{"id":18666,"date":"2019-11-14T17:29:19","date_gmt":"2019-11-14T17:29:19","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/11\/14\/pentagon-presses-for-access-to-european-defense-projects\/"},"modified":"2026-08-07T21:44:50","modified_gmt":"2026-08-07T21:44:50","slug":"pentagon-presses-for-access-to-european-defense-projects","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/2019\/11\/14\/pentagon-presses-for-access-to-european-defense-projects\/","title":{"rendered":"Pentagon presses for US access to special EU defense projects"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 U.S. Deputy Defense Secretary David Norquist stuck up for American defense firms Thursday, saying they should not be cut out of European Union programs to strengthen its industrial base, <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2019\/11\/12\/eu-unveils-new-cooperation-projects-in-training-cyber-operations-naval-warfare\/\" target=\"_blank\">the European Defence Fund and the Permanent Structured Cooperation program<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at the NATO-Industry Forum in Washington, Norquist said the European Defence Fund \u2015 which commands a \u20ac13 billion (U.S. $14 billion) pool of money \u2015 and PESCO \u2015 a 2-year-old initiative to foster inter-European cooperation \u2015 \u201cmust allow the United States and other non-EU allies to participate and compete for business,\u201d or risk duplication that undermines trans-Atlantic security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur collective strength and security hinges on our ability to bolster trans-Atlantic defense cooperation and streamline decision-making across the alliance,\u201d Norquist said. \u201cThis is why we strongly encourage our European allies to pursue efforts that facilitate greater NATO-EU cooperation and advanced interoperability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norquist\u2019s remarks serve as the latest <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/paris-air-show\/2019\/06\/19\/us-officials-threaten-retribution-for-european-unions-restrictions-on-defense-fund\/\" target=_blank>pushback from Washington<\/a> concerning draft rules that would restrict non-European countries from the bloc\u2019s programs. Norquist said the U.S. has engaged with the European Commission, the EU\u2019s politically independent executive arm, in an effort &#8220;to allow our participation to continue.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many member states, Norquist said, \u201cappreciate the value [of] U.S. contributions to efforts such as military mobility and tanker refueling.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2019\/05\/06\/european-union-tees-up-new-military-cooperation-proposals\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1133489089.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">European Union tees up new military-cooperation proposals<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Member states are expected to propose new PESCO initiatives by this summer.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Norquist also repeated U.S. concerns that European adoption of a Chinese fifth-generation network, or 5G, could undermine interoperability with the U.S. military. Doing so, he said, would \u201cinject serious risk in communications and intelligence sharing capabilities\u201d between alliance members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On EDF and PESCO, a raft of Trump administration officials have made similar complaints. U.S. Commerce Secretary Wilbur Ross voiced them at the Paris Air Show in June, and Pentagon chief weapons buyer Ellen Lord wrote <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2019\/05\/16\/european-union-rejects-us-claims-to-internal-defense-coffers\/\" target=_blank>to the EU in May<\/a>, with her State Department counterpart, to say they were \u201cdeeply concerned.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EU foreign policy and defense chief Federica Mogherini responded at the time that the bloc remains open to cooperation with the United States, but that EDF and PESCO were primarily designed to be intracontinental affairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Thursday, NATO Secretary General Jens Stoltenberg also spoke up for \u201cthe fullest possible involvement\u201d by non-EU allies in the EU\u2019s special initiatives. \u201cNATO and the EU need to complement each other. Nations shouldn\u2019t have two sets of capability requirements,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stoltenberg also welcomed European efforts on defense as a means to increasing defense spending, improving burden-sharing and injecting new capabilities into NATO.
