{"id":19464,"date":"2018-06-21T19:26:42","date_gmt":"2018-06-21T19:26:42","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/06\/21\/what-survived-in-the-senates-defense-policy-bill\/"},"modified":"2026-08-08T17:55:49","modified_gmt":"2026-08-08T17:55:49","slug":"what-survived-in-the-senates-defense-policy-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/06\/21\/what-survived-in-the-senates-defense-policy-bill\/","title":{"rendered":"What survived in the Senate\u2019s defense policy bill?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Senate passed its version of the annual defense authorization bill June 18, sending their draft to a conference committee with House leaders. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here\u2019s what the bill means for future battlefield technologies:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Cuts to underwater drones<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though unmanned underwater vehicles (UUVs) are considered by some members of Congress and industry to be <a href=\"https:\/\/www.defensenews.com\/unmanned\/2018\/04\/26\/us-navys-unmanned-vehicle-efforts-are-the-answer-to-deterring-adversaries\/\" title=\"\" class=\"selected-link\" target=\"_blank\" data-original-title=\"\">the answer for deterring adversaries<\/a> in the 21st century, the Senate does not seem to agree. The research, development, test and evaluation budget for large UUVs was cut by $21.2 million, from the requested $92.6 million down to $71.4 million. This cut could affect research funding for the <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/surface-navy-association\/2017\/01\/10\/navy-to-kick-off-extra-large-uuv-competition-this-month\/\" title=\"\" class=\"\" target=\"_blank\">Navy\u2019s Extra Large UUV <\/a> and<a href=\"\/TEMP-LINK-TEMP\/\" title=\"\"> Large Displacement Unmanned Underwater Vehicle Innovative Naval Prototype<\/a> programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Boost to next-generation missile defense<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force\u2019s next generation missile satellite warning system, the<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/space-symposium\/2018\/04\/18\/air-force-sets-ambitious-goal-to-procure-next-missile-warning-satellites-in-five-years\/\" title=\"\" class=\"\"> Evolved Space Based Infrared System program<\/a>, or SBIRS, received a $100 million hike in the Senate\u2019s NDAA draft. That boost increases the programs RDT&amp;E funding from $643 million to $743 million. The additional funding was justified to accelerate development of the next-gen system\u2019s sensor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Air Force command and control bump<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the Air Force\u2019s advanced UAVs received a $120 million plus-up, from $221 million to $344 million, to speed up development of the new <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/02\/10\/air-force-to-kill-jstars-recap-program-for-new-battlefield-management-plane\/\" title=\"\">Advanced Battlefield Management System<\/a>. This so-called system-of-systems technology looks to <b><\/b>link together existing platforms to track ground targets and do command and control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Found under the MQ-9 Reaper procurement budget line, the Air Force is looking to develop a concept that \u201cdisaggregates [C2] capability using multiple sensor platforms, including teamed manned and unmanned systems, a robust battlespace information architecture, and dispersed command and control,\u201d according to the <a href=\"http:\/\/www.af.mil\/Portals\/1\/documents\/airpower\/Air%20Superiority%202030%20Flight%20Plan.pdf\">Air Superiority 2030 Flight Plan<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By equipping MQ-9\u2019s with the system, the Air Force will continue to be able to continue missions historically carried out by <a href=\"https:\/\/www.defensenews.com\/air\/2018\/06\/08\/get-ready-for-the-jstars-recap-showdown\/\" title=\"\" target=\"_blank\">JSTARS<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Blackjack gets a boost<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DARPA\u2019s Blackjack project aims to develop a low Earth orbit satellite constellation of smaller, cheaper military-grade satellites, received a $110 million hike. The program is attempting to leverage commercial industry to <b><\/b>develop low-cost space payloads and satellite buses with low size, weight, power, and cost (SWaP-C) with similar capabilities as today\u2019s military communications that operate in higher orbits. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>JSTARS recap<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In one of the most contentious items in the NDAA, the Senate authorized $50 million to <a href=\"https:\/\/www.defensenews.com\/air\/2018\/02\/22\/heres-what-we-know-about-the-air-forces-alternative-to-the-jstars-recap\/\" title=\"\" class=\"\" target=\"_blank\">JSTARS ground moving target indicator<\/a> research and development fund, even though the Air Force did not request any new funding for the GMTI radar development.
