{"id":17345,"date":"2018-12-10T10:00:16","date_gmt":"2018-12-10T10:00:16","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/12\/10\/senate-faces-off-with-trump-over-khashoggi\/"},"modified":"2026-08-07T21:38:08","modified_gmt":"2026-08-07T21:38:08","slug":"senate-faces-off-with-trump-over-khashoggi","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/12\/10\/senate-faces-off-with-trump-over-khashoggi\/","title":{"rendered":"Senate faces off with Trump over Khashoggi this week"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Senate is preparing to defy President Donald Trump\u2019s <a href=\"https:\/\/www.defensenews.com\/2018\/11\/20\/trump-statement-sticks-with-saudis-hyping-economic-benefits-of-alliance\/\" target=\"_blank\">support<\/a> for Saudi Arabia following journalist Jamal Khashoggi\u2019s killing, teeing up an unprecedented floor vote this week to <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/11\/28\/mattis-pompeo-back-riyadh-ahead-of-vote-to-cut-off-military-support-in-yemen-war\/\" target=\"_blank\">invoke Congress\u2019s war powers<\/a> to end U.S. military involvement in the Saudi-led war in Yemen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This week promises a flurry of activity that could curtail U.S. arms sales to Riyadh, and add new sanctions or rebuke of Saudi Crown Prince Mohammed Bin Salman for his alleged role in Khashogghi\u2019s death, according to retiring Senate Foreign Relations Committee Chairman Bob Corker, R-Tenn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have three different efforts underway, all of which have a lot of momentum,\u201d Corker said Thursday after meeting with other senators to negotiate a path forward. \u201cI think it\u2019s really good to have all this happening at the same time. I think it sends a really strong signal.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers are anxious to act, particularly after CIA Director Gina Haspel briefed a small group of senators behind closed doors Wednesday on the CIA&#8217;s assessment that the crown prince likely ordered Khashogghi\u2019s death at the Saudi consulate in Istanbul.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump has frustrated lawmakers by repeatedly avoiding a rebuke of Saudi Arabia, a close ally, pointing to the domestic economic benefits of U.S. arms sales to Saudi Arabia and Riyadh\u2019s role in preventing a spike in oil prices. He, Secretary of State Mike Pompeo and Secretary of Defense James Mattis, have said publicly that there is no definitive evidence or \u201csmoking gun\u201d connecting the Saudi crown prince to Khashoggi\u2019s killing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate is preparing to vote some time this week on a resolution that would end U.S. military support for the Saudi-led fight in Yemen, which is likely to have the 51 votes necessary to advance to the floor. It\u2019s unclear, however, whether there will be a freewheeling debate or whether GOP leaders will attempt some way to derail a floor vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is virgin territory,\u201d said the Senate\u2019s No. 2 Democrat, Dick Durbin, of Illinois. \u201cIt we get into the War Powers Act and the parliamentarian opens the door for related amendments, we could finally have the most serious foreign policy debate we\u2019ve had in the Senate in two years, maybe six.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/09\/13\/yemen-skeptics-in-congress-see-politics-shifting-their-wayand-against-trump\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18078736239319.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Yemen skeptics in Congress see politics shifting their way \u2014 and against Trump<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Trump administration just doubled down on Yemen, but opponents in Congress say they are getting stronger.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Because there is no precedent for the resolution, it\u2019s possible that lawmakers might attempt to add amendments unrelated to Congress\u2019s war powers. To block the use of this and future war powers resolutions as all-purpose legislative vehicles, Corker said he will call for a vote to allow only \u201cgermane\u201d amendments\u2014which he expects will pass.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But with the war powers resolution, the Senate risks taking a step that, according to Corker, merely sends a message to Saudi Arabia and has no effect on administration policy\u2014even in the unlikely event the measure passes the House and the president signs it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not so, said Sen. Chris Murphy, D-Conn., and a sponsor of the war powers resolution with Sen Bernie Sanders, I-Vt., and Mike Lee, R-Utah. If it passes, Murphy said, the U.S. would be banned from refueling coalition aircraft, U.S. troops would be pulled from a joint targeting center and the U.S. would not be able to escalate its presence in the war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe administration will say we\u2019re not flying any refueling missions any more, but they can start refueling tomorrow,\u201d Murphy said. \u201cIt\u2019s my belief they stopped the refueling to try to stop there from being 50 votes on this resolution.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Otherwise, Murphy said he sees Corker and other Republicans as attempting a correction on Trump\u2019s \u201coff the rails\u201d Saudi policy. Any action, he said, would have to end Yemen\u2019s civil war\u2014where civilian casualties average 123 per week\u2014for it to pass in the Senate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe most important thing is to stop the slaughter of civilians inside Yemen,\u201d Murphy said. \u201cI\u2019m upset about Khashoggi, but I\u2019m much more upset about the fact that this administration has allowed thousands of kids to die inside of Yemen. We need to end that war.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A bloc of Republicans who hope to see that measure rejected, including Corker, want a different means to signal, if not punish Riyadh. Sen. Marco Rubio, for example, values Saudi efforts against the Houthi rebels in Yemen as a hedge on Iran, a country he sees as a key threat to the U.S.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think there needs to be repercussions for what happened, but those repercussions shouldn\u2019t be blowing up the Saudi alliance,\u201d said Rubio, R-Fla. \u201cYou can\u2019t lure someone into a consulate, chop them up to pieces and think it\u2019s going to be business as usual.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/11\/29\/officials-showcase-more-weapons-they-say-link-iran-to-terror-across-the-region\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Iranian-anti-tank-missile.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Officials showcase more weapons they say link Iran to terror across the region<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">From grenades to short-range ballistic missiles, items recovered across the Middle East are on display in Washington.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Senate Foreign Relations Committee plans to mark up a bipartisan bill that would impose sanction and both prohibit arms sales and refueling support to the kingdom. It would also penalize anyone preventing humanitarian aid from getting to those in desperate need in war-ravaged Yemen, or supporting the Houthi rebels, a group backed by Iran.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Corker said he would support the bill \u2014 \u201cit\u2019s actually real policy, it\u2019s not using war powers\u201d \u2014 but it\u2019s unclear what path the bill will take in the waning days of the current Congress to become law. \u201cI think the Menendez-Young effort is likely one that continues into next year,\u201d Corker said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Lindsey Graham, R-S.C., said he is supporting that bill, which is sponsored by Sens. Todd Young, R-Ind., and Bob Menendez, D-N.J., and another measure that states Mohammed is responsible for Khashoggi\u2019s murder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a one-two punch,\u201d Graham said. \u201cYou basically make a definitive statement about whether you think MBS is complicit in the murder of Mr. Khashoggi \u2014 I do \u2014 and if you get a good vote there, that gives you a reason to impose sanctions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers are sorting through several proposed measures that condemn Mohammed for his alleged responsibility for Khashoggi\u2019s murder. Corker said it was possible the Senate\u2019s GOP leadership would quickly bring a measure with the right language to the floor, where he predicts, \u201cit passes with 90 votes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s beyond doubt in my opinion. He would be convicted in less than 30 minutes if he went before a jury,\u201d Corker said of Mohammed. \u201cI think it\u2019s important for us to pass something in the Senate that strongly condemns what this crown prince has done in killing this journalist.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Graham, Rubio, Young, and Democrats Dianne Feinstein, Ed Markey, and Chris Coons, introduced a non-binding resolution on Wednesday that says the crown prince is \u201ccomplicit\u201d in Khashoggi\u2019s murder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That resolution also condemns Saudi Arabia over human rights abuses related to its war in Yemen, the diplomatic and economic blockade against Qatar and the imprisonment of political
