{"id":18467,"date":"2020-05-07T19:40:54","date_gmt":"2020-05-07T19:40:54","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/05\/07\/pentagon-cmo-open-to-changes-to-office-but-confident-in-reform-efforts\/"},"modified":"2026-08-07T21:46:05","modified_gmt":"2026-08-07T21:46:05","slug":"pentagon-cmo-open-to-changes-to-office-but-confident-in-reform-efforts","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2020\/05\/07\/pentagon-cmo-open-to-changes-to-office-but-confident-in-reform-efforts\/","title":{"rendered":"Pentagon CMO open to changes to office, but confident in reform efforts"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 With a congressionally-requested report recommending the Pentagon\u2019s chief management officer <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/05\/06\/pentagons-chief-reform-job-is-ineffective-and-needs-to-go-study-says\/\" target=_blank>role be eliminated<\/a>, the current occupant of that office says she is open to new organizational ideas, as long as they do not cause a backslide in what she perceives as the forward momentum achieved by her office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m focused on the outcomes. Strengthening responsibilities and authorities and expectations and goals and targets \u2014 that\u2019s always a good thing, we should be doing that, always,\u201d Lisa Hershman told Defense News in a Thursday interview. \u201cI think the worst-case scenario is reform slows down or <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2019\/02\/08\/for-first-time-pentagon-budget-will-contain-reform-investments\/\" target=_blank>starts to slide backwards<\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2016, <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/12\/28\/unwinding-bureaucracy-start-of-2018-to-see-major-pentagon-reform\/\" target=\"_blank\">Congress elevated<\/a> the deputy chief management officer position to a full CMO role, officially designating the CMO the number three official in the department. The goal: to appoint a lead for reform efforts inside the Pentagon, after years of internal modifications had failed to produce significant savings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But in late 2019, members of Congress expressed a belief that the CMO\u2019s office had not had significant success and <a href=\"https:\/\/www.defensenews.com\/pentagon\/2019\/12\/24\/congress-weighs-closing-up-no-3-office-at-the-pentagon\/\" target=\"_blank\">requested an independent review<\/a> by the Defense Business Board on what the organization should look like going forward. That report, released Wednesday, recommended eliminating the CMO position, with three options for what the reform position could look like going forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The DBB report looked back to the early days of the CMO\u2019s office, including the many years in which it was really a deputy CMO job with lesser responsibilities. While Hershman noted that was what the group was tasked with, she said it was somewhat \u201crooted in the past,\u201d as the current CMO setup \u2014 fully empowered as the number three official in the department \u2014 has only been around for roughly two years, with Hershman herself only confirmed as the CMO in <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/12\/20\/pentagon-revolving-door-three-in-five-out\/\">December of last year<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hershman said she was \u201cvery intrigued\u201d by perhaps the most radical of the three proposals, which would take the deputy secretary of defense job, number two in the department, and split it into a pair of DSDs, one focused on strategies and policy and another for resources and management, with the caveat that she wanted to look more into the details.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cConsidering the size of DoD, I think being able to have people focus on really important stuff like strategy and policy, like resources, would be something that could be very beneficial to the secretary,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, she suggested a fourth option: giving the CMO more clarity on roles and authorities, whether through legislation from Congress or direction inside the building, which would allow the office to more effectively go about its job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One change has already happened this year. In a Jan. 6 memo, Secretary of Defense Mark Esper expanded Hershman\u2019s authorities over the budget, essentially <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2020\/02\/06\/heres-how-much-money-the-pentagon-found-through-internal-savings-and-where-its-going\/\" target=_blank>making the CMO\u2019s office the coordinating team<\/a> for developing the so-called \u201cfourth estate\u201d budget requests. Previously all those offices would submit their budget requests individually along with the Army, Air Force and Navy; for the fiscal year 2022 budget development, Hershman will serve as almost a service secretary for the fourth estate offices, overseeing their budget development process before presenting a unified budget alongside the services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CMO\u2019s office in FY19 validated $6.5 billion in savings through reform efforts, with a $7.7 billion target set for this year.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2020\/02\/10\/how-the-pentagon-found-65-billion-in-savings-in-2019\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/f35_maintenance.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How the Pentagon found $6.5 billion in savings in 2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The CMO&#039;s office exceeded its target for savings found in FY19, but has a larger number to hit in FY20.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While saying that target should be \u201cdoable,\u201d Hershman said the process of tracking those savings is being slowed by the COVID-19 pandemic. \u201cUnfortunately, because of the telework situation, we&#8217;ve only done 100% of the reviews at the unclassified level,\u201d she said. \u201cWe have not started the classified portion, so it&#8217;s too soon to tell where we are.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a reporter call Thursday, the House Armed Services Committee\u2019s top Republican, Rep. Mac Thornberry, of Texas, praised the Defense Business Board report\u2019s thoroughness. Thornberry has repeatedly <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/07\/25\/the-fate-of-disa-and-other-org-chart-changes-in-the-new-defense-policy-bill\/\">pressed<\/a> for consolidation of DoD&#8217;s many support activities and has been a vocal skeptic of the CMO\u2019s office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think the strongest thing from the report is it confirms that it\u2019s not working out all that well. And that\u2019s true over multiple administrations, over multiple CMOs \u2014 most all of whom are really good capable people,\u201d Thornberry said, adding both the Pentagon and Congress will \u201cneed time to digest all that work\u201d before moving forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress is expected to gather input from Esper before making changes, and on that front, the CMO\u2019s office appears to have solid backing<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, chief Pentagon spokesman Jonathan Rath Hoffman said Esper was \u201cgrateful\u201d for the DBB\u2019s work, but noted the findings are \u201conly inputs, and as such, the secretary will evaluate them and work with leadership at the department and in Congress to create a path forward.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hoffman added that \u201cHershman has had a central and key role in driving reform, and the secretary looks forward to working with her and Congress to address the challenges of [the CMO\u2019s office]. He remains confident in Ms. Hershman\u2019s leadership and service as a senior DoD official, where she will continue her important work as chief management officer.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although she said she had not directly asked Esper if he supports keeping the CMO job as is, Hershman pointed to that several times as a sign of support from the Pentagon boss.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom his behavior and the phone calls we have and the additional assignments he keeps giving me, I didn&#8217;t feel it was necessary to ask the question outright,\u201d Hershman said. \u201cHe continually asks me, \u2018Lisa, what do you need? Do you have the right resources, whether it&#8217;s people or funding, you know, how are you doing?\u2019 And so through those check ins, whether formal or informal, he has never given me anything but
