{"id":20035,"date":"2022-02-08T13:30:00","date_gmt":"2022-02-08T13:30:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/02\/08\/with-new-climate-strategy-army-aims-to-prepare-soldiers-for-harsher-environments\/"},"modified":"2026-08-07T21:51:18","modified_gmt":"2026-08-07T21:51:18","slug":"with-new-climate-strategy-army-aims-to-prepare-soldiers-for-harsher-environments","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2022\/02\/08\/with-new-climate-strategy-army-aims-to-prepare-soldiers-for-harsher-environments\/","title":{"rendered":"With new climate strategy, Army aims to prepare soldiers for harsher environments"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Army plans to install a microgrid on all its installations by 2035, field fully electric tactical vehicles by 2050, and ensure all operational and strategic exercises and simulations consider <a href=\"https:\/\/www.defensenews.com\/smr\/energy-and-environment\/2021\/10\/12\/with-only-weeks-remaining-us-army-preps-for-release-of-climate-strategy\/\" target=\"_blank\">climate change risks and threats<\/a> by 2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are just a few of the goals the service outlined in its new <a href=\"https:\/\/www.defensenews.com\/pentagon\/2021\/01\/27\/climate-change-is-now-a-national-security-priority-for-the-pentagon\/\" target=\"_blank\">climate strategy<\/a>, published Feb. 8.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe climate strategy is important to address the changing climate and the threats that are coming from climate change \u2014 both how our forces operate in a climate-altered world, but what the Army can do to influence this and to mitigate our greenhouse gases and to reduce the effects of climate change,\u201d Paul Farnan, the Army\u2019s acting assistant secretary for installations, energy and environment, told Defense News in a Feb. 7 interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army\u2019s mission remains the same to fight and win this nation\u2019s wars, and this strategy is actually going to enhance that ability to do so by increasing the capability of the force,\u201d he added.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/www.army.mil\/e2\/downloads\/rv7\/about\/2022_army_climate_strategy.pdf\" target=\"_blank\"><b>Click here to read the strategy document.<\/b><\/a><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy recognizes the service will <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2021\/10\/26\/the-pentagon-has-to-include-climate-risk-in-all-of-its-plans-and-budgets\/\" target=\"_blank\">need to adapt to operate in and protect itself against harsher environments<\/a> that could lead to increased global instability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor the foreseeable future, climate impacts will disrupt Army activities, displace individuals and communities, and increase the frequency of crisis deployments,\u201d the strategy stated. \u201cThe Army must prepare for potential consequences including energy and water scarcity; damage to installations and infrastructure; displacement of and disruptions to operations, supply chains, and logistics; and imperiled [s]oldier health through exposure to airborne irritants like smoke and dust, disease vectors, and temperature extremes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy sets up three end-state goals meant to help the Army \u201cbe a resilient and sustainable\u201d land force. The first is to reduce by 2030 the Army\u2019s net greenhouse gas pollution by 50%, compared to 2005 levels. The second goal is to achieve net-zero greenhouse gas emissions by 2050. According to climate scientists, climate change is worsening hurricane impacts in the U.S. (Mario Tama\/Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Army details three lines of effort to achieve its climate strategy goals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first effort will adapt installations to be resilient and sustainable through infrastructure improvements and adaptation of natural environments, and mitigate greenhouse gas emissions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second line of effort will focus on increasing operational capability while reducing sustainment needs and making the service more climate resilient within its acquisition and logistics enterprises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The third line focuses on preparing a force ready to operate in a world where the climate has changed.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Installations<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Army has more than 130 installations around the world. \u201cBecause of the systems and people they host, the communities they connect with, and the spaces they safeguard, installations anchor and guide some of the Army\u2019s most consequential efforts to improve itself while responding to climate change,\u201d the report stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the Army planning to install a microgrid on every installation by 2035, it also wants to achieve on-site, carbon pollution-free power generation for critical missions on all installations by 2040. Installations will have 100% carbon pollution-free electricity by 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy also said the Army must have a resilient energy and water supply \u201cunder all conditions\u201d and noted recent achievements, including upgrading a water treatment plant at Fort Irwin, California, as well as setting up a 2.1-megawatt solar field at Fort Knox, Kentucky, and an 8.5-megawatt-hour lithium battery at Fort Carson, Colorado.