{"id":16254,"date":"2020-02-13T22:02:10","date_gmt":"2020-02-13T22:02:10","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/02\/13\/the-us-navys-budget-looks-headed-for-the-congressional-shredder\/"},"modified":"2026-08-07T21:35:45","modified_gmt":"2026-08-07T21:35:45","slug":"the-us-navys-budget-looks-headed-for-the-congressional-shredder","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2020\/02\/13\/the-us-navys-budget-looks-headed-for-the-congressional-shredder\/","title":{"rendered":"The US Navy\u2019s budget looks headed for the congressional shredder"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">MUNICH and WASHINGTON \u2014 Lawmakers are lining up to slam the U.S. Navy\u2019s fiscal 2021 budget submission, saying it calls for a significant cut to shipbuilding and slows the fleet\u2019s rate of growth over the next five years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A bipartisan group of 17 senators is warning the Navy that its decision not to seek a second<a href=\"https:\/\/www.defensenews.com\/naval\/2019\/11\/04\/us-navy-to-slash-the-number-of-virginia-class-attack-subs-in-long-delayed-block-v-contract\/\" target=\"_blank\"> Virginia-class submarine<\/a> in the FY21 budget proposal would contradict the National Defense Strategy, weaken the defense-industrial base and compromise Navy readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s the latest sign the U.S. Navy\u2019s proposed shipbuilding budget is experiencing a bow wave of congressional backlash \u2015 particularly over its decision not to seek a 10th Block V submarine. Given the bipartisan outrage at shipbuilding cuts, it appears likely that major changes to the Navy\u2019s budget are in store once Congress gets its hands on it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter protesting the cut sent to Navy Secretary Thomas Modly was drafted by Sen. Richard Blumenthal, D-Conn., and was signed by the Senate Armed Services Committee\u2019s top Democrat, Sen. Jack Reed, D-R.I., and Republican Sens. Lindsey Graham of South Carolina, Marco Rubio of Florida, Josh Hawley of Missouri, and Roger Wicker of Mississippi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/s3.amazonaws.com\/static.militarytimes.com\/assets\/pdfs\/1581692517.pdf\" target=_blank><b>Click here to view the entire letter.<\/b><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recent budgets have funded at least two Virginia-class submarines per year \u2015 and for 2020, Congress added $200 million in advance procurement for a 10th.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFast attack submarines will help ensure our asymmetric advantage and undersea superiority during a potential conflict with near-peer adversaries, and investment in the Virginia Class program is an indicator of progress toward countering Russian and Chinese aggression,\u201d the letter read, adding that a delay would contribute to \u201csupplier instability.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2019\/12\/02\/navy-awards-largest-ever-shipbuilding-contract-to-electric-boat-for-new-attack-submarines\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"158\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/submarine.jpg_490cc3.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Navy awards largest-ever shipbuilding contract to Electric Boat for new attack submarines<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Navy has inked the largest shipbuilding contract in its history.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Navy in December awarded a $22.2 billion contract to General Dynamics for the construction of nine Virginia-class submarines. General Dynamics Electric Boat, based in Groton, Connecticut, with facilities in nearby Quonset Point, Rhode Island, was the main contractor, and Huntington Ingalls Industries, based in Newport News, Virginia, was the main subcontractor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those states and others were well represented in Blumenthal\u2019s letter. It was also signed by Sens. Chris Murphy, D-Conn.; Jeanne Shaheen, D-N.H.; Tammy Baldwin, D-Wis.; Sheldon Whitehouse, D-R.I.; Krysten Sinema, D-Ariz.; Maggie Hassan, D-N.H.; Mark Warner, D-Va.; Bob Casey, D-Pa.; Tim Kaine, D-Va.; Sherrod Brown, D-Ohio; and Mazie Hirono, D-Hawaii.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an interview earlier in the week, Blumenthal echoed an accusation that the Trump administration used the sub\u2019s funding to boost the nuclear weapons budget, which was first leveled by House Seapower and Projection Forces Subcommittee Chairman Joe Courtney, D-Conn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re using the Navy as a kind of piggy bank to fund other programs, and that\u2019s very dangerous to our national security,\u201d Blumenthal said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier in the week, Courtney called the shipbuilding budget request for eight ships \u201cdead on arrival\u201d and said it fails to support the administration\u2019s goal of a 355-ship Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis weak, pathetic request for eight ships \u2014 of which two are tugboats \u2014 is not only fewer ships than 2020, but fewer ships than the Navy told us last year it planned for 2021,\u201d Courtney said in a statement Monday.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2020\/02\/11\/the-us-navy-wants-more-ships-but-cant-afford-them-admiral-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"192\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/destroyer.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The US Navy wants more ships but can\u2019t afford them, admiral says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy&#039;s plan would add just 11 ships to the battle force over the next five years.