{"id":19332,"date":"2015-04-14T22:17:42","date_gmt":"2015-04-14T22:17:42","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2015\/04\/14\/joint-cyber-training-new-nordic-priority\/"},"modified":"2026-08-08T17:45:25","modified_gmt":"2026-08-08T17:45:25","slug":"joint-cyber-training-new-nordic-priority","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/home\/2015\/04\/14\/joint-cyber-training-new-nordic-priority\/","title":{"rendered":"Joint Cyber Training New Nordic Priority"},"content":{"rendered":"\n<p>HELSINKI <span style=\"text-align: justify;\">\u2014 <\/span><span style=\"text-align: justify;\">Cyberwarfare technology training <\/span><span style=\"text-align: justify;\">has been identified as a new project area within the military-run Nordic Defense Cooperation (NORDEFCO) program.<\/span><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">To start with, <\/span>NORDEFCO<span class=\"rte rte-comment\">&#8216;s new focus area<\/span> will pool information gained from military-operated cyber defense centers <span class=\"rte rte-comment\">combined <\/span>with research and intelligence received under partnership agreements with cyber crime <span class=\"rte rte-comment\">dedicated <\/span>law enforcement <span class=\"rte rte-comment\">agency <\/span>units. <\/p>\n\n\n\n<p>Training will focus on best practices in the joint assessment of cyber threats <span class=\"rte rte-comment\">processing of cyber domain materials, <\/span><span class=\"rte rte-comment\">with the spotlight on potential threats <\/span>against targets within the Nordic and Baltic militaries, government and industrial spheres.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">It is also planned that <\/span>NORDEFCO&#8217;s pan-Nordic Cyber Warfare Collaboration Project (CWCP) also will <span class=\"rte rte-comment\">also <\/span><span class=\"rte rte-comment\">cooperate and <\/span>interact with the <span class=\"rte rte-comment\">Tallinn-headquartered <\/span>NATO Cooperative Cyber Defence Center of Excellence (CCDCE), Tallinn, Estonia, which functions as a NATO-accredited research and training facility.<\/p>\n\n\n\n<p>Although the CCDCE primarily serves <span class=\"rte rte-comment\">is mainly open to all <\/span>NATO nations, it does run cooperation projects jointly with <span class=\"rte rte-comment\">cyber <\/span>specialized cyber military and law enforcement agencies in NATO partner countries, including Sweden and Finland. <\/p>\n\n\n\n<p>The CWCP will also construct <span class=\"rte rte-comment\">its <\/span>training programs around research conducted by the Finnish armed forces&#8217; <span class=\"rte rte-comment\">(FAF) <\/span>cyberwarfare unit from 2011-2014. Using a step-by-step approach, the Finnish computer emergency response team (CERT) developed processes and practices, including the identification of legitimate and suspected hostile targets. <span class=\"rte rte-comment\">lawful and unidentified impediments. <\/span>The research and training program was conducted in partnership with the military&#8217;s <span class=\"rte rte-comment\">FAF&#8217;s <\/span>National Defense University. <span class=\"rte rte-comment\">(Maanpuolustuskorkeakoulu).<\/span><\/p>\n\n\n\n<p>Some of the Finnish CERT&#8217;s work <span class=\"rte rte-comment\">, including the formation and operation of cyber attack defense related Computer Emergency Response Teams (CERT), <\/span>was carried out in collaboration with NORDEFCO under its Combined Training Areas Program (CTAP).<\/p>\n\n\n\n<p>Under CTAP, the Finnish CERT conducted a successful multiphase, pan-Nordic cyber warfare test last <span class=\"rte rte-comment\">in <\/span>October. <span class=\"rte rte-comment\">, <span class=\"rte rte-comment\">2014 <\/span>which helped develop <span class=\"rte rte-comment\">resulted in the development of<\/span> processes and practices, including the identification of lawful and unidentified impediments<\/span><\/p>\n\n\n\n<p>The NATO aligned Baltic states of Estonia, Latvia and Lithuania, under an agreement reached by Nordic defense ministers in mid-April, <span class=\"rte rte-comment\">(2015), <\/span>will join an expanded CWCP in 2015-2016. The inclusion of the Baltic <span class=\"rte rte-comment\">states&#8217; <\/span>militaries in NORDEFCO&#8217;s projects reflects the ever closer relationships being developed between Nordic and Baltic militaries under the umbrella of joint Nordic-Baltic defense projects. <span class=\"rte rte-comment\">, a large part of which will initially focus on multinational niche training and combined exercises.