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Already the service has begun or completed 950 renewable energy projects supplying 480 megawatts of power to the Army and has 25 microgrid projects \u201cscoped and planned\u201d through 2024, according to the strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the service plans to achieve a 50% reduction in greenhouse gas emissions from all of its buildings by 2032, it is also working to attain net-zero greenhouse gas emissions on its installations by 2045.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On installations, the Army will field an all-electric, light-duty, non-tactical vehicle fleet by 2027 as well as an all-electric, non-tactical vehicle fleet by 2035.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army increased its inventory of hybrid vehicles by almost 3,000 over the last three years, which has saved an estimated $50 million in fleet costs and cut fossil fuel consumption by more than 13 million gallons per year and greenhouse gas emissions per mile by more than 12%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army will invest in more than 470 charging stations this year, the strategy noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service will include climate change mitigation in land management decisions and incorporate the latest climate and environmental science into stationing, construction and fielding decisions, the document added.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"3000\" height=\"2000\" src=\"\/wp-content\/uploads\/2026\/08\/GettyImages-81609091.jpg.jpg\" alt=\"\" class=\"wp-image-43155\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-81609091.jpg.jpg 3000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-81609091.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-81609091.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-81609091.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-81609091.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-81609091.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 3000px) 100vw, 3000px\" \/><figcaption class=\"wp-element-caption\">From left, Missouri Army National Guard Staff Sgt. (Joe Raedle\/Getty Images)<\/figcaption><\/figure>\n\n\n\n<h1 class=\"wp-block-heading\">Acquisition and logistics<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Army deploys with a long and large logistics tail, the strategy acknowledged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy aims to enhance operational capabilities, while minimizing the Army\u2019s greenhouse gas emissions and reducing its effect on the climate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army can better position itself for future conflict by more effectively deploying and staging combat power across the globe, optimizing supply and distribution networks, and creating flexibility for the Defense Industrial Base,\u201d the strategy argued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service plans to modernize its current platforms by adding <a href=\"https:\/\/www.defensenews.com\/land\/2020\/09\/21\/army-gives-green-light-to-shape-vehicle-electrification-requirements\/\" target=\"_blank\">mature electrification technologies<\/a> and will field purpose-built, hybrid-drive tactical vehicles by 2035, then move to fully electric tactical vehicles by 2050 to include charging capability to meet the all-electric fleet\u2019s needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much of the Army\u2019s current sustainment demand comes from its tactical vehicle fleet, the strategy pointed out. The service worked to reduce fossil fuel consumption and demonstrated tactical vehicle electrification kits on some platforms, which resulted in a reduction of average fuel consumption by about 25% while boosting onboard electric output.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2021\/07\/12\/is-the-army-warming-up-to-electric-vehicles-in-its-fleet\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"205\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GM-All-Electric-Concept-Vehicle-1.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Is the Army warming up to electric vehicles in its fleet?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Companies with commercial experience want to show the Army how capable electric-powered vehicles can be and overcome the challenges of operating them on the battlefield.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Army plans to develop an <a href=\"https:\/\/www.defensenews.com\/land\/2021\/05\/21\/army-wraps-up-industry-demo-for-future-electric-light-recon-vehicle\/\" target=\"_blank\">electric light reconnaissance vehicle <\/a>prototype, expected to enter testing before September 2023, according to the strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service is also working to integrate hybrid electric technologies into future and existing platforms. Oshkosh, for instance, recently unveiled its<a href=\"https:\/\/www.defensenews.com\/land\/2022\/01\/25\/oshkosh-unveils-hybrid-electric-joint-light-tactical-vehicle\/\" target=\"_blank\"> hybrid electric version<\/a> of the Joint Light Tactical Vehicle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Futures Command, Army Materiel Command and industry are working within a Power Transfer Cohort to develop concepts and designs as well as prove out technology that could help the Army move to electric vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service will use predictive logistics to make more \u201cmore precise and faster decisions\u201d and establish policies that \u201cstandardize\u201d contingency basing to reduce field requirements, the document said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy also said the Army wants to reduce operational energy and water use by 2035 and achieve carbon pollution-free contingency basing by 2050.