{"id":20507,"date":"2020-09-22T16:18:53","date_gmt":"2020-09-22T16:18:53","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/09\/22\/the-hapless-attack-sub-boise-will-return-to-the-fleet-in-2023-after-8-years-sidelined\/"},"modified":"2026-08-07T21:58:27","modified_gmt":"2026-08-07T21:58:27","slug":"the-hapless-attack-sub-boise-will-return-to-the-fleet-in-2023-after-8-years-sidelined","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2020\/09\/22\/the-hapless-attack-sub-boise-will-return-to-the-fleet-in-2023-after-8-years-sidelined\/","title":{"rendered":"The hapless attack sub Boise could return to the fleet in 2023 after 8 years sidelined"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 It has been five years since the <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/navy-league\/2019\/05\/08\/among-the-navys-submarine-maintenance-woes-there-may-yet-be-hope\/\" target=_blank>attack submarine Boise<\/a> returned from its last patrol, and this whole time she has been waiting on some loving care and attention in the shipyards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Monday, the check cleared for roughly $351.8 million that covers the initial planning and work as part of her overhaul at <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/12\/02\/navy-awards-largest-ever-shipbuilding-contract-to-electric-boat-for-new-attack-submarines\/\" target=_blank>Huntington Ingalls Newport News <\/a>Shipbuilding where she has been in dry dock since earlier this year. Another contract covering the full engineering overhaul is in negotiations, according to Naval Sea System Command spokesperson Colleen O\u2019Rourke,  work that will include significant maintenance on the nuclear propulsion system and modernization upgrades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The running tab on Boise so far is $355 million, with advanced planning money already awarded, according to the Defense Department contract announcement. The work under this contract is scheduled to wrap up in May 2023, eight years after the sub left the operational fleet.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/navy-league\/2019\/05\/08\/among-the-navys-submarine-maintenance-woes-there-may-yet-be-hope\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"217\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/COLUMBIA-Image-Surfaced-002.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">With the Navy\u2019s submarine maintenance woes, there may yet be hope<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Navy is mired in a years-old backlog of attack submarine maintenance, but there is some hope they&#039;ll be able to dig out.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While Boise could be wrapped up by 2023 \u2013 the overhaul was initially scheduled for 25 months \u2013 it\u2019s possible the repairs could take longer, O\u2019Rourke said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill will be paid out of 2020 Operations &amp; Maintenance funding, according to the contract announcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boise has been something of a cause c\u00e9l\u00e8bre among congressional leaders, who have pointed to the ship\u2019s long wait to enter the shipyard as emblematic of the Navy\u2019s <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/09\/19\/is-the-us-navy-winning-the-war-on-maintenance\/\" target=_blank>struggle with maintenance delays<\/a>. The issue with attack submarines has been complicated, because while that work would typically be done in the public shipyards, those have been backed up with aircraft carriers and the Ohio-class ballistic missile subs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of the Navy\u2019s problems will resolve themselves after ballistic missile subs are refueled, said Bryan Clark, a retired submarine officer and analyst with the Center for Strategic and Budgetary Assessments, in a 2019 interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe big factor here is that attack submarines are last in line when it comes to maintenance,\u201d Clark explained then. &#8220;And that maintenance is done in the public yards, both the refueling and non-refueling overhauls. So that\u2019s why you see submarines like Boise who have been waiting a long time to get in, because carriers had a lot of maintenance backlog.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd working through that backlog pushed SSBN refuelings back, and that in turn pushed attack subs to the end of the line. Now that they are working through the carrier backlog and the SSBN refueling is now largely completed, that\u2019s going to mean the attack submarines can be brought back into the public shipyards. So that\u2019s a structural issue that\u2019s going to work itself out.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But other aspects of the Navy\u2019s quest to dig out of the submarine backlog are thornier and will require the service to make long-term commitments to private shipyards, Clark said. (U.S. Navy photo by Dave Amodo)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Naval Sea Systems Command acknowledged as much in a statement to the <a href=\"https:\/\/www.pilotonline.com\/business\/shipyards\/article_f2905e94-6142-11e9-b778-a7a333fd74e5.html\" target=_blank>Virginian Pilot<\/a> as part of a story on the delays of Columbus and Helena, which the command attributed to \u201cthe workforce\u2019s inexperience in conducting submarine maintenance, which differs greatly from new construction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Working through those issues will take time, Clark said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a totally different job from ship construction,\u201d he added. \u201cSo that will take some time to build up a workforce and capacity that\u2019s dedicated to ship maintenance, instead of taking folks who were working new construction and simply repurposing them for overhauls. There are some growing pains associated with adjusting to doing that kind of work.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an interview with <a href=\"https:\/\/news.usni.org\/2020\/05\/26\/navsea-says-attack-sub-repairs-much-improved-as-uss-boise-enters-yard-following-4-year-wait\" target=_blank>USNI News<\/a>, former Naval Sea Systems Command head Vice Adm. Thomas Moore said he thought Boise would go better than previous attempts at maintaining attack boats in private shipyard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think we are well-positioned on Boise, certainly way better than we were on Helena and Columbus, when we learned so many lessons the hard way,\u201d Moore said. &#8220;They hadn\u2019t done submarine work in 10 years, and I think we underestimated how they had atrophied in that skill set.