<\/span><\/p>\n\n\n\n<p>Effectively, all activities under NORDEFCO&#8217;s Military Cooperation Areas (COPAs) are now opening up for participation by the armed forces of Estonia, Latvia and Lithuania. <span class=\"rte rte-comment\">The focus areas<\/span><\/p>\n\n\n\n<p>The training and joint exercise programs connected to CWCP will involve the specialist cyberwarfare and secure communications units from the seven participating Nordic and Baltic militaries. The CWCP, which will weigh cost benefits and operational gains before deciding on which <span class=\"rte rte-comment\">specific cyber warfare <\/span>programs to jointly pursue, will also seek to build capacity to a level where cooperation can be activated in real time in the face of <span class=\"rte rte-comment\">regarding<\/span> immediate threat warnings. <span class=\"rte rte-comment\">in the Nordic-Baltic cyber domain.<\/span><\/p>\n\n\n\n<p>According to Swedish Defense Minister Peter Hultqvist, the expanded Nordic-Baltic CWCP program will use <span class=\"rte rte-comment\">enhance development of cyber-defense capabilities, leveraging from <\/span>processes, techniques and strategies <span class=\"rte rte-comment\">that are <\/span>already in place, or under development, by national military and law enforcement cyber <span class=\"rte rte-comment\">defense and cyber anti-crime <\/span>centers. <\/p>\n\n\n\n<p>&#8220;Cyber defense cooperation will be about the Nordic and Baltic militaries sharing information and practices, training and learning from one another while building a combined capacity,&#8221; Hultqvist said. <span class=\"rte rte-comment\">adding that the cyber warfare domain has become a new battleground for countries and their interests..<\/span><\/p>\n\n\n\n<p>The CWCP&#8217;s <span class=\"rte rte-comment\">program&#8217;s <\/span>goal of building <span class=\"rte rte-comment\">an effective <\/span>combined capacity will involve serial training programs and exercises <span class=\"rte rte-comment\">both <\/span>to share information and test new and evolving cyber attack scenarios and defense technologies. <span class=\"rte rte-comment\">, as well as to run simulated trials and tests on latest offensive techniques and counter attack strategies.<\/span><\/p>\n\n\n\n<p>Initially, one of the primary training areas <span class=\"rte rte-comment\">focal points within the CWCP <\/span>will be to develop CERTs within the framework of dedicated military run <span class=\"rte rte-comment\">national <\/span>cyberwarfare units. <span class=\"rte rte-comment\">Planned competence <\/span>Building training between CERTs from participating Nordic and Baltic countries will aim to develop <span class=\"rte rte-comment\">help the CWCP achieve <\/span>a comparable standard across all core cyberwarfare defensive and offensive functions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;For this area of Nordic-Baltic cooperation to work we will need strong and clear cyberwarfare policies at a national level, also in Finland. We need the ability to wage cyberwarfare as an alternative to conventional armed conflict response. Joint training and exercises will be critical to success,&#8221; said Carl Haglund, Finland&#8217;s defense minister.<\/p>\n\n\n\n<p>Future CWCP training programs <span class=\"rte rte-comment\">within the scope of the CWCP <\/span>will use or test new processes and technologies emanating from national centers, including <span class=\"rte rte-comment\">evolving<\/span> capacities that give national cyber defense units the ability <span class=\"rte rte-comment\">and <span class=\"rte rte-comment\">offensive <\/span>option <\/span>to launch <span class=\"rte rte-comment\">own <\/span>cyber attacks against hostile &#8220;intruder enemies.&#8221;<\/p>\n\n\n\n<p>The <span class=\"rte rte-comment\">It is expected that <\/span>training and exercises around the CWCP&#8217;s future offensive warfare operations will not happen before legislative changes are enacted in all Nordic and Baltic states that recognize cyberwarfare attacks as a significant threat to <span class=\"rte rte-comment\">both <\/span>national sovereignty and <span class=\"rte rte-comment\">the protection of <\/span>critical infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Having a cyberwarfare capability gives countries options to target enemies other than direct armed force,&#8221; said Haglund.<\/p>\n\n\n\n<p>&#8220;A cyber attack needs to be viewed in the same manner as a conventional military operation,&#8221; said Anders Henriksen, an international law expert at the University of Copenhagen. &#8220;This means it would require the approval of national parliaments. After all, when a country goes to war it is parliament that declares war and the military that carries out the instruction.&#8221; <span class=\"rte rte-comment\">Henriksen said.