{"id":21767,"date":"2022-03-10T14:37:31","date_gmt":"2022-03-10T14:37:31","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/03\/10\/the-pentagon-must-pay-for-competition\/"},"modified":"2026-08-18T20:55:51","modified_gmt":"2026-08-18T20:55:51","slug":"the-pentagon-must-pay-for-competition","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/commentary\/2022\/03\/10\/the-pentagon-must-pay-for-competition\/","title":{"rendered":"The Pentagon must pay for competition"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A recent <a href=\"https:\/\/media.defense.gov\/2022\/Feb\/15\/2002939087\/-1\/-1\/1\/STATE-OF-COMPETITION-WITHIN-THE-DEFENSE-INDUSTRIAL-BASE.PDF\" target=\"_blank\">Pentagon report<\/a> called for <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/02\/15\/pentagon-worried-about-mergers-especially-among-hypersonic-weapons-suppliers\/\" target=\"_blank\">more arms manufacturers to bolster competition<\/a> in the shipbuilding-, aerospace- and defense-industrial base. Citing examples of the reduction of suppliers over the past 20 years for major weapons categories, the report laments the drop in tactical missile suppliers from 13 to just three; fixed-wing aircraft falling from eight companies to three; and satellites tumbling from eight contractors to four.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given the sorry state of industry, it is all the more surprising that there\u2019s one glaring omission from the solution set: buying more equipment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet, buried deep in the document is the admission that \u201copportunities for new programs can be limited.\u201d You don\u2019t say?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another gem states that \u201cconsolidation in the U.S. defense industry historically increases under budget reduction pressures.\u201d Huh, really?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given these truisms, the solutions the Pentagon proposes do not align with the full scope of the problem. All the flexible contracting authorities in the world won\u2019t be enough to solve the simple economies of scale necessity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And it\u2019s not as if there is no need.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. military is deep in the \u201c<a href=\"https:\/\/www.aei.org\/wp-content\/uploads\/2021\/03\/The-2020s-Tri-Service-Modernization-Crunch-1.pdf?x91208\" target=\"_blank\">Terrible \u201920s<\/a>\u201d \u2014 a decade where the bulk of conventional and nuclear systems need to be updated after decades of use, technological advancements have made systems irrelevant, and general wear and tear has occurred from war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, the military is facing a massive spending spike to pay for modernization bills across the Army, Navy, Air Force and Marine Corps that have been ignored, deferred or inadequately considered. This modernization crunch is the result of decades of defense investment decisions \u2014 including delayed equipment recapitalizations from the end of the Cold War, the dominance of short-term spending priorities during the wars in Iraq and Afghanistan, the legacy of the 2011 Budget Control Act, and competing federal spending priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turns out, you can <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2021-07-31\/how-should-the-pentagon-spend-777-billion\" target=\"_blank\">buy your way out<\/a> of some problems. Competition is one of them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the track record is dismal for both the Pentagon and Capitol Hill. Take the Navy <a href=\"https:\/\/www.everycrsreport.com\/files\/20051207_RL32109_c3bb848422d783ddc7b641b0b965e603f811cd74.pdf\" target=\"_blank\">proposing in 2005<\/a> and <a href=\"https:\/\/news.usni.org\/2021\/05\/28\/fleet-growth-stymied-by-fiscal-year-2022-navy-budget-request\" target=\"_blank\">again last year<\/a> what is essentially a \u201cone shipyard\u201d acquisition strategy for destroyers. Buying just one of these ships (or buying more and down-selecting to one builder) is a \u201cwinner take all\u201d approach between the two yards building destroyers that would permanently put one shipbuilder out of business.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both times, Congress had to save the Navy from itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most recent defense policy bill calls the Navy\u2019s plan troubling for violating the current destroyer contract and delaying higher ship counts \u201cduring a period of increasing demand, particularly in countering threats from China and Russia.