{"id":20109,"date":"2017-11-03T16:42:55","date_gmt":"2017-11-03T16:42:55","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2017\/11\/03\/analysts-its-time-to-kill-off-the-pentagons-personnel-office\/"},"modified":"2026-08-08T01:55:50","modified_gmt":"2026-08-08T01:55:50","slug":"analysts-its-time-to-kill-off-the-pentagons-personnel-office","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2017\/11\/03\/analysts-its-time-to-kill-off-the-pentagons-personnel-office\/","title":{"rendered":"Analysts: It&#8217;s time to kill off the Pentagon&#8217;s personnel office"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 A pair of defense analysts have a new solution for fixing military personnel and readiness issues: Get rid of the Pentagon\u2019s Personnel and Readiness office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Calling the current office \u201coutmoded and ineffective\u201d <a href=\"https:\/\/warontherocks.com\/2017\/11\/to-better-serve-personnel-and-readiness-the-pentagon-should-shutter-its-personnel-and-readiness-shop\/\">in a piece for the War on the Rocks website<\/a>, American Enterprise Institute national security fellow Mackenzie Eaglen and Center for Strategic and International Studies Defense Budget Analysis director Todd Harrison argue that shuttering it would streamline military bureaucracy and produce other benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDoing so would not only improve the quality of life for servicemembers by rationalizing the personnel system, but would also enable the Pentagon to more easily diagnose and treat the readiness problems plaguing the force,\u201d they wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cP&amp;R has faced consistent criticism, not just for failing to devise innovative reforms for military compensation, career trajectory, and readiness metrics, but also for actively stifling such proposals.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their piece came a day after President Donald Trump\u2019s nominee to take over the office \u2014 Robert Wilkie \u2014 testified before the Senate Armed Services Committee on the importance of the role.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the Defense Department needs to better adjust its operations to mirror the modern civilian work force, with more flexible recruiting and retention incentives. The analysts blamed that turnover for fostering a \u201clack of creativity and initiative\u201d within the office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGiven its ongoing state of dysfunction \u2026 the Trump administration should divide up P&amp;R\u2019s responsibilities among the military services,\u201d they wrote. \u201cJust as the combatant command structure was simplified \u2014 albeit not reduced \u2014 by the elimination of the redundant Joint Forces Command, so too could the dissolution of P&amp;R streamline the Pentagon\u2019s civilian organization.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They argue that most of the major military personnel moves of recent years have come from other areas of government. The repeal of \u201cdon\u2019t ask, don\u2019t tell\u201d and the overhaul of the military retirement system, for example, both came at Congress\u2019 urging, not military personnel officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And they also argue that as it operates now, the office offers little insight into military readiness problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy aggregating the readiness reports provided by the services with few alterations, P&amp;R injects little value or oversight into these vital issues,\u201d they wrote. \u201cAs a result, the definitions of readiness are vague and not standardized across the Pentagon.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump has repeatedly stated his goal of cutting back on federal bureaucracy, and mandated funding and personnel cuts across numerous government agencies.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter
