{"id":17001,"date":"2018-07-11T19:46:17","date_gmt":"2018-07-11T19:46:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/07\/11\/is-nato-capable-of-modern-deterrence\/"},"modified":"2026-08-07T21:37:05","modified_gmt":"2026-08-07T21:37:05","slug":"is-nato-capable-of-modern-deterrence","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nato-priorities\/2018\/07\/11\/is-nato-capable-of-modern-deterrence\/","title":{"rendered":"Is NATO capable of modern deterrence?"},"content":{"rendered":"<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=131cdb34-b4e2-4d74-96a4-0f6d7bb1ece0\" poster=\"\/wp-content\/uploads\/2026\/08\/video-poster-131cdb34-b4e2-4d74-96a4-0f6d7bb1ece0.jpg\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">According to Lithuania\u2019s defense minister, Raimundas Karoblis, its proving that the economic fight between the US and EU will not impact the NATO alliance.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 The fundamental goal of NATO is to provide a <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/07\/11\/trump-blasts-nato-allies-for-inaction-accuses-germany-of-being-under-russias-control\/\" title=\"\" class=\"\" target=\"_blank\">united front<\/a> that would deter potential adversaries from trying to strike at <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/07\/10\/two-foundations-for-a-successful-nato-summit\/\" title=\"\" class=\"\" target=\"_blank\">one or more<\/a> of the member states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But is that deterrence structure still relevant in 2018, when threats are less likely to come in the form of a tank invasion and more likely to come in a hybrid form, mixing cyber capabilities, propaganda and apparent nonstate actors?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That was the question tackled on the sidelines of the NATO summit Wednesday during an event hosted by the NATO Engages consortium and Defense News\u2019 associate editor for Europe, <a href=\"https:\/\/www.defensenews.com\/author\/sebastian-sprenger\/\" title=\"\" class=\"\" style=\"\" target=\"_blank\">Sebastian Sprenger<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b><a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\" title=\"\" target=\"_blank\" class=\"\">Click here for more from the NATO summit<\/a><\/b>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Noam Perski, international government lead for <a href=\"https:\/\/www.defensenews.com\/smr\/munich-security-forum\/2018\/02\/16\/the-bundeswehr-famously-bureaucratic-wants-to-charm-technology-startups\/\" title=\"\" class=\"\" target=\"_blank\">data firm Palantir Technologies<\/a>, questioned whether the democratic structures of the West are set up in such a way that they can truly deter a hybrid threat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For instance, military and law enforcement structures \u2015 including the gathering and sharing of intelligence \u2015 are purposefully stovepiped away from each other in many Western nations. By design, military units shouldn\u2019t have a hand in overseeing citizens, according to how some governments are structured.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But how does that work when a potential adversary insinuates itself into the population and acts more like a criminal threat than a traditional military? How does one stop a country like Russia from meddling in elections, or disrupting a power grid inside a nation?<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nato-priorities\/2018\/07\/11\/trump-wants-nato-to-aim-for-4-percent-spending\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-996949076.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump wants NATO to aim for 4 percent defense spending<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">U.S. President Donald Trump has railed on NATO nations for not spending 2 percent GDP on defense. Now he&#039;s raising the bar.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The best way, Perski indicated, would be to make sure information-gathering systems throughout the alliance are shared both across nations and internally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur ability to use all the sources available to us, the ability to share that with us so that data turns into intelligence, is actually quite limited,\u201d Perski posited. \u201cGiven an infinite amount of time we can come up with a good picture of things, but the world moves very quickly \u2026 a lot of this [comes down to] what is your technical [ability] to do this.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Knud Bartels, the retired Danish general who served as the kingdom\u2019s top uniformed official before becoming <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/06\/29\/nato-has-a-new-top-military-adviser\/\" title=\"\" class=\"selected-link\" target=\"_blank\" data-original-title=\"\" style=\"\">chairman of the NATO Military Committee<\/a> from 2011-2015, warned that technology can only solve one part of the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pointing to history, Bartels recalled how prior to the infamous Tet Offensive in Vietnam, intel analysts warned of a burst of activity, indicating an attack, but decision-makers trusted their eyes over the information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe real issue is when you present that to the decision-maker, does it fit into the [decision-maker\u2019s] preconceived world?\u201d Bartel said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe all need to keep in mind, be it at the political decision-making level or military decision-making level, are we seeing what we want to see, or are we seeing what is really taking place and shaping up?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While there admittedly may be a struggle on the hybrid side, the traditional structure of NATO deterrence \u2015 based around the Article 5 clause, which provides a collective defense for NATO members \u2015 still works on the great conflict level, according to Lithuanian Defence Minister Raimundas Karoblis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t have any doubts Article 5 would work,\u201d Karoblis said, before going on to downplay concerns that recent tensions between the U.S. and Europe could lead to a fundamental break in NATO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYes, sometimes we have some misunderstand[ings] in the family, but these are family matters, and we cannot give any opportunities to our adversary so that he could think to risk testing the unity of NATO and the reliability of NATO,\u201d Karoblis said. \u201cWe are members of NATO and the guarantees [the alliance] definitely will work, even in the worst possible scenario.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nato-priorities\/2018\/06\/29\/the-case-of-germany-could-test-mattiss-standing-with-trump\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3156276.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The case of Germany could test Mattis\u2019 standing with Trump<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Germans have no idea what the U.S. president might say at the upcoming NATO summit, but some are bracing for the worst.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Put another way: \u201cWe\u2019re not as bad as we say we are,\u201d said German Commander Helena Linder-Jess, the first female commanding officer of the German Navy. However, she too agreed that changes are needed to deal with the modern threats that aren\u2019t covered in the traditional NATO structure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Linder-Jess perhaps encapsulated the fundamental challenge facing the alliance right now when asked by a Latvian lawmaker about why NATO nations aren\u2019t doing more strategic forecasting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She defended the work done by the various militaries, saying the nations try their best to consider the long term. But fundamentally, \u201cyou plan and you do that strategic plan, [but] things happen and you have to react to those things, and that interrupts your planning.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMaybe it is also that you have the feeling we are being reactive because there is so much going on,\u201d she
