{"id":20223,"date":"2019-04-12T13:11:56","date_gmt":"2019-04-12T13:11:56","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/04\/12\/is-it-already-time-to-worry-about-the-pentagon-budget\/"},"modified":"2026-08-07T21:48:03","modified_gmt":"2026-08-07T21:48:03","slug":"is-it-already-time-to-worry-about-the-pentagon-budget","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/04\/12\/is-it-already-time-to-worry-about-the-pentagon-budget\/","title":{"rendered":"Is it already time to worry about the Pentagon budget?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 With six months before the first budget deadline, it may be already time to panic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers\u2019 worries the <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/03\/27\/bloated-war-fund-will-sink-trumps-budget-dems-say\/\" target=_blank>budget fight <\/a>between President Donald Trump and Democrats will cause a deadlock were on full display this week. If the two sides can\u2019t reach a deal to ease statutory budget caps, a stopgap continuing resolution, or CR, could freeze the Pentagon\u2019s budget at last year\u2019s level, or leave the department in a worse state \u2014 automatic sequestration cuts could slash its budget by $71 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After Congress\u2019 spring recess, Democrats and Republicans must quickly work to settle sharp disagreements over spending for the Pentagon, domestic programs and the president\u2019s wall at the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/04\/10\/trump-again-looks-to-boost-troop-deployments-at-us-southern-border\/\" target=_blank>southern border<\/a>. They have until Oct. 1 to avoid a continuing resolution and until January to avoid sequestration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republican lawmakers have been using budget hearings to warn that unless negotiations get into high gear, there\u2019s potential to erase the military readiness gains enabled by the last two years of strong defense budgets. While common at this point in the budget cycle, the potential audiences for that message this time around will range from left-leaning Democrats to the White House.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/04\/08\/this-week-in-congress-the-rush-before-spring-break\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"179\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5238484.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">This week in Congress: The rush before spring break<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Defense and veterans hearings on Capitol Hill for the week of April 8, 2019.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Consequences<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this month, Politico <a href=\"https:\/\/www.politico.com\/story\/2019\/04\/02\/congress-spending-budget-shutdown-1244283\" target=\"_blank\">reported<\/a> that the White House wants to boost its leverage in the high-stakes talks with Democrats and Senate Republicans by delaying negotiations until after both the 2019 budget and the debt ceiling expire at the end of September. That suggests the fiscal year will start on a CR.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the already high chances of an impasse over funding for the president\u2019s border wall increase in proximity to 2020 electoral politics, it\u2019s possible lawmakers will abandon negotiations for easing spending caps and punt to a full-year continuing resolution, said Rick Berger, a former Senate Budget Committee staffer with the American Enterprise Institute.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom the perspective of the Senate GOP, this is not a good idea because the longer we go without a deal, the higher the chance that everybody throws up their hands and just takes a full-year CR,\u201d Berger said. \u201cThis then goes from \u2018how do we thread the needle on a caps deal\u2019 to \u2018how do we blame the hell out of each other for the 2020 race.\u2019 Once that momentum gathers, it\u2019s going to be really hard to stop.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At an April 4 budget hearing, Senate Armed Services Committee Chairman <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/04\/09\/senate-sets-may-ndaa-debate-to-leapfrog-house\/\" target=_blank>Jim Inhofe<\/a>, R-Okla., asked Air Force Secretary Heather Wilson to outline the impact of sequestration on her service, if there\u2019s no deal. She said the resulting $29 billion cut would be \u201cabsolutely devastating in scope and scale.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat would be no F-35s, cut all of the KC-46s, stop the B-21 program, no ground-based strategic deterrent, no research, development, test and evaluation for any space system, most of the fourth- and fifth-generation [fighter jet] modifications, and all of science and technology,\u201d she said. \u201cOr, $29 billion means all of weapons systems sustainment, all flying hours, all base operations and airfield support, and all munitions, together, make $29 billion.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the same vein, AirLand Subcommittee Chairman Sen. Tom Cotton, R-Ark., prompted the Air Force\u2019s chief, Gen. David Goldfein, to spell out how a full-year continuing resolution would do much the same thing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSequester would be the worst thing, but it\u2019s hard to imagine we\u2019d go back to the actual sequester levels. But a proposal that\u2019s being batted around \u2014 a full-year continuing resolution \u2014 is almost the worst thing imaginable?\u201d Cotton asked, to which Goldfein replied: \u201cYes, sir.