wide-ranging report that welcomes the \u201creaffirmation\u201d of the United States\u2019 commitment to <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/06\/12\/norways-coast-guard-stares-down-big-challenges-in-arctic\/\" title=\"\" class=\"\" target=\"_blank\">NATO and European security<\/a>, and addresses <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/06\/11\/at-arms-length-inside-the-push-to-keep-eu-uk-defense-ties-alive\/\" title=\"\" class=\"\" style=\"\" target=\"_blank\">Brexit<\/a>, Russia and defense spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It says that despite recent spats over a host of issues, including trade, climate and the Iran nuclear program, highlighted by last week\u2019s acrimonious G7 summit in Canada, the two sides remain \u201ckey\u201d to ensuring NATO\u2019s ability to fulfill its missions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even so, the U.S. is urged to \u201ccontinue efforts for a better understanding of European strategic interests,\u201d the European Union\u2019s legislative body said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In adopting the report on EU-NATO relations in Strasbourg, France, on Wednesday, the European Parliament also agreed on \u201cthe need for the EU to ensure a close security and defence relationship with the United Kingdom after Brexit.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report cites a need for the EU to ensure a close security and defense partnership with the U.K. after Brexit, saying that the U.K. will remain a lead contributor to the continent\u2019s defense as both a NATO member and a European nation, even after Breixt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its adoption comes just <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/06\/12\/what-countries-hope-to-get-out-of-the-nato-summit\/\" title=\"\" class=\"\" style=\"\" target=\"_blank\">ahead of July\u2019s NATO Summit in Brussels<\/a> and coincided with an announcement Wednesday by the European Commission of a new \u20ac10.5 billion (U.S. $12.4 billion) \u201cEuropean Peace Facility,\u201d designed to help improve the EU\u2019s ability to \u201cprevent conflicts, build peace and guarantee international security.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This comes in the wake of a \u20ac13 billion European Defence Fund and the commission\u2019s commitment to substantially increase current security funding, from \u20ac3.5 billion to \u20ac4.8 billion.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a class=\"smg-interstitial-link__excerpt\">Thursday\u2019s meeting of NATO defense ministers has concluded, with a number of decisions finalized.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">NATO welcomed the parliamentary report that says the potential of EU-NATO relations \u201ccan be further exploited.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNATO\u2019s views on our cooperation with the EU are well-known, and the secretary general, Jens Stoltenberg, spoke about this during the recent ministerial meeting,\u201d a NATO spokesman said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report welcomes enhanced NATO presence in the alliance\u2019s eastern flank and the deployment of four multinational battle groups in Estonia, Latvia, Lithuania and Poland, which, it notes, is to guard against <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/06\/07\/russian-advocates-italys-new-government-unnerves-western-allies\/\" title=\"\" class=\"\" style=\"\" target=\"_blank\">\u201cRussian penetration\u201d in the region<\/a>, which \u201cshould be prevented and countered appropriately.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report, drafted by Romanian MEP Ioan Mircea Pa\u0219cu, a former defense minister, speaks of \u201can upsurge in Russia\u2019s activities,\u201d its \u201cmore assertive military behaviour\u201d and \u201cRussian interference in European internal affairs, violating international law and norms.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On defense spending, the paper supports the target for NATO members to spend 2 percent of their gross domestic product on defense \u201cto maintain an appropriate defence capability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It welcomes the \u201ccontinuing trend\u201d of increased defense spending among NATO allies and encourages all members to \u201cmake substantive progress\u201d toward the 2 percent target, with 20 percent of such spending going to major new equipment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recent increase in EU defense spending, and the possible creation of a European Army, has led to fears of a duplication of roles with NATO. Of this, the report says the actions of both should be \u201ccomplementary.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere may indeed be fields where the EU can contribute, but these should be clearly defined and complementary to, not duplicative of the NATO alliance,\u201d U.K. Conservative defense spokesman Geoffrey Van Orden said.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The resolution also says the EU and NATO \u201cshould do more together to bolster the resilience, defence and security\u201d of the neighbors and partners of both organizations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It warns that after Brexit, 80 percent of NATO\u2019s defense spending will be \u201cnon-EU,\u201d and three out of four battalions in the east will be led by non-EU countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is right that due attention is given to the ease of mobility of allied forces across Europe, not just in time of tension but for exercise purposes when necessary in order to ensure the rapid and efficient reinforcement of the continent from the U.K., the United States and Canada, and the ability to sustain operations,\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cParticularly at a time when there is some friction in trans-Atlantic relations, and as we approach July\u2019s summit, it is doubly important that European nations signal to the United States our willingness to bear more of the defense burden,\u201d Van Orden said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe European burden-sharing is not improved by the creation of separate defense structures, by the exclusion of major third countries from defense industrial projects, or from pursuit of an elusive and ill-defined EU \u2018strategic autonomy.\u2019 This is all about European political integration, not defense, and is the central flaw in EU defense ambitions,\u201d the former senior British Army officer added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe danger is that it will lead to division between Europe and the United States, particularly if those pressing for removal of national vetoes in the EU on defense and foreign policy were to be successful once the U.K. is no longer at the EU Council table. The vulnerability of the continental nations, if they were to face a determined and aggressive power such as Russia without the backing of the United States, would quickly be
