{"id":22121,"date":"2018-05-24T22:37:12","date_gmt":"2018-05-24T22:37:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/05\/24\/senate-defense-plan-calls-for-fewer-new-troops-than-the-white-house-wants\/"},"modified":"2026-08-08T02:22:47","modified_gmt":"2026-08-08T02:22:47","slug":"senate-defense-plan-calls-for-fewer-new-troops-than-the-white-house-wants","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/05\/24\/senate-defense-plan-calls-for-fewer-new-troops-than-the-white-house-wants\/","title":{"rendered":"Senate defense plan calls for fewer new troops than the White House wants"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Senators agreed with only half of President Donald Trump\u2019s military end-strength increase for fiscal 2019 in their first draft of the annual defense authorization bill, but would revamp <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/01\/25\/congress-again-weighing-changes-to-militarys-officer-promotion-rules\/\" title=\"\" class=\"\" target=\"_blank\">the Pentagon\u2019s personnel system<\/a> to help better retain already serving troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Details of the plan were released late Thursday, a day after the Senate Armed Services Committee finished its closed-door deliberations on the $716 billion budget policy measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The spending totals largely echo both <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/05\/17\/trump-budget-wont-rebuild-the-military-and-thats-dangerous-think-tank-says\/\" title=\"\" class=\"\" target=\"_blank\">the White House\u2019s<\/a> and <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/05\/24\/house-overwhelmingly-backs-plan-to-rebuild-our-military\/\" title=\"\" class=\"\" target=\"_blank\">House\u2019s spending requests<\/a> for fiscal 2019, but differ in the specifics of how that money should be spent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the personnel side, the most striking difference is in the number of new troops to be added to the services next year. The White House had asked for an end strength of 15,600 troops across all four services, a plan that House lawmakers officially agreed to in a vote earlier on Thursday.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2018\/05\/24\/house-overwhelmingly-backs-plan-to-rebuild-our-military\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1000w_q95.jpg_da22c1.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">House overwhelmingly backs plan to \u2018rebuild our military\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The bill includes plans to grow military end strength, give troops a 2.6 percent pay raise boost aviation upgrades.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But the Senate committee\u2019s plan \u2014 which still must be adopted by the full chamber in coming months \u2014 calls for an increase of only about 8,600 new service members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army would see a boost of about 2,200 soldiers, as opposed to the 4,000-person increase in the White House plan. The Navy would see 3,000 more instead of the president\u2019s 7,500-person request. The Air Force would get only 600 more airmen instead of the 4,000 the administration wants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In all three plans, the Marine Corps will see a boost of only 100 troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, committee officials said the plan provides the Defense Department with \u201ca strategic framework that establishes clear priorities and helps make tough choices.\u201d It passed out of committee by a vote of 25-2.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Offsetting the smaller end-strength boosts are efforts to \u201cmodernize the 38-year-old officer personnel system to provide career flexibility and better serve the demands of today\u2019s force,\u201d with a goal of helping to better retain mid-career officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill includes alternative promotion schedules that \u201cremove predetermined officer promotion timelines\u201d for certain specialties in lieu of more flexible promotion and career continuation schedules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spot promotion authority would be extended for all ranks up to O-6. Officers in grades 0-2 or above would also be allowed to serve up to 40 years, but the measure also requires annual authorization of all mid-grade officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee officials did not provide specifics of the new personnel system rules, but are expected to release details in coming days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether House lawmakers will go along with those plans \u2014 or the smaller end strength boosts \u2014 remains to be seen. The chamber overwhelmingly passed its $717 billion authorization bill version overwhelmingly on Thursday morning, and neither of those issues had been contentious in the committee or full chamber debate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate\u2019s legislation does call for a 2.6 percent pay raise for troops starting in January, matching the request from the White House and the House authorization plan. That all but assures troops <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/05\/22\/troops-poised-for-their-biggest-pay-raise-in-nine-years\/\" title=\"\" class=\"\" target=\"_blank\">their largest pay raise since 2010<\/a>, although the figure is only equal to the expected rise in private-sector wages.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">SASC today announced details of the markup of the John S.