<\/span><\/p>\n\n\n\n<p>The CWCP&#8217;s training and exercises will in part be structured on Denmark&#8217;s experience in fending off cyber attacks in 2012 against both government departments and <span class=\"rte rte-comment\">, as well as <\/span>private Danish defense companies connected to the F-35 <span class=\"rte rte-comment\">Lightning 11 <\/span>program. <\/p>\n\n\n\n<p>Since the 2012 attacks, the Danish Defense Intelligence Service <span class=\"rte rte-comment\">(Forsvarets Efterretningstjeneste) <\/span>has been steadily building its capability to a level where Denmark&#8217;s Cyber Defense Unit (CDU) will be able to conduct <span class=\"rte rte-comment\">run <\/span>offensive operations <span class=\"rte rte-comment\">strikes <\/span>against either foreign states, criminals <span class=\"rte rte-comment\">persons <\/span>or organizations in cyberspace. <\/p>\n\n\n\n<p>The Danish government has allocated US $70 million, during 2015-2017, to build the CDU&#8217;s capability to counter-strike level. This expertise, under the remit of the expanded Nordic-Baltic defense <span class=\"rte rte-comment\">deepening <\/span>agreement, will be shared with the CWCP.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To maximize advantage in the cyberwarfare offensive training, <span class=\"rte rte-comment\">exercises and development space, <\/span>Nordic countries must address the legal issues that permit counter-strikes, <span class=\"rte rte-comment\">using sophisticated weaponry against hostile attackers, <\/span>said Anders Henriksen, an international law expert at the University of Copenhagen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;A cyber attack needs to be viewed in the same manner as a conventional military operation. After all, when a country goes to war it is parliament that declares war and the military that carries out the instruction,&#8221; Henriksen said.<\/p>\n\n\n\n<p>The Norwegian armed forces&#8217; <span class=\"rte rte-comment\">(NAF) <\/span>Cyber Force Unit <span class=\"rte rte-comment\">(CFU) <\/span>is expected to share its emerging offensive and defensive cyber <span class=\"rte rte-comment\">warfare <\/span>capabilities with the CWCP. The unit <span class=\"rte rte-comment\">NAF&#8217;s CFU <\/span>is developing digital weapons to protect the military&#8217;s computer systems and IT infrastructure.<\/p>\n\n\n\n<p>The expanded Nordic-Baltic cyber defense cooperation <span class=\"rte rte-comment\">deepening framework around cyber warfare training and exercises <\/span>is expected to develop <span class=\"rte rte-comment\">lead to <\/span>closer contacts between Nordic cyber defense units and <span class=\"rte rte-comment\">CDUs and <\/span>the Estonian-based CCDCE, which was established in May 2008. <\/p>\n\n\n\n<p>Finland has a non-NATO Contributing Participant relationship with the center, while Latvia and Lithuania are among the 14 sponsoring nations.<span class=\"rte rte-comment\"> including <span class=\"rte rte-comment\">a list that includes <\/span>France, the Czech Republic, Germany, Hungary, Italy, Britain, the Netherlands, Poland, Slovakia, Spain, and the United States.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Estonia&#8217;s cyberwarfare competence developed quickly after we sustained massive and sustained cyber attacks in April 2007. We are still learning, and cyber defense is certainly an area that needs to be part of defense cooperation with our neighboring Nordic state partners,&#8221; said Estonia&#8217;s Defense Minister Sven Mikser.<\/p>\n\n\n\n<p>Nordic military cyberwarfare experts are due to attend cyber attack <span class=\"rte rte-comment\">technical skills <\/span>training modules that are scheduled around the CCDCE&#8217;s Locked Shields training exercises on April 20. <span class=\"rte rte-comment\">(2015).<\/span><\/p>\n\n\n\n<p>Conducted as real-time network defense training and exercises, Locked Shields will test <span class=\"rte rte-comment\">trial <\/span>new technologies, attack sectors and developing threat scenarios. The Estonian defense forces&#8217; <span class=\"rte rte-comment\">(EDF) <\/span>cyber range, which exists as a customized training environment that allows NATO to meet certain cyber defense challenges, will form the backbone of the annual game-based training and exercise.<\/p>\n\n\n\n<p>Nordic and Baltic states will be among the 18 participating nations, along with NATO&#8217;s Computer Incident Response Capability Technical Centre. <span class=\"rte rte-comment\">(NCIRC-TC). <\/span>New attack vectors to be introduced during the training and exercises will include <span class=\"rte rte-comment\">ICS\/SCADA (<\/span>integrated communications system\/supervisory control and data acquisition systems, and Windows 8 and 10 operating systems, as well active defense elements. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">National Blue Teams will comprise the training audience for the Locked Shields&#8217; exercises, with CERT specialists playing the role of the rapid reaction teams of the fictional country of Berlya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NORDEFCO-attached CDU experts will also be updated on the CCDCE&#8217;s advances in defending mobile communications devices, with the emphasis on using security protocols and improved encryption to protect equipment used by high-level officials and decision-makers.<\/p>\n\n\n\n<p