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/03\/01\/trumps-border-wall-to-cast-long-shadow-over-fy20-defense-budgetand-thats-not-all\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"210\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1053880062.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Border wall casts long shadow over FY20 defense budget \u2014 and that\u2019s not all<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Even before it arrives, the defense budget proposal is already taking flak from lawmakers over the bookkeeping gimmickry that\u2019s likely to accompany it.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">One significant and positive sign this week is that Senate Majority Leader Mitch McConnell, R-Ky., announced this week that talks have begun at the staff level. The impact of those talks is unclear for now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Democrats failed to pass a 2020 spending plan this week amid internal divisions, but they did pass a measure that <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/04\/09\/house-sets-13t-spending-cap-budget-talks-begin\/\" target=\"_blank\">sets the overall spending cap<\/a> at $1.3 trillion for 2020, about a $350 billion increase from 2019. That in turn allows House appropriators to begin drafting their 2020 spending bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House bill that was scuttled Tuesday aimed to reset spending limits for defense at $733 billion for fiscal 2020 and $749 billion for fiscal 2020. The nondefense side of the budget also would come in well-above statutory budget caps, at $631 billion and $646 billion, respectively.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Progressive Democrats balked because the defense side was too high and the nondefense side was too low. Still, House Speaker Nancy Pelosi, D-Calif., may use the coming weeks to sway her members, and if that fails, to team with Republican leaders \u2014 just as former GOP House Speakers John Boehner and Paul Ryan had to team with Pelosi to pass bills their Tea Party wing wouldn\u2019t accept.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t participate in the German word \u2018Schadenfreude,\u2019 taking delight in other people\u2019s misery, but these things can become miserable,\u201d Rep. Jeff Fortenberry, R-Neb., a member of the Appropriations Committee, told <a href=\"https:\/\/www.washingtontimes.com\/news\/2019\/apr\/10\/house-democrats-prepare-for-battle-with-gop-white-\/\" target=_blank>the Washington Examiner<\/a>. \u201cShoe\u2019s on the other foot.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/video\/dntv\/2019\/04\/08\/watch-the-army-defend-their-budget-decisions-on-capitol-hill\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"240\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/H-47-Chinook.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Watch the Army defend their budget decisions on Capitol Hill<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Army Secretary Mark Esper and Chief of Staff Gen. Mark Miller defend the Army&#039;s budget changes to the House Armed Services Committee.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In spite of the fears on display in Congress, Center for Strategic and International Studies defense budget analyst Todd Harrison was skeptical Washington would stumble into a full-year CR \u2014 \u201cIt\u2019s never happened because it\u2019s impractical\u201d \u2014 much less a sequester, which happened once, in 2013.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDemocrats don\u2019t want a sequester either because if it gets triggered, you\u2019re talking massive cuts to nondefense programs as well as defense programs,\u201d Harrison said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After border wall funding is subtracted from the defense budget, it\u2019s about $742 billion, which is less than a 1% difference from the president\u2019s budget request and theoretically an easy gap to bridge. \u201cSo why would anyone let the budget caps stay where they are and sequester be triggered?\u201d Harrison asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeed, why are lawmakers even bringing it up?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOld habits die hard,\u201d Harrison said. \u201cWhat folks have become accustomed to doing with these hearings is saying: \u2018We have to scare everyone about sequestration,\u2019 right? \u2018Scare everyone about a full-year CR.\u2019 \u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a roundtable with reporters, the House Armed Services Committee\u2019s ranking member, Rep. Mac Thornberry, R-Texas, said he believes Congress has a center mass that wants a strong defense budget. The nightmare scenarios can\u2019t be ruled out given the last few years of dysfunction, but they\u2019re unlikely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBoth parties have a political interest in continuing to make the progress that we\u2019ve begun to make on readiness and other things,\u201d Thornberry said. \u201cEven though there\u2019s some fringe elements in both parties, the mass of both parties know that both of us have a responsibility to help defend the country as the Constitution requires us to do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the resistance is in the White House, it can be overcome, but Congress must unify on a spending deal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cObviously the president can sign it or not, but I think you can have a genuine bipartisan effort in the Capitol that would result in a very strong vote,\u201d Thornberry said. \u201cThat would send a strong message to the president. That\u2019s our job.
