Several exchanges of gunfire were reported Monday as Iraqi forces took over Kurdish-controlled buildings and facilities in Kirkuk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S.-led task force in command of operations in Iraq and Syria issued a statement Monday that urged all sides to avoid escalations, but downplayed the movement of Iraqi military vehicles into Kirkuk as \u201ccoordinated movements, not attacks,\u201d and called the predawn gunfire \u201ca misunderstanding and not deliberate.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Iraqi Embassy in Washington also issued a statement saying Baghdad\u2019s deployment of federal security forces in Kirkuk \u201cis a legal and constitutional measure taken in coordination with the local security forces.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Baghdad said it is \u201cavoiding any clashes in restoring federal authority and strives to prevent the outbreak of violence\u201d and warned of \u201cill-intentions by party militias outside the Kirkuk security structure.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pentagon spokesman Army Col. Rob Manning said no U.S. forces were involved in the operation in Kirkuk, however U.S. advisers were \u201cin the vicinity,\u201d as they have been for months, to assist Iraq\u2019s fight against the Islamic State.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Manning said U.S. commanders in Iraq are working with both Iraqi and Kurdish forces to try to get to return to a dialogue. However if Iraqi forces do not cease the offensive, one possibility could be ceasing the equipment and training support the U.S. has provided.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not going to speculate on that, but I\u2019ll tell you we\u2019re looking at all options,\u201d Manning said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/home\/2015\/10\/15\/iraqi-forces-add-russian-guns-to-us-tanks-for-isil-fight\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635805162309417890-115543jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Iraqi Forces Add Russian Guns to US Tanks for ISIL Fight<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Shia militiamen in Iraq dropped off an American-supplied Abrams tank at a US-supported repair facility where workers were surprised to find an attached Russian machine gun plus Iranian ammo, Defense News has learned.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">There are currently more than 5,000 U.S. troops in Iraq, including U.S. forces who are advising and assisting the Iraqi military\u2019s forward-deployed operational units. Those U.S. forces, along with U.S. air support and intelligence, was key to the defeat of the Islamic State in Mosul earlier this year. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. arms sales to Iraq top $26 billion since Sept. 11, 2001 through 2015, according to data compiled by the Security Assistance Monitor, a program of the Center for International Policy. Some $4.8 billion was announced in 2016 and 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. Sen. John McCain warned of \u201csevere consequences\u201d if U.S.-supplied military equipment that was intended to fight the Islamic State is misused by the Iraqi military in clashes between Iraqi forces and the Kurdish Peshmerga in northern Iraq.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe United States provided equipment and training to the Government of Iraq to fight ISIS and secure itself from external threats\u2014not to attack elements of one of its own regional governments, which is a longstanding and valuable partner of the United States,\u201d McCain, R-Ariz., and the chairman of the Senate Armed Services Committee said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMake no mistake, there will be severe consequences if we continue to see American equipment misused in this way.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McCain was \u201cespecially concerned\u201d by reports that Iranian and Iranian-backed militias are part of the assault.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There have been unconfirmed rumors and media reports that Iranian forces are using M1 Abrams tanks the U.S. supplied to Baghdad against Kurdish Peshmerga forces in Kirkuk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Col. Ryan Dillon, spokesperson for the U.S.-led task force, said the U.S. military \u201ccan only provide equipment to vetted groups\u201d that have adhered to various human rights principles and standards. But, he said: \u201cThere have been questions about how non-vetted groups\u201d have obtained U.S. military hardware.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Iraqi government had 140 U.S. M1 Abrams tanks before ISIS took most of northern Iraq in 2014. It is unclear how many of those tanks were captured by ISIS and other forces. A January 2015 video showed an M1 Abrams tank in Iraq flying the Hezbollah flag. Iraqi officials said the tank was part of an Iraqi military convoy that was flying the flag in solidarity with Shiite militia.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A lot of U.S. military equipment ended up in the hands of various groups after ISIS took over large swaths of territory in Iraq, Dillon said. Dillon said he couldn\u2019t speak for the Iraqi government about whether they had given U.S. military hardware to Iranian-backed militias.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rachel Stohl, of the Stimson Center, a nonpartisan think tank, said there is a calculated risk when the U.S. supplies arms to an ally in a counterterrorism fight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s such a complicated situation. Because when you give weapons to a country or group, you can\u2019t control how they chose to use to use them. We may have given weapons for a [counter-terror] fight, but if there is another armed conflict, they will likely use them in those conditions,\u201d Stohl said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThough there are end-use agreements, the consequences for violating them would be future-oriented \u2013 in the future we wouldn\u2019t sell them something,\u201d
