{"id":18387,"date":"2018-02-20T17:39:01","date_gmt":"2018-02-20T17:39:01","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/02\/20\/nato-command-change-to-address-deficiencies\/"},"modified":"2026-08-07T21:41:59","modified_gmt":"2026-08-07T21:41:59","slug":"nato-command-change-to-address-deficiencies","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2018\/02\/20\/nato-command-change-to-address-deficiencies\/","title":{"rendered":"NATO command change to address \u2018deficiencies\u2019"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">BRUSSELS \u2014 NATO insists its new-look command structure will help the Western alliance deal with the \u201cmost serious security challenges in a generation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though full details are yet to be confirmed, the organization is revamping its structures partly to better counter the <a href=\"https:\/\/www.defensenews.com\/smr\/munich-security-forum\/2018\/02\/17\/graham-to-russia-on-ukraine-youre-going-to-get-what-you-deserve\/\" title=\"\" class=\"\" style=\"\" target=\"_blank\">perceived threat posed by Russia<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense ministers agreed to a preliminary design for adapting the alliance\u2019s command structure at their meeting in November.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This includes a new command for the Atlantic \u2014 focused on secure sea lines of communication between North America and Europe \u2014 and a command to improve military mobility within Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allies also agreed to set up a new <a href=\"https:\/\/www.defensenews.com\/smr\/munich-security-forum\/2018\/02\/17\/russias-cyber-meddling-sophisticated-espionage-says-national-security-advisor\/\" title=\"\" class=\"\" style=\"\" target=\"_blank\">cyber operations<\/a> center to help integrate cyber into NATO\u2019s planning and operations at all levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An internal NATO report highlighted the reduced command structure as a key factor in undermining the alliance\u2019s capabilities.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/munich-security-forum\/2018\/02\/17\/germany-and-two-percent-for-defense-its-complicated\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"188\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/20180217_MSC2018_panel_4299.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Germany and 2 percent for defense \u2014 it\u2019s complicated<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lofty goals of European and NATO cooperation abound here at the Munich Security Conference, but who will pay the bill?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Concerns have also been voiced recently about NATO\u2019s ability to rapidly move troops and equipment around mainland Europe, particularly after Russia\u2019s annexation of Crimea from Ukraine in 2014 raised fears among Eastern members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The need for change is spelled out by NATO Secretary General Jens Stoltenberg, who said that at the end of the Cold War, NATO had about 22,000 personnel working in 33 commands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, NATO has less than 7,000 working at seven commands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe reduced the command structure at the end of the Cold War because tensions went down,\u201d but now, instead of focusing on expeditionary operations, there must be a dual focus on the alliance\u2019s presence in Europe, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNATO\u2019s actions are defensive, proportionate and in line with our international commitments. Our aim is not to provoke conflict, but to prevent conflict,\u201d the Norwegian official added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stoltenberg said the new logistics command will be an improvement, but warned that civilian government cooperation was still needed to overcome administrative hurdles such as customs rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is not only about commands,\u201d he said. \u201cWe also need to ensure that roads and bridges are strong enough to take our largest vehicles, and that rail networks are equipped for the rapid deployment of tanks and heavy equipment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A source at the Brussels headquarters said NATO had become the \u201cmost successful military alliance in the world\u201d because of its ability to adapt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gen. Denis Mercier, one of NATO\u2019s supreme allied commanders, conceded that the shake-up was also designed to address current \u201cdeficiencies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo win tomorrow\u2019s war, we have to prepare today, and this is what was behind the reorganization,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gen. Petr Pavel, who chairs NATO\u2019s Military Committee, said the upgrade will allow the alliance to meet its \u201ccore tasks\u201d and meet the requirement from NATO members for a \u201crobust and agile\u201d command structure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI need to stress that this is subject to a political decision,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also welcoming the modernization plans, Gen. Curtis Scaparrotti, NATO\u2019s supreme allied commander Europe, said Russia\u2019s \u201cresurgence\u201d underlined the need to adapt to evolving threats. And U.S. Ambassador to NATO Kay Bailey Hutchison said the Ukraine crisis had forced the alliance to consider \u201ca more efficient operation that will work.\u201d<\/p>\n\n\n\n<p
