completing a deployment in November meant to validate that the jets can operate away from their home base of \u00d8rland Main Air Station.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norway has already amassed 15 F-35s at \u00d8rland, as well as the trained pilots and technicians it needs for IOC. The deployment, where F-35 operators will rely on containerized versions of F-35 support systems <a href=\"https:\/\/www.defensenews.com\/air\/2019\/02\/27\/how-the-us-air-forces-kessel-run-team-plans-to-solve-one-of-the-f-35-programs-biggest-headaches\/\" target=_blank>like the Autonomic Information Logistics System<\/a>, is the last requirement needed for the milestone, Skinnarland said. \u201cWe need to verify that this works.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then, in March, Norway\u2019s F-35s will deploy to Iceland to conduct air policing efforts there on behalf of NATO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, by 2022, the air force will have built up enough jets, pilots and maintainers in the country that the F-35 will take over the \u201cquick reaction alert\u201d mission, which calls for operators to stand on a 24\/7 alert and scramble, if needed, to intercept aircraft flying near Norwegian airspace. At that point, Norway will completely phase out its F-16s, Skinnarland said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2017\/01\/27\/as-f-35-comes-online-norway-to-scrap-f-16-fleet\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/norway-f16.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">As F-35 Comes Online, Norway to Scrap F-16 Fleet<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The military will also move fighters away from Bod\u00f8 Air Station.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The QRA mission will take place at Evenes Air Station in northern Norway, which is being rebuilt after military activities stopped in the 1990s. The air force is making investments to repair existing features like its runway and fuel storage facilities, as well as to construct a new squadron building.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The QRA mission could bring Norway\u2019s F-35s very close to Russian aircraft attempting to access Norwegian airspace, which theoretically could afford Russian aircraft an opportunity to learn more about the F-35. Skinnarland said she is cognizant of the possibility, but confident that the Royal Norwegian Air Force will take the proper steps \u2014 like using radar reflectors and other countermeasures \u2014 to ensure that a potential adversary doesn\u2019t get insight into its stealth capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen you operate them, you have to make sure you don\u2019t expose your capability more than needed, and we operate them configured not to expose the full range of capabilities,\u201d she said. \u201cThe most complex training that we do, we do in simulators to make sure that we don\u2019t expose the full capability of the F-35 being that close to a potential near-peer adversary.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The drag chute on Norway&#8217;s F-35s isn&#8217;t meeting its reliability requirements.