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Courtney joined with the subpanel\u2019s top Republican, Rep. Rob Wittman of Virginia, to request the Navy\u2019s 30-year shipbuilding plan by the end of the month \u2015 and a written update on the status of the Navy\u2019s long-awaited force structure assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Wednesday, the House Armed Services Committee\u2019s top Republican, Rep. Mac Thornberry of Texas, voiced similar concerns but also touted the idea of a special fund for the Columbia-class submarine, which has eaten up much of the Navy\u2019s FY21 shipbuilding budget. (Appropriators are not on board with the idea, he noted.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need more ships, and eight ships a year is clearly not enough,\u201d Thornberry told reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a column this week in <a href=\"https:\/\/thehill.com\/blogs\/congress-blog\/foreign-policy\/482344-united-states-must-continue-investing-in-a-strong-355-ship\" target=\"_blank\">The Hill<\/a>, Wittman cited China\u2019s attempts to grow as a sea power as reason for the U.S. to build a 355-ship Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe bottom line is that China is investing monumental amounts in its naval force \u2014 further indicating that we have entered into a full-scale strategic competition,\u201d Wittman said. \u201cThese buildups and expansions have the potential to challenge U.S. maritime leadership in critical parts of the world. A bigger Navy would help advance our interests in this emerging maritime security environment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wicker has<a href=\"https:\/\/www.wicker.senate.gov\/public\/index.cfm\/press-releases?ContentRecord_id=267FB04D-1EE1-4554-850F-FFCF4EFDE7E5\" target=_blank> introduced <\/a>legislation called the SHIPS Implementation Act, which proscribes a shipbuilding plan for the Navy. If passed, the Navy would be bound to procure 39 new ships over the next five fiscal years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not every lawmaker is convinced of the need for a 355-ship Navy. Senate Seapower Subcommittee Chairman David Perdue, R-Ga., on Tuesday questioned whether that goal supports the National Defense Strategy \u2014 a question he plans to ask Pentagon leadership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked whether the FY21 request supports that goal, he demurred. \u201cYou\u2019re looking at one year\u2019s budget. You have to almost look at a 10-year plan. (Image courtesy \nof General Dynamics)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Columbia questions<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That this has become an issue for the Navy in 2021 is unsurprising. The service has warned for years that its shipbuilding budget would be adversely impacted by the next-generation Columbia-class ballistic missile submarine, the first of which is being funded this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first boat is going to cost the Navy $14 billion over three years, and the whole 12-ship class will cost in excess of $109 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Successive generations of senior Navy leaders have argued that the service should not bear the sole burden for the Columbia-class bill, since it is part of the national strategic deterrent. But Defense Secretary Mark Esper, in an exclusive interview with Defense News, said the Navy will be on the hook for Columbia just like the Air Force is for bombers and Ground Based Strategic Deterrent missile system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cClearly the Columbia is a big bill, but it\u2019s a big bill we have to pay,\u201d Esper said. \u201cThat\u2019s the Navy\u2019s bill. The Air Force has a bill called bombers and Ground Based Strategic Deterrent, so that\u2019s a bill they have to pay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe all recognize that. Acting Secretary [Thomas] Modly and I have spoken about this. He believes, and I think he\u2019s absolutely correct, that there are more and more efficiencies to be found within the [Defense] Department, the Navy and the Marine Corps, that they can free up money to invest into ships, into platforms.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2020\/02\/10\/defense-secretary-esper-says-new-us-missile-sub-is-the-navys-bill-setting-up-a-fight-with-congress\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/A4-Ohio-Class-Submarine-Nebraska-STILL-DVIDS-4552750.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Defense Secretary Esper says nuclear missile sub is \u2018the Navy\u2019s bill,\u2019 setting up a fight with Congress<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Despite years of warnings of the consequences to Navy shipbuilding it it was forced to pay for the new Columbia class ballistic missile submarine alone, Defense Secretary Esper says it&#039;s the Navy&#039;s bill to pay.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But in <a href=\"https:\/\/news.usni.org\/2020\/02\/12\/thornberry-uneasy-with-pentagon-shipbuilding-plan-supports-fully-funding-nuclear-triad\" target=\"_blank\">comments to USNI News<\/a>, Thornberry said he disagreed with that view, and said lawmakers made it clear that they\u2019d like Columbia paid for outside the shipbuilding account.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOn a bipartisan basis, we still think what we thought, and that is: If this is really the most important thing to defend the country and the top mission priority of the Department of Defense, then we ought to look at some sort of separate funding line,&#8221; Thornberry told USNI.