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2022\/03\/09\/spending-bill-would-add-five-ships-12-super-hornets-to-navy-acquisition-plans\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7047874.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Spending bill would add five ships, 12 Super Hornets to Navy acquisition plans<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A federal spending package would give the Navy a significant boost in funding for ships and aircraft, after lawmakers were largely underwhelmed by the service&#039;s budget request last spring.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Another time, however, it was Congress that rejected competition in deciding to not pay for an <a href=\"https:\/\/www.defensenews.com\/air\/2021\/10\/26\/raytheon-ceo-air-force-may-not-be-able-to-afford-new-f-35-engine\/\" target=\"_blank\">alternative engine for the F-35 Joint Strike Fighter<\/a> in fiscal 2010. Members accepted this short-term \u201cout\u201d to President Barack Obama\u2019s <a href=\"https:\/\/www.heritage.org\/defense\/report\/us-defense-spending-the-mismatch-between-plans-and-resources\" target=\"_blank\">massive defense cuts<\/a>, even though it would mean only one type of engine available for a plane that will constitute 90% of all U.S. fighter jets in 2035.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then-Secretary of Defense Robert Gates said at the time: \u201cWe feel strongly there is not a need for the second engine.\u201d Feelings aren\u2019t facts, as the saying goes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Joint Strike Fighter is a <a href=\"https:\/\/www.defensenews.com\/air\/2021\/04\/23\/turkeys-removal-from-f-35-program-to-cause-hike-in-engine-price\/\" target=\"_blank\">single-engine plane<\/a>. At the time of congressional debate, there were warnings that if something went wrong with the engine, it could lead to a <a href=\"https:\/\/www.heritage.org\/defense\/report\/why-congress-cares-about-engine-competition-the-joint-strike-fighter\" target=\"_blank\">systemwide grounding of every aircraft<\/a> until the problem was identified and fixed \u2014 unless there was an alternative available.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fast forward a decade, and the Joint Strike Fighter fleet has been repeatedly grounded for engine troubles. These fleetwide standdowns could have been easily avoided had the modest investment been made to continue the F136 program, which at the time of cancelation was already 70% complete \u2014 a sunk cost and wasted taxpayer money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It gets worse. Last year, there was an engine shortage for the Joint Strike Fighter, causing a \u201c<a href=\"https:\/\/www.defensenews.com\/air\/2021\/02\/12\/an-engine-shortage-is-the-newest-problem-to-hit-the-f-35-enterprise\/\" target=\"_blank\">serious readiness problem<\/a>\u201d for the U.S. military. Engine problems were <a href=\"https:\/\/www.defensenews.com\/air\/2021\/01\/20\/the-defense-department-still-isnt-meeting-its-f-35-readiness-goals\/\" target=\"_blank\">one of the main maintenance issues<\/a> found to degrade F-35 mission-capable rates, a Pentagon official <a href=\"https:\/\/www.defensenews.com\/air\/2021\/02\/12\/an-engine-shortage-is-the-newest-problem-to-hit-the-f-35-enterprise\/\" target=\"_blank\">said at the time<\/a>, which sat at just 69%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Higher and more efficient production rates for military fleets and inventories helps to restore economies of scale and cut unit production costs. In a separate report, the Pentagon\u2019s cost analysis office <a href=\"https:\/\/www.cape.osd.mil\/files\/Reports\/OSDCAPEEscalationHandbook2021.pdf\" target=\"_blank\">admits as much<\/a>, stating: \u201cAny decision to change the quantity of a good or service estimated will affect its total cost, whether due to government effects (e.g., budget limitations), contractor effects (e.g., capacity limitations), or any other cause.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department calls competition \u201cvital\u201d in its latest report for \u201cimproved cost, schedule, and performance for the products and services needed to support national defense.\u201d But the procurement dollars must flow first. The military must start buying in bulk again and pay a little extra up front for that competition, which ultimately keeps costs down later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Mackenzie Eaglen is a senior fellow at the American Enterprise Institute.
