{"id":18088,"date":"2015-05-14T21:44:18","date_gmt":"2015-05-14T21:44:18","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2015\/05\/14\/sasc-approves-policy-bill-but-without-reed\/"},"modified":"2026-08-07T21:42:32","modified_gmt":"2026-08-07T21:42:32","slug":"sasc-approves-policy-bill-but-without-reed","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2015\/05\/14\/sasc-approves-policy-bill-but-without-reed\/","title":{"rendered":"SASC Approves Policy Bill \u2014 But Without Reed"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The US Senate Armed Services Committee on Thursday approved a bill that authorizes nearly $590 billion in base defense and war spending, but without the support of the panel&#8217;s top Democrat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The committee approved a nearly $500 billion base Defense Department budget in 2016 and $89 billion for the overseas contingency operations (OCO) account. The measure, approved with the support of all but four SASC Democrats, also would keep alive the A-10 attack aircraft fleet while adding F\/A-18 Super Hornet and F-35B Lightning II fighter jets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans and Democrats support those moves, but Ranking Member Sen. Jack Reed of Rhode Island voted against sending the bill to the Senate floor because he wanted to make what he dubbed &#8220;a very important point.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reed told reporters his no vote was an attempt to trigger a bipartisan effort to craft a measure that would raise both defense and domestic spending caps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republican leaders in both chambers this year inflated the war fund by nearly $40 billion to appease defense hawks, who threatened to sink a GOP budget resolution without more Pentagon funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;On both sides of the aisle, the first thing out of everyone&#8217;s mouth is,&#8221; Reed said, &#8220;we should get rid of the sequester.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He wants his no vote to get the attention of Republicans and Democrats about a deal to raise defense and domestic spending caps. Most GOP members say the military is dangerously underfunded at a time of perhaps unprecedented threats, and Democrats claim the domestic spending limits are hurting the economy and those who most need entitlement programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;If we don&#8217;t get this started now \u2026 I&#8217;m afraid that the status quo will set in,&#8221; Reed told reporters. &#8220;And then we will find ourselves in an untenable [situation].&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members and aides are talking about striking a cap-busting fiscal deal this year, but so far, no serious plan has been presented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If none is, and the inflated OCO remains in the committee&#8217;s defense bill, Reed said he would vote against it on the Senate floor.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Democratic Sens. Bill Nelson of Florida, Kirsten Gillibrand of New York and Mazie Hirono of Hawaii joined Reed in voting no, he said.<\/p>\n\n\n\n<p>The OCO flap bled over into the Senate after erupting in the House <span class=\"rte rte-comment\">on<\/span>this week when HASC Ranking Member Rep. Adam Smith, D-Wash., said he would oppose the lower chamber&#8217;s version of the defense bill because of the inflated war funding without more domestic spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bitterness continued Thursday when House Speaker Rep. John Boehner, R-Ohio, called it &#8220;shameful&#8221; that Democrats would oppose a bill authorizing funding for the troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This shouldn&#8217;t be a tough vote,&#8221; Boehner said. &#8220;Democrats are now saying they support our troops before they opposed them.&#8221;<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">As SASC Chairman John McCain, R-Ariz briefed reporters on his bill, <\/span>Smith shot back at Boehner in a big way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Speaker Boehner says it is &#8216;shameful&#8217; for Democrats to vote against this year&#8217;s NDAA, because, he claims, opposing the NDAA is opposing our troops,&#8221; Smith said in a statement. &#8220;But Speaker Boehner voted against the NDAA in 2009 and 2010 with well over 100 of his fellow Republicans joining him both times. If he thinks it is so shameful to vote against the NDAA, then somebody should ask the speaker how he lives with his own shame.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It is hypocritical and the height of shameless partisan pandering for him to now claim that a vote against the NDAA is a vote against the troops. It is not,&#8221; Smith added. &#8220;Regardless of whether we support the NDAA or not, we all support the brave men and women of our military who defend this country. Speaker Boehner is only implying otherwise in order to score cheap partisan points. Shame on him.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, Reed praised the other contents of the legislation. At a separate press conference, SASC Chairman John McCain, R-Ariz., dubbed the measure &#8220;a sweeping reform bill.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among other proposals, the legislation appears to go further than a House Armed Services Committee-crafted version on Pentagon acquisition reform.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">McCain said his bill would reinsert the service chiefs into the process of developing and buying weapons systems and make them &#8220;accountable&#8221; when programs have problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The acquisition-reform language would require DoD program managers to acknowledge issues and spell out their plans to remedy them, McCain said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The panel voted to add six Lockheed Martin-made F-35Bs for the Marine Corps, an amount above the Pentagon&#8217;s request, and 12 Boeing-made F\/A-18 Super Hornet fighters for the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SASC also is proposing fully funding the Navy&#8217;s Ohio-class submarine replacement program, while the House version would transfer some of the funding to another account. That sets up a potential issue to be ironed out by a House-Senate conference committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate panel also wants to stick with the Navy&#8217;s cruiser lay-up, known colloquially as &#8220;2-4-6&#8221; (two cruisers per year for a long-term phase modernization period, no greater than four years and no greater than six in modernization at any given time).
