What will they cut?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 With the Pentagon scrambling to meet a <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/10\/17\/trump-appears-to-call-for-defense-spending-cuts\/\" target=\"_blank\">surprise order<\/a> from President Donald Trump to cut the fiscal 2020 budget request from <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/10\/26\/its-official-dod-told-to-take-cut-with-fy20-budget\/\" target=\"_blank\">$733 billion to $700 billion<\/a>, department planners are moving quickly to gather their options.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Deputy Secretary of Defense <a href=\"https:\/\/www.defensenews.com\/interviews\/2018\/11\/12\/pentagons-no-2-explains-his-lack-of-satisfaction-with-the-f-35\/\" target=_blank>Patrick Shanahan<\/a>, the military services will be delivering their preliminary options for cuts to his budget team on Monday. Those will be internally worked at the Office of the Secretary of Defense before being briefed up to Defense Secretary Jim Mattis, and potentially the White House, the week after Thanksgiving.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat I want the president to understand when we bring [the budget] forward is, what are those tradeoffs?\u201d Shanahan told reporters Thursday at the Pentagon. \u201cEither you get reduced capacity, get lower quantities of procurement, a changed modernization.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThose are the things that he needs to have. An awareness of what that number really translates to in terms of, you know, performance here at the department,\u201d Shanahan added. \u201cBy Monday we\u2019ll have a better feel for which trades the services want to make, whether it\u2019s end strength, or capability or capacity. And then we\u2019ll have to look at, you know, how much we suck up in the discretionary cut for, like, the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/09\/11\/gao-to-dod-fix-fourth-estate-inefficiencies\/\" target=_blank>fourth estate<\/a>.&#8221;<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2018\/11\/16\/will-looming-budget-cuts-bust-up-the-navys-plans-for-an-enormous-fleet\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/reagan_stennis.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will looming budget cuts bust up the Navy\u2019s plans for an enormous fleet?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy has been spoiled by an embarrassment of riches the last three budget cycles, but President Trump has signaled he plans to flip on the lights, cut the music and put an end the party. What will that mean for the 2020 budget?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The deputy acknowledged modifying \u201cquantities\u201d of things being procured would be one option, but avoided specifics, noting: \u201cI don\u2019t want to say \u2018tanks\u2019 and I don\u2019t want to say \u2018combat vehicles\u2019 because then everybody who builds one of those thinks that\u2019s something that\u2019s an imminent decision.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also said <a href=\"https:\/\/www.defensenews.com\/opinion\/2018\/09\/20\/numbers-game-how-the-air-force-is-following-the-army-and-navys-bad-example\/\" target=\"_blank\">changes to end strength<\/a> for the services is being considered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked what OSD would seek to protect from cuts, Shanahan emphasized the burgeoning cyber, space and <a href=\"https:\/\/www.defensenews.com\/air\/2018\/07\/16\/3-thoughts-on-hypersonic-weapons-from-the-pentagons-technology-chief\/\" target=_blank>hypersonics<\/a>. He also said he recently finished a technical review of the <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2018\/10\/08\/armys-night-court-finds-25-billion-to-reinvest-in-modernization-priorities\/\" target=_blank>Army\u2019s modernization plan <\/a>and would seek to protect a \u201cnumber of the priorities\u201d from that document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FY20 budget will be the first following the guidance laid out in the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/01\/17\/can-mattis-makes-the-national-defense-strategy-great-again\/\" target=_blank>National Defense Strategy<\/a>, as well as having inputs from the Nuclear Posture Review and the as-of-yet unreleased Missile Defense Review.
