Gen. Restituto Padilla, military chief of plans. On Friday, Duterte said the helicopters would likely be used against <a href=\"http:\/\/www.bbc.com\/news\/world-us-canada-42969362\" title=\"\" class=\"\" target=\"_blank\">\u201cthe rebels and terrorists.\u201d<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sale was originally approved by Canadian Trade Minister Francois-Philippe Champagne on the understanding the aircraft would be used for search-and-rescue and disaster relief missions. The Philippines have been operating Bell 412 helicopters since the 1990s and most recently <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/singapore-airshow\/2018\/02\/06\/philippines-orders-16-bell-412epi-helicopters-under-modernization-plan\" title=\"\" class=\"\" target=\"_blank\" style=\"\">purchased eight aircraft from Canada in 2015<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duterte\u2019s anti-drug crackdown has allegedly killed thousands of Filipinos since July 2016. On Thursday, the <a href=\"https:\/\/www.cnn.com\/2018\/02\/08\/asia\/duterte-philippines-icc-intl\/index.html\" title=\"\" class=\"\" target=\"_blank\">International Criminal Court\u2019s Office of the Prosecutor informed the Philippines<\/a> that the organization was conducting a preliminary inquiry into whether a further investigation is needed into Duterte\u2019s alleged crimes against
