{"id":21388,"date":"2021-02-05T08:00:00","date_gmt":"2021-02-05T08:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/02\/05\/majority-of-voters-support-icbm-replacement-alternatives-new-poll-finds\/"},"modified":"2026-08-07T21:55:26","modified_gmt":"2026-08-07T21:55:26","slug":"majority-of-voters-support-icbm-replacement-alternatives-new-poll-finds","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nuclear-arsenal\/2021\/02\/05\/majority-of-voters-support-icbm-replacement-alternatives-new-poll-finds\/","title":{"rendered":"Majority of voters support ICBM replacement alternatives, new poll finds"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 A new poll has found a majority of Americans support alternatives to the Pentagon\u2019s planned program to replace intercontinental ballistic missiles with the <a href=\"https:\/\/www.defensenews.com\/air\/2021\/01\/06\/us-strategic-command-head-defends-icbm-replacement-program\/\" target=_blank>Ground Based Strategic Deterrent<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/fas.org\/gbsd-polling\" target=_blank>new research<\/a>, exclusively shared with Defense News by the Federation of American Scientists and ReThink Media, found the majorities of both Republicans and Democrats polled would be in favor of alternative solutions, including potentially extending the life of the current Minuteman III ICBM arsenal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In September, Northrop Grumman <a href=\"https:\/\/www.defensenews.com\/space\/2020\/09\/08\/northrop-wins-the-air-forces-contest-for-next-gen-icbms\/\">was awarded<\/a> the engineering, manufacturing and development contract for the Ground Based Strategic Deterrent, or GBSD, which will eventually include more than 650 missiles and will <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-10-03\/new-u-s-icbms-could-cost-up-to-264-billion-over-decades\">reportedly<\/a> cost about $264 billion over the life span of the program. The company was the sole bidder, after Boeing <a href=\"https:\/\/www.defensenews.com\/space\/2019\/07\/25\/boeing-drops-from-next-generation-icbm-competition\/\">dropped out from the competition<\/a> in July 2019. GBSD is set to begin replacing the Minuteman III by 2029.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Supporters of the program, including top Pentagon officials, have argued that the Minuteman III program is too old to safely extend its life, and that GBSD is vital to American security interests. But the system has <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/07\/01\/next-gen-icbm-program-survives-defunding-attempt-in-house-panel\/\">been a target<\/a> of progressives in Congress, and there is hope among the nonproliferation community that the <a href=\"https:\/\/www.defensenews.com\/smr\/nuclear-arsenal\/2021\/01\/19\/as-biden-takes-office-key-nuclear-and-missile-defense-decisions-loom\/\" target=_blank>Biden administration may be willing to either cut the program<\/a> or entirely eliminate the ground-based leg of the nuclear triad \u2014 despite <a href=\"https:\/\/www.defensenews.com\/pentagon\/2021\/02\/02\/how-kathleen-hicks-will-approach-nukes-shipbuilding-and-the-budget\/\">statements of support<\/a> for the nuclear triad from incoming Defense Department nominees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The survey talked to 800 registered voters between Oct. 12 and Oct. 20, and included an oversampling of 200 registered voters in the states of Colorado, Montana, North Dakota, Nebraska and Wyoming to gain deeper insight into how residents of states with ICBMs think about the weapons. The margin of error was plus or minus 3.4 percent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to the question \u201cWhat do you think the government should do about ICBMs? Which of the following comes closest to your personal view, even if none are perfect,\u201d 30 percent supported refurbishing existing ICBMs rather than replacing them, 26 percent polled supported the full ICBM replacement plan, 20 percent supported eliminating ICBMs altogether and 10 percent supported eliminating all nuclear weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans (38 percent) were more supportive of the GBSD program than Democrats (19 percent). But that still means support for alternative policies \u2014 60 percent overall \u2014 to the current GBSD program cuts across both parties, representing a plurality of respondents, said Matt Korda, who along with Tricia White led the polling effort for the Federation of American Scientists.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2684\" height=\"1408\" src=\"\/wp-content\/uploads\/2026\/08\/01.png.png\" alt=\"\" class=\"wp-image-44184\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/01.png.png 2684w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/01.png.png?resize=300,157 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/01.png.png?resize=768,403 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/01.png.png?resize=1024,537 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/01.png.png?resize=1536,806 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/01.png.png?resize=2048,1074 2048w\" sizes=\"auto, (max-width: 2684px) 100vw, 2684px\" \/><figcaption class=\"wp-element-caption\">Results from a Federation of American Scientists\/ReThink Media poll. (FAS)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a reason why a majority of poll respondents supported alternative policies to the GBSD, and it\u2019s the same reason why a growing number of top military and civilian officials are openly questioning the program today: These missiles no longer play a role in addressing the most important security challenges of our time,\u201d Korda said. \u201cIs this truly the best investment in our collective safety that we could be making right now? Our survey results suggest the opposite.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBefore his election, Joe Biden indicated that he would likely be conducting a full review of U.S. nuclear policy, and it seems that his nuclear policy team might be interested in taking a close look at the status of the GBSD program as well as the future role of ICBMs in U.S. nuclear strategy,\u201d Korda added. \u201cNow that his administration has begun, these polling results suggest that the public would overwhelmingly support this effort.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In any poll, how a question is asked is important and can skew results. In this case, the question included the statement that the GBSD contract \u201cis being awarded to a single company, which is highly unusual because a lack of competition generally means that program costs increase significantly,\u201d and that \u201cthere is no precedent for a sole-source contract of this size,\u201d which could have impacted respondents\u2019 answers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Full details of the poll can be <a href=\"https:\/\/fas.org\/gbsd\" target=_blank>found here<\/a>, with an official summary <a href=\"https:\/\/fas.org\/wp-content\/uploads\/2021\/02\/Public-Perspectives-ICBM.pdf\" target=_blank>found here<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A second question \u2014 on whether to delay the GBSD program for an overall review while continuing to extend the life of the Minuteman III ICBMs \u2014 was more definitive, with 64 percent of respondents in favor of the idea and 18 percent opposed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More broadly, the pollsters asked respondents to rank the issues that would make them feel safer. COVID-19 topped the list; but while issues such as national unity and better health care ranked high, the three military-related options \u2014 a larger Defense Department budget, modernized nuclear weapons and an increased conventional arsenal \u2014 ranked dead last.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2684\" height=\"1358\" src=\"\/wp-content\/uploads\/2026\/08\/02.png.png\" alt=\"Results from a Federation of American Scientists\/ReThink Media poll. (FAS)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">As with all defense projects facing potential changes, the factor of economic impact is a major consideration \u2014 particularly in Congress, where members from Colorado, Montana, Nebraska, North Dakota and Wyoming all have ICBMs in their backyards as part of the so-called nuclear sponge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To counter this argument, the poll included a question for residents of those five states, asking whether they would support removing ICBMs if it came with guaranteed job and income for anybody whose job is displaced as a result. Forty-eight percent of respondents in those states strongly or somewhat supported the drawdown in that case.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But is such an economic replacement possible? The authors noted that such economic trade-offs feature in efforts such as the New Green Deal and fit into the \u201cBuild Back Better\u201d motto of the Biden administration, and so they think the idea could gain traction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor the $260 billion life-cycle cost of the GBSD program, the United States could be creating over 3 million additional jobs if that money were directed towards other industries,\u201d White said. \u201cThis polling indicates that Americans care more about job security than they do about defense security, and rightfully so. If we want to continue reducing disproportionate defense spending, the Biden administration has the evidence and the policy platform to make that a reality while simultaneously protecting job