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cElectric service is a key component of contingency basing,\u201d the strategy stated, \u201cbut the heavy reliance on fossil fuels for electricity is hampering the Army while increasing risk and cost.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is working with industry on deployable power generation and storage, having already fielded the Advanced Medium Mobile Power Source family of generators in 2013.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo reach their full potential though, these generators need to be deployed as part of a microgrid system paired with battery storage,\u201d the strategy said. \u201cThe necessary battery technology exists and is improving every year, and the Army will move to acquire, implement, and help advance this technology.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"5965\" height=\"4022\" src=\"\/wp-content\/uploads\/2026\/08\/3501139.jpg.jpg\" alt=\"\" class=\"wp-image-43161\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3501139.jpg.jpg 5965w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3501139.jpg.jpg?resize=300,202 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3501139.jpg.jpg?resize=768,518 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3501139.jpg.jpg?resize=1024,690 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3501139.jpg.jpg?resize=1536,1036 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3501139.jpg.jpg?resize=2048,1381 2048w\" sizes=\"auto, (max-width: 5965px) 100vw, 5965px\" \/><figcaption class=\"wp-element-caption\">Pfc. The service will also analyze by 2025 all tier 1 suppliers for climate change risks and vulnerabilities and will develop plans, policies and contracts by 2028 to ensure the supply chain is resilient, according to the strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Materiel Command\u2019s ongoing supply chain optimization analysis is one of several strategic-level initiatives meant to improve the supply chain\u2019s resiliency and decrease vulnerability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service is also implementing a revised energy key performance parameter and pursuing net-zero greenhouse gas emissions from all procurements by 2050.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Training<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army must proactively train its people and prepare a force that is ready to operate in a climate-altered world while simultaneously maintaining the ability to win in combat,\u201d the strategy read. \u201cSuch preparation requires shifts in what and how the Army trains its people, units, and headquarters.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beginning in 2024, the service will publish climate change lessons and best practices every two years, and by 2028 it will update its programs of instruction to include climate change topics, according to the strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army wants to grow by 2035 the number of soldiers and civilians serving in strategic headquarters that have advanced credentials on climate change issues. While the strategy lays out what will be done, he said, the action plan will detail implementation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a long-term strategy,\u201d he said, \u201cso we don\u2019t have every detail mapped out yet, but <a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/2021\/09\/08\/next-pentagon-budget-will-detail-climate-change-spending\/\" target=\"_blank\">we are building some room in the [five-year budget plan]<\/a> for this. There\u2019s going to be climate-specific initiatives, but I\u2019d also say that just because they\u2019re not tagged as climate doesn\u2019t mean it\u2019s not going to apply to it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much of the Army\u2019s ongoing modernization initiatives will directly affect the climate strategy, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is finding additional ways to pay for the strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re looking outside of appropriated funds, too, looking for partnerships,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got the energy savings performance contracts that we work with the energy service companies, where they invest in efficiencies on our base and we use the savings to pay that off,\u201d he added. \u201cWe get these improvements without having to do upfront investments.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army, for example, will take tracts of lands on bases and lease them to a local utility or energy service company so they can build something like a solar panel array, he said. That array would feed back into the grid, powering the base and the local community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a win-win,\u201d Farnan
