href=\"https:\/\/www.defensenews.com\/naval\/2016\/11\/02\/canada-widens-the-aperture-in-search-of-new-warships\/\" target=_blank>Royal Canadian Navy<\/a> is moving toward <a href=\"https:\/\/www.defensenews.com\/naval\/2018\/03\/02\/british-type-26-frigates-to-get-lockheed-missile-launcher\/\" target=_blank>Britain\u2019s Type 26 <\/a>frigate design, a multimission ship designed to cut through the water quietly, hunt submarines, and defend against hostile missiles and aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Canadian government announced mid-October that a team led by Lockheed Martin Canada had been selected as the \u201cpreferred designer.\u201d That team was offering up British defense firm BAE Systems\u2019 Type 26 design.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To some, the selection of the Type 26 design was a surprise given that Britain only <a href=\"https:\/\/www.royalnavy.mod.uk\/news-and-latest-activity\/news\/2017\/july\/20\/170720-first-new-type-26-frigate-is-named-as-steel-cutting-begins-on-the-clyde\" target=\"_blank\">just began cutting steel <\/a>for the first one last summer, and as with any new ship and design, there is a high potential for cost overruns and delays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the Arctic nation\u2019s selection of a ship that is a purpose-built sub hunter could be a sign that it is willing to accept those risks because of the strategic threat Russia poses to Canada\u2019s interests at the rapidly thawing top of the world.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/navy-league\/2018\/04\/09\/as-arctic-waters-open-nations-plant-their-flags\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" plant their flags<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Arctic panel at the Navy League\u2019s Sea-Air-Space exposition comes at a time when the sea ice on top of the world continues to retreat, presenting billions of dollars in new economic potential that is surfacing alongside new environmental and security challenges.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cFor the Canadians, anti-submarine warfare is a big deal,\u201d said Bryan Clark, a retired U.S. submarine officer and analyst with the Center for Strategic and Budgetary Assessments. \u201cIf you are worried about the Russian sub threat and the air threat, then, yeah, the Type 26 makes sense.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeed, BAE executives here said a big part of Type 26 is its anti-submarine warfare-friendly design elements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat was a huge discriminator for us,\u201d Anne Healey, a vice president with BAE Systems, told a roundtable of reporters at the Euronaval conference. \u201cWe are extremely quiet and we are probably the world\u2019s most advanced frigate \u2026 and that\u2019s a key element of what sets us apart and what\u2019s valued by the Canadian Navy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ASW features were also a big factor for Australia, which is locked in a standoff with China over its actions in the South and East China seas, vital sea lanes for the Pacific nation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The shift toward ASW is part of an industry trend, said Gary Fudge, a vice president with Lockheed Martin Canada.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor the last 15 years, most allied navies have put their efforts into anti-air warfare, whereas the threat that has emerged in the last 15 years is largely in submarine technologies,\u201d Fudge said. &#8220;So we wake up 15 years later finding that the focus has gone into anti-air, but the real threat is in submarines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe number of submarines produced in the 15 years is phenomenal, and now the world has woken up and it doesn\u2019t have the same ASW capability anymore and it hasn\u2019t kept pace with the anti-air warfare technology. So Canada is very interested in getting back on track.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All told, Canada wants to buy up to 15 frigates with a notional total program cost of $60 billion all in. And while the selection of Lockheed and BAE is a big win for the companies, the project could still fall through as the program enters an evaluation phase where Lockheed\u2019s bid will be examined, and Canada\u2019s requirements will be reviewed to ensure that Type 26 is the best bet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The final decision should come some time over the winter, <a href=\"https:\/\/www.cbc.ca\/news\/politics\/frigate-designer-canada-defence-1.4869268\" target=_blank>according to a report<\/a> by the Canadian Broadcast Corporation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But assuming the contract moves forward, it would mean three of the <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/02\/05\/french-official-details-intelligence-sharing-relationship-with-five-eyes\/\" target=\"_blank\">\u201cFive Eyes\u201d countries<\/a> \u2014 the United Kingdom, Australia and Canada \u2014 will operate Type 26 frigates. (The United States \u2014 which passed on the Type 26 design during its frigate competition \u2014 and New Zealand are the other two counties in the intelligence sharing pact.)<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/asia-pacific\/2018\/06\/28\/report-australia-selects-bae-for-frigate-design\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1434573953000.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">BAE reportedly comes out on top in Australia\u2019s future frigate showdown<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Australia&#039;s decision to go with the Type 26 frigate design will have a long-term impact on other competitors.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Risk<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Clark, the CSBA analyst, said the selection of Type 26 was in some ways surprising because of the potential for cost overruns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not yet a proven ship, and you are taking a ship that is not even built yet and making it the basis of your frigate program,\u201d Clark said. \u201cIt is a little surprising, especially for a country that might lack the wherewithal and the funding for potential cost and schedule overruns.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But BAE thinks Canada will be in good shape because the British and Australian programs are underway, meaning Canada should be able to avoid early mistakes through shared lessons learned.
