{"id":17666,"date":"2017-12-26T12:00:28","date_gmt":"2017-12-26T12:00:28","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2017\/12\/26\/could-the-pentagons-new-rampe-head-take-over-military-space-programs\/"},"modified":"2026-08-07T21:35:27","modified_gmt":"2026-08-07T21:35:27","slug":"could-the-pentagons-new-rampe-head-take-over-military-space-programs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/space\/2017\/12\/26\/could-the-pentagons-new-rampe-head-take-over-military-space-programs\/","title":{"rendered":"Could the Pentagon\u2019s new R&amp;E head take over military space programs?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Pentagon\u2019s new office of the undersecretary of research and engineering could end up with a lead role in America\u2019s development of military space capabilities, as the department grapples with congressional interest in a massive reorganization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2015, the Pentagon declared that the Air Force secretary will henceforth also be the principal Department of Defense space adviser, or PDSA \u2014 the department\u2019s top adviser on space issues. But recent congressional action stripped that job from Air Force Secretary Heather Wilson and handed the choice of where it should go to Deputy Defense Secretary Patrick Shanahan. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now the Pentagon\u2019s No. 2 has hinted he is considering switching that job over to the newly created undersecretary of research and engineering.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While responding to a question about who would take up the PDSA job in the future, Shanahan quickly brought up the fact that the man expected to be the new R&amp;E head would be coming in with a wealth of space experience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe haven\u2019t laid flat the final responsibilities there, but what\u2019s really exciting about next year is we\u2019ve got Mike Griffin on board,\u201d who touts extensive experience in the space domain, the deputy told reporters Dec. 21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Griffin, a former NASA administrator during the George W. Bush administration, was <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/12\/12\/griffin-formally-nominated-for-rampe-spot-while-lord-may-not-need-new-hearing\/\" title=\"\" class=\"\" target=\"_blank\">formally nominated this month<\/a>. He has yet to have a confirmation hearing but is expected to have one in January with the goal of having him in place by the Feb. 1 creation of the R&amp;E job. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/08\/02\/this-is-the-pentagons-new-acquisition-structure\/\" title=\"\" class=\"\" target=\"_blank\">currently constructed<\/a>, the R&amp;E office is not planned to have a heavy hand in space issues, aside from its broad mandate to help develop new technologies. But Griffin\u2019s space experience seems to have captured the interest of Shanahan as the deputy is working through broader changes to the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked directly if Griffin could become the PDSA, Shanahan called it a \u201cpossibility,\u201d but said he expects Griffin would take on a leadership role for space issues regardless of the former NASA head\u2019s formal title.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe\u2019s one of the finer minds and more experienced leaders in space,\u201d Shanahan said. \u201cThat\u2019s why we put him on the table.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Todd Harrison, of the Center for Strategic and International Studies, said having Griffin take the PDSA role would be \u201ca logical pick,\u201d but warned that Griffin, if confirmed, will face a series of challenges over the creation of R&amp;E that will dominate his time. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201dGriffin will already have his hands full standing up a new organization,\u201d Harrison noted. \u201cAnd it&#8217;s not clear how much actual power he will have to force the services to carry out a decision he makes. The services have the money and the milestone decision authority.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question of who will become the DoD\u2019s point person for space issues has become increasingly contested over the last year <a href=\"https:\/\/www.defensenews.com\/space\/2017\/11\/21\/space-for-a-space-corps-congress-lays-groundwork-for-controversial-plan\/\" title=\"\" class=\"\" target=\"_blank\">following a push<\/a> by House Strategic Forces Subcommittee Chairman Rep. Mike Rogers, R-Ala., to create a new Space Corps inside the department. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move, heavily opposed by the Pentagon, eventually failed, but the 2018 National Defense Authorization Act still required that Shanahan decide who should have the PDSA role \u2014 and specified that it cannot go back to the Air Force. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NDAA also killed off the Air Force\u2019s new three-star billet for deputy chief of staff for space operations. Instead, it gives more responsibility to Air Force Space Command for space acquisitions, resource management, requirements, war fighting and personnel development \u2014 viewed as a start for the potential creation of a Space Corps in the future, where Space Command could be spun off into its own service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite clashes over the Space Corps, Shanahan said Rogers has been \u201creally good\u201d to work with as the department figures out the best way forward on space issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI mean, some people can read that we\u2019re at odds about this,\u201d the deputy said. \u201cIt\u2019s actually been really collegial about how do we do this better and faster, and really get at some of the capabilities that are going to make us very competitive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For his part, Rogers has said he plans to keep the fight going for a full-fledged Space Corps, with the <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/reagan-defense-forum\/2017\/12\/02\/key-lawmaker-vows-to-continue-space-corps-fight\/\" title=\"\" class=\"\" target=\"_blank\">expectation it will be stood up<\/a> sometime in the next five years. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Joe Gould in Washington contributed to this
