{"id":20502,"date":"2018-04-30T13:58:45","date_gmt":"2018-04-30T13:58:45","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/04\/30\/south-korea-changes-spy-satellite-developer-for-930m-project\/"},"modified":"2026-08-07T21:50:05","modified_gmt":"2026-08-07T21:50:05","slug":"south-korea-changes-spy-satellite-developer-for-930m-project","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/space\/2018\/04\/30\/south-korea-changes-spy-satellite-developer-for-930m-project\/","title":{"rendered":"South Korea changes spy satellite developer for $930M project"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">SEOUL, South Korea \u2015 South Korea\u2019s arms procurement agency has announced a new preferred bidder for the development of spy satellites scheduled for launched by 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Acquisition Program Administration, or DAPA, named the consortium of local Korea Aerospace Industries and Hanwha Systems, and French-led Thales Alenia Space, as the preferred bidder for the $930 million satellite project code-named 425.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The announcement came after the consortium of local LIG Nex1 and Satrec Initiative, and German-based Airbus Defence and Space, was deprived of its status as the preferred bidder selected last December.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe negotiation between the Agency for Defense Development, or ADD, in charge of the 425 project, and the LIG Nex1-led consortium has been ruptured, as the sides were not able to narrow the differences over the development of satellite prototypes,\u201d a DAPA spokesman said. \u201cWe\u2019ll begin negotiations with the second preferred bidder on May 3.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to defense sources, the negotiations broke down because LIG Nex1 team failed to meet the proposed specifications of the reconnaissance satellites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter chosen as the preferred bidder, the LIG Nex1 consortium is said to have asked the ADD to lower the specifications regarding the number of imaging acquisition, the standards of image quality and others,\u201d said Rep. Kim Jong-dae of the minor opposition Justice Party, a member of the National Assembly\u2019s Defense Committee. \u201cThe consortium is known to have asked to change 29 out of 129 specifications it had proposed to win the contract.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 425 project calls for developing four satellites fitted with synthetic aperture radar, or SAR, and one satellite to obtain infrared and high-resolution electro-optical images. DAPA uses SAR satellites to collect intelligence on key facilities in North Korea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The LIG Nex1-Airbus team participates in developing South Korea\u2019s multipurpose Arirang-6 satellite, with SAR system included. That satellite was originally scheduled for launch in 2019. The plan, however, was delayed by 13 months because of problems with SAR technology transfer and integration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the KAI-led consortium says it remains confident in satisfying the due requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ll try best to meet the requirements, as we have a plenty of experiences developing and delivering satellites, including one with the SAR system,\u201d an official of Hanwha Systems told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KAI, the country\u2019s only aircraft developer, has delivered five multipurpose satellites, including the Arirang-5 with SAR functionality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thales, which ran a joint venture with Hanwha, also participated in multiple South Korean satellite projects, such as the commercial-military Koreasat 5 in 2006; the Korea Multi-Purpose Satellite-5 observation program in 2013; and the Koreasat 7 and Koreasat 5A telecommunication satellites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The South Korean military currently operates the Arirang-3 multipurpose satellite to acquire geographical information on the Korean Peninsula, including North Korea\u2019s missile and nuclear test sites. But the country heavily relies on the U.S. for much of its intelligence due to the commercial satellite\u2019s limited capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Email: <a
