{"id":18436,"date":"2018-12-17T23:00:03","date_gmt":"2018-12-17T23:00:03","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/12\/17\/top-us-navy-officer-releases-updated-strategy-document-five-takeaways\/"},"modified":"2026-08-07T21:42:46","modified_gmt":"2026-08-07T21:42:46","slug":"top-us-navy-officer-releases-updated-strategy-document-five-takeaways","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2018\/12\/17\/top-us-navy-officer-releases-updated-strategy-document-five-takeaways\/","title":{"rendered":"5 takeaways: Top US Navy officer releases updated strategy document"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Navy\u2019s top officer released an updated version <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2016\/01\/05\/cno-s-new-vision-for-the-navy-5-takeaways\/\" target=_blank>of his strategy document<\/a> Monday, an expanded version heavy on goals for specific programs that extend beyond his tenure as chief of naval operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Almost twice the length of the first edition, <a href=\"https:\/\/www.defensenews.com\/naval\/2018\/04\/18\/the-navys-top-officer-talks-acquisition-sub-building-and-the-future-of-naval-warfare\/\" target=\"_blank\">Adm. John Richardson<\/a>\u2019s Design for Maintaining Maritime Superiority version 2.0 expands on some of the concepts laid out in 2016, and functions as a to-do list for both the fleet and the Office of the Chief of Naval Operations staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are five takeaways:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>1) Adversaries<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Design 2.0 is still aimed squarely at competing with China and Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cChina and Russia seek to redefine the norms of the entire international system on terms more favorable to themselves,\u201d the document reads, and goes on to say that the U.S. \u201ccompetitive advantage has shrunk and, in some areas, is gone all together.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Navy must be agile to keep pace with technology and the tactics of adversaries, the document outlines. To do so it must compete in \u201cgray zone\u201d areas as well as when the shooting starts \u2013 to compete with China and Russia in scenarios short of war as well as in direct combat, Richardson writes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur adversaries can operate at different levels of intensity in different domains and the same time,\u201d the document reads.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2018\/11\/28\/the-sea-of-azov-wont-become-the-new-south-china-sea-and-russia-knows-it\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"206\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18291509497893.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Sea of Azov won\u2019t become the new South China Sea (and Russia knows it)<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Whereas China\u2019s claims of maritime rights over most of the South China Sea have been rejected by an international tribunal, Russia\u2019s rights in the Kerch Strait are well-defined.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>2) To-do list<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The middle of the document greatly expands on the CNO\u2019s \u201clines of effort,\u201d or areas of focus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under \u201cStrengthening Naval Power,\u201d CNO lists a number of strategic goals \u2013 including standing up the new Norfolk-based 2nd Fleet, which will control ships, submarines and aircraft based out of Norfolk; developing new concepts of operations that focus on fighting as a more spread-out force able to cover more territory through networking sensors; and continuing to apply the lessons learned from the two fatal guided-missile destroyer accidents in 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document outlines award date goals for contracts to major programs, from the future frigate (2020) and Large Unmanned Surface Vehicle (2023). It identifies the requirement for the replacement to the F\/A-18 Super Hornet and E\/A-18G Growler by the end of 2019 \u2013 a program known as Next Generation Air Dominance \u2013 to field by 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other initiatives include integrating more artificial intelligence and machine learning into warfare systems, as well as 3D printing for replacement parts. The document also establishes goals for personnel including making it easier for sailors to choose and negotiate orders and access their records on their smart phones.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/breaking-news\/2018\/02\/16\/navy-awards-design-contracts-for-for-future-frigate\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/FFGX-1.jpg-1.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy awards design contracts for future frigate<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy has awarded $15 million contracts to four companies for conceptual designs for the FFG(X) program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>3) New stuff <\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document calls for a new three-star command inside OPNAV that is linked to a related effort to transform the Naval War College in Rhode Island and the Naval Post-Graduate School in Monterey, California.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Naval War College, combined with Naval Warfare Development Command, will support Development Group East, which will workshop and develop new concepts based on the new technologies entering the fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the West Coast, Development Group West will be supported by Space and Naval Warfare Systems Command the Post-Graduate School and will serve as a \u201ccenter of excellence\u201d for capabilities development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The three-star inside OPNAV will be the coordinator for these new constructs, tasked with overseeing the Navy\u2019s \u201ceducation, experimentation, exercise, and analytic efforts.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document also calls for the development and fielding of an offensive hypersonic weapon by 2025, a move to counter China and Russia\u2019s moves with similar systems. But if war were to break out tomorrow, the U.S. military could be hard-pressed to move the number of tanks, heavy guns and equipment it would need to face-off with Russian forces.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>5) Takeaway<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the document is detailed, the overall tone shift of Richardson\u2019s design from documents released a decade ago is stark, according to James Holmes, a strategy professor at the Naval War College.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe change of tone from the 2007 Maritime Strategy, our first strategy since the 1980s, is stunning,\u201d Holmes said in an email. \u201cThe 2007 strategy was a document for a world that might turn competitive or might remain cooperative. The name China appeared nowhere, let alone as a potential foe, while there were a fair number of gauzy generalities and platitudes in there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou could track the shift in tone from 2007 through the 2015 \u2018refresh\u2019 of the Maritime Strategy through Design 1.0 in 2016 to this document. Doing so tells you the world has changed around us and we are trying to change with it \u2013 or catch up where we&#8217;ve fallen behind.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for the detailed pieces of the document, they function as a good list of priorities, said Bryan McGrath, a former destroyer skipper turned consultant who worked on the last Maritime Strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a solid statement of command intent,\u201d McGrath said. \u201cIt is essentially a worklist for his subordinates to guide and prioritize their efforts.
