{"id":18475,"date":"2020-02-26T21:30:24","date_gmt":"2020-02-26T21:30:24","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/02\/26\/active-protection-fielding-for-bradley-vehicle-uncertain-after-tech-problems-budget-cuts\/"},"modified":"2026-08-07T21:46:46","modified_gmt":"2026-08-07T21:46:46","slug":"active-protection-fielding-for-bradley-vehicle-uncertain-after-tech-problems-budget-cuts","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2020\/02\/26\/active-protection-fielding-for-bradley-vehicle-uncertain-after-tech-problems-budget-cuts\/","title":{"rendered":"Active protection fielding for Bradley vehicle uncertain after tech problems, budget cuts"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Army is working through when it can field an interim <a href=\"https:\/\/www.defensenews.com\/land\/2018\/01\/29\/active-protection-systems-for-stryker-bradley-delayed-due-to-software-hardware-issues\/\" target=_blank>active protection system on the Bradley Infantry Fighting Vehicle<\/a> after fixing several technical problems that cropped up in testing and experiencing budget cuts in the recently passed fiscal 2020 National Defense Authorization Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The issues identified in testing delayed the program by roughly a year, Lt. Col. Matthew Johnson, the Army\u2019s program manager for the Bradley, told Defense News in a recent interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the congressional budget cuts to the program for FY20 mean the Army won\u2019t be able to simultaneously test and begin production on APS-equipped Bradley vehicles as planned, which has thrown the program further off course.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bradley APS program went through an Army Requirements Oversight Council review in November 2018 to decide whether it could proceed to <a href=\"https:\/\/www.defensenews.com\/land\/2018\/12\/20\/army-moves-closer-to-equipping-an-active-protection-system-on-bradley-fighting-vehicles\/\" target=\"_blank\">field one brigade of the IMI Systems-made Iron Fist-equipped Bradleys <\/a>by the end of the fourth quarter in FY20.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Due to performance of the system in the characterization testing, Johnson said, the program office presented a course of action to the Army council that would delay fielding by one year to address failures to the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Army is on a path to make those necessary fixes, Johnson said, the plan also laid out a process where the service would simultaneously test and produce<a href=\"https:\/\/www.defensenews.com\/land\/2017\/06\/19\/iron-fist-revealed-the-likely-interim-active-protection-system-for-bradley\/\" target=_blank> Iron Fist-equipped Bradleys<\/a>. That would have kept the Army on track, but with budget cuts, the program office had to make the hard decision to prioritize funding toward the fielding of the service\u2019s Bradley A4 vehicle, Johnson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roughly $200 million across several budget cycles had to be shifted away from the Iron Fist program.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2019\/04\/02\/us-army-needs-another-year-to-pick-protection-system-for-stryker\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"198\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/StrykerIronCurtain.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Army needs another year to pick protection system for Stryker<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army plans to take another year to make a decision on whether it will outfit a Stryker combat vehicle with an active protection system so that it can fully test two options, according to the Army&#039;s military deputy to the acquisition chief.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Army can, for now, continue with its planned FY21 testing as well as execute the engineering and manufacturing development portion of the program, Johnson said. But the discussions are ongoing bout when production can begin \u2014 whether that\u2019s in FY21 or FY22, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army has to manage its priorities, not just within Bradley but across all combat vehicles and programs for that matter, in general, as they plan the budget,\u201d Johnson said. \u201cWe are working with the Army leadership to try to figure out ways to make this happen.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the budget cuts didn\u2019t happen for FY20 until the Army had finalized its FY21 request, the possible production delays for the Bradley APS program is not reflected in justification documents accompanying the FY21 request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And since the Army is unsure when Iron Fist vehicles will enter production, the service at the end of January 2020 had to cancel its solicitation to industry, which it had posted in late 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe basically made a decision to pull the solicitation because the Army can\u2019t really move forward in acting like it\u2019s going to award a contract when there\u2019s no money physically in the bank account to back it up,\u201d Johnson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Technical difficulties<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s chief weapons tester issued a report earlier this year that laid out problems with Iron Fist in its characterization testing ahead of fielding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army wrapped up the first phase of testing Iron Fist on Bradley in FY18, and the second phase of testing is scheduled for FY21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report notes the currently fielded Bradley A3 doesn\u2019t generate enough power to operate the APS system, but that the Bradley A4 variant will support it. And while the APS system is the \u201cLight Decoupled\u201d version of Iron Fist, it adds approximately 1,543 pounds to the vehicle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the Bradley\u2019s power problem and the added weight wasn\u2019t the issue that caused the need for tweaking Iron Fist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first phase of testing revealed \u201can inconsistent capability\u201d of the APS to intercept threats \u201clargely due to countermunition dudding and power failures to the launcher,\u201d the report stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The power failures to the launcher have nothing to do with the A3 version of the Bradley, Johnson said. \u201cThe test asset that we used for characterization testing was a modified A3 that was able to provide enough power to not only power the vehicle but to power the Iron Fist system as well.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The power failures were actually internal to the Iron Fist system \u201cin terms of a miscalculation of how much power the system needed to draw to orient itself to be able to engage the threat,\u201d Johnson added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elbit Systems \u2014 which bought IMI Systems \u2014 and its partner General Dynamics Ordnance and Tactical Systems were able to identify the reasons for the misses \u2014 and\/or dudding \u2014 \u201cand they were able to propose some fixes that we actually took to the [Army Requirements Oversight Council] in 2018,\u201d Johnson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The companies have largely addressed the concerns related to the inconsistencies in tests, and the Army is under contract to finish out the engineering and manufacturing development phase, which would allow the service to take several systems into testing, according to Johnson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs of right now, the system is performing as expected with those changes,\u201d he said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2019\/06\/10\/active-protection-systems-demo-hits-dead-end-for-stryker-army-evaluating-next-steps\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/RheinmetallADSCloseup.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Active protection systems demo hits dead end for Stryker; US Army evaluates next steps<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">After a demonstration of two active protection systems proved unfruitful, the Army is looking for other ways to protect its Stryker combat vehicle.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Bradley A4 coming soon <\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The A4 is an <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2019\/03\/13\/us-army-cuts-current-vehicle-fleet-to-make-way-for-next-gen-tech\/\" target=_blank>important upgrade to the Bradley<\/a> that <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2017\/10\/09\/deadly-force-the-armys-new-plan-to-make-its-vehicle-fleet-more-lethal\/\" target=_blank>buys back capability<\/a> lost over the years the vehicle has been in service, during which it increased in weight to add other capability, Johnson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is anticipating taking receipt of the first Bradley A4, along with several others, by the end of the month, he said. The vehicles will go into production verification tests in April followed by an operational test in September, he noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once testing is complete, the first 138 A4 vehicles will be in a position to be fielded to an Army pre-positioned stock location in Europe in the fourth quarter of FY21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first unit equipped with the A4 is scheduled for FY22. That unit is currently identified as the 2nd Brigade Combat Team, 3rd Infantry Division out of Fort Stewart, Georgia. The Army will spend 10 months training the unit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service plans to field the next brigade in less than a year toward the end of FY22 or the beginning of
