Gen. Laura Yeager spoke Tuesday at the Maneuver Warfighter Conference at Fort Benning, Georgia, about the 40th Infantry Division\u2019s work on the urban puzzle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The unit held an \u201c<a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2018\/04\/25\/congressional-group-asks-army-to-look-at-building-an-urban-warfare-center\/\" target=\"_blank\">Urban <\/a>Planner\u2019s Conference\u201d in late 2021 \u2014 the first of its kind in recent years to focus exclusively on urban combat and disaster relief scenarios. The unit will plan another such conference in July in Los Angeles, California, with a trip to the National Training Center at Fort Irwin, California, she said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2021\/10\/12\/this-california-army-guard-unit-is-leading-the-charge-on-urban-operations\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/doorway.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">This California Army Guard unit is leading the charge on urban operations<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Leaders hope this first upcoming conference can lead to more.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Chairman of the Joint Chiefs of Staff Gen. Mark Milley publicly pushed the Army when he was the service\u2019s Chief of Staff in 2016 to look hard at how future fights in urban terrain could unfold.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The majority of the Earth\u2019s population lives in or near cities and America\u2019s likely combat zones in a major conflict \u2014 Asia and Europe \u2014 are dotted with not just cities and towns but megacities. For instance, Seoul, South Korea has a population of nearly 10 million people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yeager\u2019s unit saw gaps in their own urban understanding in a simulated training exercise more than a year ago. The exercise had the unit take a port inside a virtual city. Chris Hammond)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The demands for a non-combat, permissive environment operation in the real world were much greater.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last summer, the California Guard was called up across the state in response to the George Floyd-related Black Lives Matter protests that erupted following incidents of police brutality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The California Guard activated 10,000 soldiers. It hat 5,000 soldiers in the field within 48 hours of that activation. But that was far from enough even in Los Angeles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPut a brigade in a city the size of LA\u2026it\u2019s like a drop in the bucket,\u201d Yeager said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And her unit\u2019s soldiers are from there. They\u2019ve already built a network of experts from their first conference. They\u2019ve also partnered with retired Army Maj. John Spencer, chair of the Urban Studies Initiative at the Modern War Institute at West Point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In retirement, Spencer has joined the California State Guard, where he serves as a colonel and the duty expert for urban operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reached by phone Thursday, Spencer told Army Times that the 40th ID work on building a \u201cGray Book\u201d similar to air assault operations\u2019 \u201cGold Book\u201d will help institutionalize urban thinking and planning for unit leaders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 40th ID and NTC partnership will also improve urban training at the center and expose rotating units to more urban challenges than they may have faced during counterinsurgency operations, said Spencer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Spencer and retired Army Gen. Robert Abrams, who spoke at the conference on Thursday, both cautioned that high-end combat training is difficult to fully replicate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is about heavy anti-tank and combined arms,\u201d Spencer said. \u201cIt\u2019s really hard to replicate that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Abrams called the task nearly \u201cimpossible,\u201d but nevertheless, the Army is \u201cgoing to have to deal with the urban environment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The four-star pointed to the success the Army had in Sadr City, Iraq, and later coalition-led combat in Mosul. Though he noted that the damage done in Mosul was not what the Army wanted in future scenarios.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A lot of the work will require updating operations, and even doctrine, Spencer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe haven\u2019t seen a peer enemy in urban terrain since I want to say Seoul, 1950,\u201d Spencer said. \u201cWhat\u2019s changed since 1950?
