{"id":18184,"date":"2021-06-14T01:00:00","date_gmt":"2021-06-14T01:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/06\/14\/nato-to-look-eastward-and-inward-at-summit\/"},"modified":"2026-08-07T21:45:22","modified_gmt":"2026-08-07T21:45:22","slug":"nato-to-look-eastward-and-inward-at-summit","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nato-priorities\/2021\/06\/14\/nato-to-look-eastward-and-inward-at-summit\/","title":{"rendered":"NATO to look eastward and inward at summit"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">COLOGNE, Germany \u2014 NATO heads of state and government will confront a sizable to-do list at their June 14 Brussels summit, as the event will set the path for hardening the alliance\u2019s outer defenses while staying limber on the inside.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The summit will mark one of the first major in-person defense events after the global coronavirus pandemic began showing signs of ebbing. It will also be the first such gathering with U.S. President Joe Biden, whose predecessor had NATO officials worrying more about keeping the alliance together than composing a forward-looking agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deterrence is expected to be one of the major themes, as member states in Europe look to craft a message to Russia that NATO\u2019s eastern flank is off limits to what they see as Moscow\u2019s military adventurism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To that end, leaders at the summit will consider how best to implement a key document, the classified Concept for Deterrence and Defence of the Euro-Atlantic Area, or DDA for short, drawn up by military planners. The plan is part of the core canon of NATO doctrine, tying together national strategies and modernization programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO\u2019s easternmost members have shown a particular interest in seeing the concept put into practice through military heft. Russian forces are gearing up for the large-scale <a href=\"https:\/\/www.defensenews.com\/global\/2017\/11\/22\/lessons-from-zapad-jamming-nato-and-the-future-of-belarus\/\" target=\"_blank\">Zapad exercise<\/a> this summer, which has former Soviet Union countries that are now part of the Western alliance on edge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom Estonia\u2019s perspective, it\u2019s important that the DDA will form the backbone of the alliance\u2019s modernized deterrence and defense posture, providing the strategic framework necessary to deter and defend against all threats and ensure rapid and timely reinforcement of any ally,\u201d Estonian Defence Minister Kalle Laanet told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One idea pitched by the <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2021\/05\/24\/baltic-states-vow-to-tighten-their-defense-ties-with-an-eye-on-russia\/\">Baltic countries<\/a> in recent years, expected to resurface at the summit, entails expanding the alliance\u2019s air-policing mission on the northeastern flank into a broader air defense mission, including anti-missile weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Strategic homework<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The summit is also expected to formally order the production of a new NATO strategic concept, to conclude within a year. That work amounts to a wholesale revision of alliance guidance, to which member nations align their national defense plans. The most recent concept hails from 2010, predating Russia\u2019s 2014 annexation of Crimea from Ukraine that changed the strategic calculus for European governments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe new strategic concept would be a milestone, as so many issues regarding threats and deterrence flow from it,\u201d said German lawmaker Tobias Lindner, the Green Party\u2019s point man for defense issues in the Bundestag.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The topic of deterrence \u2014 nuclear, that is \u2014 is expected to make a reprise in Germany following the federal election in late September, where the Greens have a shot at joining the next governing coalition, according to recent polls.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whenever major defense questions come up in the country, Germany\u2019s continued participation in NATO\u2019s nuclear-sharing arrangement \u2014 meaning German Tornado aircraft carrying U.S. atomic bombs into a hypothetical war \u2013 ends up on the table.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"4672\" height=\"3115\" src=\"\/wp-content\/uploads\/2026\/08\/GettyImages-1132699924-2.jpg.jpg\" alt=\"\" class=\"wp-image-35950\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1132699924-2.jpg.jpg 4672w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1132699924-2.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1132699924-2.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1132699924-2.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1132699924-2.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1132699924-2.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 4672px) 100vw, 4672px\" \/><figcaption class=\"wp-element-caption\">A German &#8216;Tornado&#8217; fighter aircraft  prepares to land at B\u00fcchel air base on Feb. 27, 2019, near Cochem, Germany. (Photo by Thomas Lohnes\/Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">While the Greens are known to reject nuclear weapons, their exact stance would probably be finalized only during actual coalition negotiations, Lindner told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He predicted the party\u2019s position will end up something like this: The Greens want Germany to get out of the nuclear weapons business, and by extension discuss the Tornado replacement strategy, but not in a way that would be disruptive to Berlin\u2019s defense commitments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>China challenge<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO leaders are also expected to advance the alliance\u2019s thinking on China, a country where perceptions in Europe and the United States perhaps diverge the most. NATO\u2019s 2019 London Declaration only refers to China as having \u201cgrowing influence and international policies\u201d that present \u201cboth opportunities and challenges.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beijing\u2019s combination of economic, diplomatic and military means to pursue its global agenda has at times flummoxed Western analysts trained to think in the currency of hard power or, at best, hybrid conflicts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the alliance\u2019s strategies for keeping Chinese expansionist ambitions in check is to deepen relations with partner nations in the Asia-Pacific region. NATO Secretary General Jens Stoltenberg <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2020\/06\/08\/nato-chief-seeks-to-forge-deeper-ties-in-chinas-neighborhood\/\">previously referred to the approach<\/a> as flexing the alliance\u2019s political muscle in the region while keeping the geographic center of gravity in the Euro-Atlantic area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe share the values of many of those Asia-Pacific partners, and we are a values-based military alliance,\u201d Air Chief Marshal Stuart Peach, the chairman of the NATO Military Committee, said in an interview with Defense News. \u201cTherefore, working with them in this world, which is, let\u2019s say, disturbed, seems to make sense to us. It can take many forms: partnership on missions, partnership on exercises, mutual maritime support, working together on cyber resilience.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Peach expects the summit to provide new guidance on \u201cthe general direction of travel\u201d when it comes to implementation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere isn\u2019t a defined, finite list of activities,\u201d he said. \u201cSome of it will depend on their ambition and on our ambition. Whatever political direction we\u2019re given at the summit, we can match that with military partnership.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Europe, there has been something of a newfound interest in proving that countries can muster lengthy naval deployments to the region. The French military, for example, sailed its nuclear-powered submarine Emeraude through the South China Sea this year. Germany is expected to send a frigate this summer, though military leaders and diplomats in Berlin have reportedly been at odds over how overtly they want the trip to serve as a freedom-of-navigation operation in an area where multiple countries, including China, are butting heads over disputed territories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps most visibly, a <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2021\/04\/26\/british-name-enormous-carrier-strike-group-heading-for-the-indo-pacific\/\">U.K. carrier strike group<\/a>, with the new aircraft carrier Queen Elizabeth as the flagship, set sail toward the region on May 22. Jorg Vollmer, who commands Allied Joint Force Command Brunssum, <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2021\/03\/04\/nato-grapples-with-grasping-chinas-transportation-clout-in-europe\/\">questioned<\/a> whether NATO officials fully understand Beijing\u2019s business involvement in Europe\u2019s transportation infrastructure. Chinese companies have been snapping up shares in most of Europe\u2019s major ports, for example, leading local planners to wonder if that could impede NATO\u2019s military mobility during a conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the tools for keeping abreast of Chinese influence over transportation and telecommunications infrastructure involves a data \u201cdashboard\u201d for mapping Chinese investments related to its Belt and Road Initiative, alliance officials told Defense News earlier this year. The dashboard system was designed to aggregate open-source information to serve as a decision-making tool for NATO planners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are concerned about infrastructure ownership,\u201d Peach said, adding that alliance officials are striving to deepening their understanding of what\u2019s at stake. \u201cSometimes ownership isn\u2019t absolutely clear.
